PROJECT NAME

OPLAN BANDILLO

PROJECT SUMMARY

Premised on the community service oriented program that will facilitate the
public on their complaint and regular for police assistance, information campaign, public
safety awareness, disaster management, enforcement of laws and ordinances and
other anti-criminality operations, this IMPLAN 07/2013 “Olan Bandillo” shall prescribes
the concept of operations, scheme of implementation, support system and converging
areas. Working with the City Government of Malabon, the Malabon Police on Wheels
(MPOW) will be the flag carrier of the Oplan Bandillo to strengthen and integrate the
various PNP operational plans on community oriented policing proactive initiatives that
will conform to the Chief PNPs Strategic Focus termed as CODE-P towards the
realization of PNP P.A.T.R.O.L. Plan 2030.

PROJECT OBJECTIVES

As part of our support to the City Government of Malabon the “Oplan Bandillo”
thru the Station Police Community Relation shall orchestrate Station’s Transformation
Advocacy through series of Public Information and Community Relation Activities and
strategies to effectively prevent, control and suppress occurrences of crimes to insure
safety of constituent of Malabon City.

PCP Commanders 1-9 shall utilize their respective mobile patrol vehicles in the
conduct of Oplan Bandillo in their respective AORs in substitute with the VPOW
vehicles pending the provision by the LGU and will be tasked to render the following
community policing duties and activities.

a. Inform the public of the prevailing modus operandi of various criminal

gangs operating in this city
b. Directly receive complaint and referrals;
c. Give advice and direction to the public;
d. Lost and found focal points;
e. Conduct PCR related activities including barangay, home and school
visits.
f. Other activities such as Oplan Iwas Paputok, Campaign Against
Indiscriminate Firing, Oplan Lakbay Alalay, Oplan Kaluluwa and the
like.
PROJECT DETAILS

The Malabon City Police Station is focused on the anti criminality

campaign against lawless elements (hold-upper, snatchers, drug pushers/drug abusers)
and other illegal activities of notorious criminals that affect the peace and order situation
citywide. The Station Strategy Management Team developed a procedures and
programs to promote public safety awareness among Malabonians on the existing
street crimes and other prevalent crimes in the city. Thus, the station institutionalize the
“Oplan Bandillo”, a community oriented crime prevention program which will utilizes a
public address system that will inform the public on the various modus operandi of
criminal gangs operating in this city. The strong and unwavering support of the City
Government of Malabon City shall operationalize the Malabon Police on Wheels
(MPOW) as the flag carrier of Oplan Bandillo.

The Oplan Bandillo as one of the Best Practices of Malabon City Police
Station’s Transformation Journey and if conform with the Chief PNPs Strategic Focus
termed as CODE-P. It contributes a lot in giving information and awareness to public on
various modus operandi of criminal gangs operating in this city, give advice and
direction to the public; lost and found focal points; conduct PCR related activities
