severely damaged by a storm that had occurred a few days earlier on


December 4-6. In the daily progress report for December 20, Pile B-3
(another vertical, singly standing pile in Loading Platform A) was re-
ported by a diver to be down and leaning at an angle of about 30° to
the mudline. A later report placed the time of the Pile B-5 failure at about
0800 hours on December 15, 1974.
These events brought into serious question the condition of the re-
maining unfailed piles. Thus, an inspection and repair program was
quickly begun. In order to complete the construction program with min-
imum delay, remedial measures were adopted in selected cases when
