When the truck came to a stop all four doors of the vehicle opened as though the occupants were about to flee. Myself and Deputy Keenum instructed all the occupants to get back in the vehicle and close the doors. The Driver was identified as Jackie Wilson. | explained to Mr Wilson the reason for the stop is that his vehicle and trailer fit the description of the suspicious vehicle from the Mellowmead subdivision. | explained to the driver that a complainant claims that four black males in a black ram truck pulling pine straw were soliciting business and scamming people in the area. The complainant also claims that one of the males brandished a firearm Mr Wilson, the driver, gave consent to search the vehicle. We removed the four ‘occupants (driver: Jackie Wilson, front passenger: Demetrius Biggs, rear passenger: Byron Stinson, rear passenger: Jarrold Edge) from the vehicle. After search of the vehicle, no firearm was found. | asked the occupants of the vehicle who was in charge of the business, to which Mr Wilson responded he was. Mr Wilson was placed in custody for violation of Rankin County Ordinance (operating a business without a permit). The other occupants were instructed to follow deputies to the Rankin County Sheriffs Office for fingerprinting. Once at the office, the other three occupants became disorderly and would remain seated as asked. The remaining occupants of the vehicle were also placed in custody for the same charge. DISPATCHED TO 775 CLOVER RIDGE WAY TO SPEAK WITH A COMPLAINANT IN REFERENCE TO A CIVIL MATTER REGARDING LANDSCAPING. UPON MY ARRIVAL, | MET WITH FOUR BLACK MALES WHO CALLED THE SHERIFF'S OFFICE REGARDING A DISPUTE OVER THE PRICE OF THEIR WORK THEY DID. THE COMPLAINANTS ALSO STATED THAT THE HOMEOWNER'S SON HAD A PISTOL IN HIS WAISTBAND AND WERE INTIMIDATING THEM. ‘THEY STATED THAT THEY CAME TO THE RESIDENCE, KNOCKED ON THE DOOR ASKING THE HOMEOWNER IF THEY COULD PUT PINE STRAW OUT AT THE PRICE OF $8.00 PER BALE. THEY STATED THAT THE HOMEOWNER AGREED AND THEY BEGAN WORKING. THEY ADVISED THAT, ONCE THE WORK WAS COMPLETED, THEY GAVE THE HOMEOWNER A PRICE OF $3,400.00, WHICH THEY REFUSED TO PAY. | WAS ADVISED THAT A BRIEF ARGUMENT TOOK PLAGE AND THEY EVENTUALLY AGREED (ON A PRICE OF $2,500.00, WHICH THE HOMEOWNER WROTE A CHECK AND GAVE TO THEM. UPON SPEAKING WITH THE HOMEOWNER, SHE STATED THAT SHE DID AGREE FOR THE MALES TO DO THE WORK. SHE ADVISED THAT, WHEN SHE WAS TOLD THE PRICE OF $8.00 PER BALE, SHE ASSUMED THAT THE BALES WERE LARGER ‘THAN WHAT THEY WERE. SHE STATED THAT, WHEN THEY WERE DONE WITH THE WORK AND TOLD THE FINAL PRICE, SHE WAS SHOCKED. SHE ADVISED THAT SHE WAS EVENTUALLY TOLD BY THE WORKERS THAT THEY HAD SMALL BALES AND HAD TO PUT APPROXIMATELY 300 PLUS OUT PLUS LABOR. THE HOMEOWNER DID STATE ‘THAT HER SON WAS THERE WITH HER AND DID HAVE A PISTOL IN HIS WAISTBAND DUE TO THE THREATENING STATEMENTS MADE BY THE WORKERS. SHE ADVISED ‘THAT, ONCE THE WORKERS FOUND OUT ABOUT THE FIREARM THE SON HAD, ONE OF ‘THE WORKERS (WHO WAS OUT BY THE STREET NEAR THE VEHICLE) LIFTED UP HIS SHIRT, ALLEGEDLY SHOWING A GUN HIMSELF. ‘THE HOMEOWNER STATED THAT SHE THOUGHT THE PRICE SHE WAS PAYING WAS TOO MUCH, HOWEVER WAS WILLING TO PAY THEM JUST SO THEY WOULD LEAVE BECAUSE SHE WAS SCARED OF THEM. | ADVISED BOTH PARTIES ‘THAT, DUE TO THEM HAVING A VERBAL AGREEMENT AT THE END OF THE ENCOUNTER, AND THEY HOMEOWNER AGREEING TO PAY THE $2,500.00 ASKED BY ‘THE WORKERS, THAT THE MATTER WAS A CIVIL ISSUE. AFTER COLLECTING THE CHECK WRITTEN BY THE HOMEOWNER, AND THE WORKERS ISSUING A RECEIPT FOR ‘THE WORK, THE MALES LEFT, ‘THE HOMEOWNER AGREED TO THE PRICE OF THE BALES, HOWEVER THE FINAL PRICE WAS NOT DISCUSSED UNTIL THE JOB HAD BEEN DONE, WHICH IS WHEN THE DISAGREEMENT STARTED. IT WAS LATER DISCOVERED THAT THESE SAME BLACK MALES (FROM THE GEORGIA AREA) HAD BEEN GOING AROUND SEVERAL OTHER SUBDIVISIONS HAVING THE SAME CONFLICTS WITH OTHER RESIDENTS. (ON SEPTEMBER 17, 2020 AT APPROXIMATELY 1100 HOURS, DISPATCH REGEIVED A GALL IN THE MELLOMEADE SUBDIVISION IN REFERENCE TO THE SAME MALES TRYING TO SELL MORE JOBS. THE BOSS OF THE CREW WAS ARRESTED AND CHARGED FOR VIOLATING THE COUNTY ORDINANCE FOR SELLING DOOR TO DOOR AND THE OTHER MEMBERS WERE IDENTIFIED. NO FURTHER INFORMATION AVAILABLE AT THIS TIME.
