1. Give an account of the recommendations of the BCG group for a balanced and inclusive growth of AP?

Ans) The Boston Consulting Group Appointed by the Government of AP recently submitted its report to the
government. The Group has opted for a “ Decentralised Growth Model “ For the state of AP , very much on the
lines of the G N Rao Expert Committee on the AP Capital.
Interestingly both the Expert Committees have endorsed the Tri City Capital Model , with Visakapatnam , Amravathi
and Kurnool as mooted by the Present CM Jagan Reddy.

• The Group divided the state into multiple Regions based on Strengths and Weakness and suggested ways
of Development based on the above.
• Objective was decentralised model of growth and development with balanced and inclusive growth
strategy.
• The Group divided the government Departments into 6 , which included , secretariat , governor, CM offices
in Visakapatnam, Assembly in Vijaywada or Amravathi, High Court in Kurnool.
• The group compared the various Global cities and come to a conclusion that the success ratio for the
economic development of a New Capital city was very low.
• It cited examples of Singapore and Hong Kong having a compound annual growth rate of 2 % since last 40
years. Thus taking the development of Amravathi as a Capital city will burden the already cash starved State
.
• It will take 40 years for the development is 1 lakh crore are spent for Amravathi Construction .
• The states 13 districts have been divided into 6 regions, These are:
A) Srikakulam, Vizianagaram, Visakhapatnam districts coastal Andhra,
B) West Godavari, and East Godavari districts as Godavari delta,
C) Krishna and Guntur districts as Krishna delta,
D) Kadapa and Chittoor as East Rayalaseema,
E) Anantapur and Kurnool as West Rayalaseema.
F)Prakasam and Nellore as Dakshinandhra.

• Five express highways would be required for the state with the existing highways and ports, airports should
be developed on a large scale.
• About Rs, 1,76,000 crore would be required for the irrigation projects in the state for providing drinking
and irrigation water to every corner of the state.

For the Development of Each of the 6 Regions the following recommendations have been made-
Godavari Delta- Promote Petrochemical , Plastic Manufacturing , Food Processing, Solar Energy , horticulture and
Cash Crops. Complete the Polavaram Project , Water Grid, improve the Road connectivity and improve the
Konaseema as a Back water Destination.

Krishna Delta- Promote the region as education and health hub , food Processing Zone, high Tech Organic
Agriculture, Fisheries, Multi Modal Logistics Hub, and devlop Machlipatnam as a Full fledged Port.

Dakshinandhra – Promote Automobiles Manufacturing , Paper , Pulp leather and Furniture MSME Cluster, Fisheries

West Rayalaseema – Promote Textiles Logistics Autoparts, Support Organic Horticulture, Support Water saving
measures such as Drip irrigation, Implement Godavari penna Linkages, improve highway connectivity, Promote
Ananthapur as a subsidiary to Bangalore and Kurnool to Hyderabad to tap Spillover Development.

East Rayalaseema – Promote Electronics manufacturing, steel Plants, Hi tech agriculture like tomatoes , and cold
storage units in the region, and take up Eco Adventure In the region around Gandikota and Belum Caves. Godavari
Penna linking a critical factor for development of agriculture in the region. Set up high Quality seed production
centres in the region.

A high-powered committee would now further study the options and make final recommendations to the Government.
Thus, the State Government has been working to implement its plan to develop three cities for capital functions. It may
be recalled that the G.N. Rao Committee recommended that Andhra Pradesh should have three capitals, Legislative,
Executive and Judicial for achieving a balanced development of these regions.
A six-member Expert Committee, headed by Retired IAS Officer G.N. Rao, in its report submitted on December 21, 2019,
also made similar recommendations.

2. Give a detailed account of the following ,


• YSR Arogyasri scheme
• Jaganaana Amma Vodi Scheme
ANS)
YSR Arogyasri Project-
The Project is a health care project of the Govt of AP that will benefit the people with a annual income of 5 lakh.
The government launched the programme in Eluru of West Godavari District of AP. Under the scheme free medical
treatment will be provided to the poor( BPL Families ) .

Beneficiaries –
All the BPL families identified by BPL ration card issued by Civil Supplies Department are eligible. All the people
whose photo and name appear on Health Card / BPL (White, Annapurna and Anthyodaya Anna Yojana, RAP and
TAP) ration card and suffering from identified diseases are eligible for availing treatment under the scheme.

State Government through Dr.YSR Aarogyasri Health Care Trust is implementing the Programme.

• A total of 2059 ailments have been covered under this scheme. Serious diseases affecting Heart, Kidney, Cancer,
Brain, Burns and accident cases etc., are covered under the scheme.
• The scheme applicable to all ailments whose treatment costs Rs 1,000 or above.
• The beneficiaries will get Arogyasri Cards. A total of 16, 37, 240 cards have been distributed across the state and
the number is set to increase.
• The people with an annual income of upto 5 lakh can benefit from the scheme.
• The scheme which initially served for 1059 diseases is enhanced to 2059 diseases, which will began its services
from February 1 2020 West Godavari district as a pilot project. The full-fledged services will start across the state
from April 1 2020.

• To have a medical history of the patient that can be used for future use the government has attached a QR code on
Arogyasri card to ensure that the medical reports be recorded on patients name for future use.
• Financial assistance - Besides free treatment, financial assistance of Rs 225 per day or Rs 5,000 per month will be
given to the patient during the recovery period, which is a unique feature. In addition, Rs 10,000 will be given to
those undergoing dialysis and suffering from a critical illness, while a pension amount of Rs 5,000 will be given to
physically-challenged persons. A financial assistance of Rs 5,000 would be given to chronic kidney patients and Rs
3,000 for those with leprosy.
• This kind of allowance will be applicable to 836 kinds of differentt kind of surgeries in the list of ailments covered.
• In addition to the treatment at multi-speciality and government hospitals across Andhra Pradesh and neighbouring
states, the patients will be provided with Rs 1000 for their medical expenses after treatment under the scheme.
Aarogyasri services have been extended to 130 hospitals in Hyderabad, Chennai, and Bengaluru in 17 super-
specialty departments for 716 medical procedures.
Along the YSR Arogyasri Programme the government of Ap launched the Naadu-Nedu programme to modernise the
government hospitals and has given the nod for setting up of 10,000 YSR Health Clinics at village level while YSR
Telemedicine is the recent development.

Jagananna Amma Vodi Scheme-

The government of AP has launched several welfare schemes for the students among them are , Jagananna Vasati
Deevena , Jagananna Amma Vodi , and Jagananna Vidya Deevena.
• Education has been the most important focus of the State. Jagananna Amma Vodi scheme will provide financial
aid of RS. 15,000 to each parent / guardian who sends their wards to the schools. The government has spent
6000 crore rupees for the scheme. The scheme is set to benefit 43 lakh mothers or guardians who send their
children to school. With the announcement the enrolment has already increased by 30%.
• All White ration card holders who send their children to school will get this benefit.
• The list of the beneficiaries will be displayed at the village secretariat.
• The scheme will be implemented in all Government , Private aided , Private Unaided schools or junior colleges.
School or college dropouts are not eligible for this scheme. Government employees , income tax payers are
also are not eligible for this scheme.
• The promised aid of Rs.15000 will be deposited into the beneficiaries account directly in January every year
until the child completes Class 12 . This will help in a big way in improving the access to education and also
help improve the literacy rate in the state.
• Orphans or street children who study in the school through voluntary organisation will be covered and the
money will be deposited into the Organisations account.
• The scheme was initially announced for the school level but later increased upto the Intermediate level.
• For proper monitoring and implementation of the scheme the Regional joint Directors of the school
Education and the Intermediate Board will submit a report to the district collectors.
The scheme was launched with the objective of increasing the number of school going children in the state, Improving
the quality of Education and Ensure access to education for all irrespective of social backgrounds .

3. What is the “ Rayalaseema Drought Mitigation “ , how will the project benefit the region , Explain ?

Ans) The “ Rayalaseema Drought Mitigation ” aims to divert the Godavari Water to the drought prone regions of
Rayalaseema. The Project being seen as a life line to the water woes of the Rayalaseema region would cost Rs. 60,
0000 and is one of the top priority of the Government of AP.
To raise funds for the project the State government has formed a Special Purpose Vehicle. An Estimated Outlay of
1 lakh crore is required for the execution of the Rayalaseema Drought Mitigation project , Uttarandhra Sujala
Sravanthi project, and the Polavaram Project . Irrigation is also an important component of the recently launched
“ National Infrastructure Pipeline “ by the Union government.

For the Rayalaseema Drought Mitigation Project , the government has proposed to build a reservoir at Bollapalli
and then divert Godavari water from Polavaram to Banakacherla head regulator in Kurnool.

To deal with the water problems of the Rayalaseema Region , apart from the Rayalaseema Drought Mitigation
Project the World bank is funding the “ Rejuvenating Watersheds for Agriculture Resilience Through Innovative
Development “ ( REWARD ) scheme in the Rayalaseema and Prkasam Districts .
The Watershed Programme would involve protection of Water resources in places where there is water scarcity
and utilisation of water resources through proper management techniques. The Watershed programmes and t
Rayalaseema Drought Mitigation Project would benefit the Kurnool , Kadapa, Ananathapur and Chitoor Regions.

How will Rayalaseema Drought mitigation Project help this region-


Rayalaseema region (rain-shadow zone) in Andhra Pradesh state is a hot and dry region experiencing frequent
meteorological droughts. This region has only about 30% of the cropped area irrigated, and rest of it is dependent
on rain-fed cultivation, which is susceptible to the vagaries of monsoon. The region is socio-economically relatively
backward and has poor water security.

Most of the Rayalaseema region falls in the Pennar river basin. Some areas in Kurnool and Chittoor districts also fall
in Krishna and Palar river basins respectively. The region has high inter-annual variability of rainfall in the range of
24% to 35%. Hence even a small variation in rainfall causes meteorological drought-like situations in the region

Tanks are a major source of irrigation In the region , however due to high variability of rainfall , the irrigation
potential by these tanks show variation with variation in rainfall , due to this there has been increase in the use of
wells in this region , but with increasing exploitation of groundwater , the water table has lowered making the area
a water stressed area, thereby worsening the problem.
Therefore variability of rainfall and increase exploitation of groundwater has made the area more drought prone.

Solution-
Keeping in mind the Geology, Rainfall pattern in this region , micro irrigation , water conservation and transfer of
excess water to the water deficient regions with proper management holds the key. Thus the Rayalaseema Drought
irrigation Project that transfers the waters of Godavari is a good solution to fight the drought conditions.

4. (a) APSRTC has been recently merged with the Government of AP , why did the government do so ? Do you think
this will help?

The Andhra Pradesh Government passed the APSRTC( Absorption of Employees into Government Services) Bill ,
thus treating the RTC employees as Government Employees and creating a Public Transport Department. This
follows after the CM has taken the decision to merge the APSRTC with the Government creating a new wing called
the “ Public Transport Department “ Exclusively to take the RTC employees.

Following this the retirement age of the RTC staff has been increased from 58 to 60 on par of the government
employees. With the merger 52000 RTC employees will be absorbed into the State Transport department and will
be treated as employees of the State Transport Department . Instead of the corporation , the State government
will have to bear the salaries of the State Transport Department employees with additional burden of Rs 3600 crore.

The Rs 3,600 crore expenditure would be used to pay, DA, HRA, allowances and incentives, gratuity, provision, leave
encashment provision and more to 52,000 employees APSRTC employees.

A committee headed by C Anjaneya Reddy had submitted its report and recommendations on the RTC merger .
The committee looked into various issues including the merger, feasibility of substituting the modern buses with
electric buses, among others.

The APSRTC, founded in 1958, currently has outstanding liabilities of Rs 6,938 crore and a cumulative debt of Rs
3,450 crore, while the Corporation has been making a monthly loss of Rs 100 crore.
A legislation was brought in 1997 by the TDP government that prohibited absorption of employees working in
PSUs into public service under Act 14 of 1997 . This 1997 made it difficult to bring this law, which is why new
legislation had to be enacted in AP to enable the merger.

The decision was taken as this has been the long demand of the APSRTC employees as the Road Transport
Corporation was running into loses and the employees has to bear the brunt. They were struggling with inadequate
Pay benefits and poor service conditions under the Corporation.
The APSRTC made good profits till 2 decades ago until the Corporation faced the competition of the Private
operators on the same routes , thus running into losses.

The Running of Autos too affected the Corporation, the Corporations fortunes were revived under the Cm Y S
Rajashekar Reddy , the former CM who gave Tax concessions and paid the government dues on time. However the
Corporation slipped into losses once again as its debt servicing became expensive. It was surviving on loans form
various financial institutions.

The Subsidy Burden and other aspects contributed to huge revenue loss to the corporation. The C Anjaneya
Committee called for modernisation of the transport body so that it can run on its own.
The takeover decision is a major relief for the public sector giant and for its employees. The corporation has its
origins during the period of the Nizam .
It was established by the Nizam State Rail and Road Transport Department( NSR-RTD) , a wing in the NIZAM
RAILWAY In the Erstwhile Hyderabad State. During this time it has 166 employees and 27 buses. From the
Departmnet of Nizam State Rail , it became Department of Hyderabad State Government in 1951 , and later the
APSRTC in 1958.

The Decision of the government will help the employees of the Corporation , but this will ensure further wellbeing
only if the management of the Department and its services are done in a efficient way , modernising the fleet and
plying more routes, competing with the private sector in price and quality will ensure that people choose the
services of the state rather than a private entity , this will help generate profits and also clear dues , not keeping a
burden on the already cash starved state.

(b)DISHA Act –
AP became the first state to bring in a law to award capital punishment for certain crimes against a women
and expedite trial in 21 days of committing crime, after the brutal attack on a Vet Doctor in Hyderabad.
The State passed a bill called Andhra Pradesh DISHA Act ( Criminal Law Amendment Act 2019 and AP Special Court
for Specified Offences against women and Children At 2019 .

The legislations seek to improve the justice delivery in case of heinous crimes against women, the law provides for
“ special courts “ in every district for speedy trial of the offences.
It amended the IPC and CrPC for awarding Capital punishement for sexually assaulting a women.
To keep track of the offenders there would be a Women and Childrne offenders Register in electronic form would
be established and this will have complete details of the criminal s involved in specified offences thereby making
tracing of the accused easier for the law enforcement agencies.
The legislation also made changes to the IPC to deal with harassment and abuse of women on the social media
platforms.

The law sets up of exclusive special sessions courts in every district to expedite trial in cases dealing with specified
offences under Sections 326A, 326B, 354, 354A, 354B, 354C, 354D, 354E, 354F, 354G, 376, 376A,376B, 376C, 376D,
376DA, 376 DB, 376E and 509 of the Indian Penal Code and offences prescribed under Protection of Children from
Sexual Offences Act, 2012.

For example Section 354F deals with crimes relating to sexual assault on children, 354G-aggravated sexual assault
on children by those in uniformed service, public servants etc. All these offences are cognizable and non-bailable.
Those convicted under section 354G ( aggravated sexual assault on children) can face up to life imprisonment.

The law makes the whole process much easier and faster , by amending Section 39 of Code of Criminal Procedure
Code (Cr.P.C.) and Section 173, to complete investigation and file a charge sheet within seven working days from
the date of filing the FIR. The Act has also amended section 309 of Cr.P.C to ensure that trial in such cases would
be completed within 14 working days from the date of filing the charge sheet.

Thus the time taken for the investigation process and the other procedures are reduced.

The section 374 of Cr.P.C has also been amended the period for disposal of appeals against sentences passed under
various sections from the existing six months to three months.

Thus the Legislation was called “ Revolutionary “ when it comes to dealing with crimes against women and
children and ensuring that justice is not delayed. The law brings the following changes-
• Exclusive death penalty for Rape .
• The judgement period has been reduced to 21 days , while under the NIRBHAYA Act and the Criminal
Amendment Act 2018 it is 4 months .

• Under the POSCO act the punishment is 3 or 7 years based on the crime , the law in AP has changed this to
life imprisonment for Sexual Offences against children.
• Also the judgement period for Sexual Offences against the children has been reduced to 21 days , where as
presently it is 12 months .
• The law has introduced for a Punishment for offences against women on Social Media , there was no such
provision in the IPC .
• Also the law in AP has made the provision of Special Courts in every district , few state shave special courts
but not in every district , thus AP has set an example.
• The law in AP has reduced the Appeal period in the above cases from present 6 months to 3 months.
• The state government is constituting special police teams in every district to be called District Special Police
Teams , to be headed by the DSP for investigating the offences related to women and Children. There was
no such provision.
• The government of AP will Appoint a Special Public Prosecutor for each special Court. The Govt of AP
brought the law called AP Special Courts for Specified Offences against Women and Children Act 2019 for
adding these provisions and making these changes.
• The Government has launched a National Register For Sexual Offenders , but the Database is not public and
Not digitised. The AP Govt has decided to create , digitise and publish to the public also , a registry of
Women and Child Offenders.

The DISHA Act and the AP Special Courts For Specified Offences against Women and Children , have clearly set an
a example for other states to follow by making strong the criminal justice system and ensuring speedier justice
along with dealing with cases not previously dealt with. Thus Providing overall protection , but the success will
depend on implementation.

(a) Connect to Andhra –
Connect to Andhra (CTA) is a Web Portal that was launched for making donations to the state of Andhra
Pradesh and contribute to its development.
The Portal gives details about the donations received from various sources thus bringing in transparency.
The AP government targets to raise Rs. 1000 crore from various sources in the present year , the money will be
used to implement the NAVRATNALU schemes, under which cashed will be transferred to various schemes
every year. The NAVRATNALU provides access to universal healthcare, Education, social security, Housing ,
Farmer Welfare etc.
The Chief Minister is chairman of the apex advisory board of CTA, which will be implemented on a mission
mode.
About the CTA mission -
The CTA Mission has identified several projects related to improving infrastructure in schools, polytechnics,
Industrial Training Institutes, setting up of primary processing and milk collection centres, improving urban
green spaces and plantation along important roads and rail tracks, restoring open forests, agro-forestry,
upgrading primary and community health centres and affordable housing for the poor.

The government is exploring the option of setting up a 'Section 8 Company', under the Companies Act, 2013,
with the name 'Connect-to-Andhra' for resource mobilisation, according to the Concept Note.
A Section 8 Company is intended for promotion of commerce, art, science, sports, education, research, social
welfare, religion, charity, protection of environment, or any such other objective.

Source of Funds -
The government is now targeting to secure funds from "philanthropic funds" from "high net-worth individuals"
like industrialists, public representatives and film stars and also "social impact investments" from organisations
like Bill and Melinda Gates Foundation, Michael and Susan Dell Foundation and also non-governmental
organisations and CSR Funds for development schemes .
Donations will also be sought from non-resident Telugus (those living abroad) and other individuals for
Connect-to-Andhra.

A new Wing for mobilising funds-


A Social Responsibility Wing, headed by an Indian Revenue Service officer, has been created in the state
Planning Department as the nodal agency to mobilise funds for the government's flagship welfare programmes.

Significance of the CTA - A sum of over Rs 30,000 crore is required annually to implement the numerous welfare
schemes like Rythu Bharosa (support to farmers), Amma Vodi (dole to mothers for sending their kids to school),
Vahana Mitra (annual maintenance grant to auto and cab drivers), social security pensions, annual monetary
grant for junior lawyers, fee reimbursement for students, housing for the poor, etc.
While some of these schemes are jointly funded with Central government programmes to lessen the financial
burden, some are unique that require full funding from the state finances.

(b)Uttarandhra Srujala Sravanthi project-


The ambitious project aims to provide assured irrigation to 1.3 lakh acres in the Visakaptnam District. The
dream project of Andhra Pradesh Dr. Babu Jagjivan Ram Uttarandhra Srujala Sravanthi Project was approved
in 2009 at a cost of Rs. 7214 crore .
The project was to lift 63.2 TMC of surplus waters of the river Godavari to provide irrigation facilities to 8 lakh
acres in three districts of Visakhapatnam, Vizianagaram and Srikakulam, besides supplying drinking water and
industrial water to the area.

The state has 35 small rivulets, 4.9 lakh ponds, 15 lakh borewells, 1.15 lakh lift irrigation schemes, 58,000 check
dams and 6 lakh rain harvesting pits. In spite of having these resources and 95cm of annual rainfall, the state is
still groping for water.

The government has recently decided to mobilise about Rs 60,000 crore through a special purpose vehicle
(SPV) for the execution of three major water projects in 2020. Three projects, which are aimed at mitigating
irrigation and drinking water woes of all the 13 districts, include Polavaram irrigation project, Uttarandhra
Sujala Sravanti and Rayalaseema Drought Mitigation Project by using surplus Godavari water. According to the
proposals prepared by the State Water resources department an estimated outlay of over Rs 1 lakh crore is
required for the execution of the projects, both old and newly proposed.

Every year 3000 cusecs of water flow into the ocean from the Godavari , the government is planning to utilise
this water through the project.

In the Phase 1 of the Project , water will be diverted from the Polavaram to the Pedapudi reservoir . The project
contemplates lifting 230 cumecs of flood water from River Godavari for 90 days near Purushothapatnam (v) of
East Godavari District and convey to Tallapalem (v) near Anakapalli by Gravity Canal of length 23 KM.

The water drawn will be stored in 4 reservoirs , Pedapudi , Bhudevei , Veeranarayanapuram , Tatipudi to be
provided during the crop season.

Development of the Drinking water grid, Uttarandhra Sujala Sravanthi project for improving irrigation, have
been recently identified as key factors inn ensuring g the success of the Uttarandhra Region.

The Project will meet the drinking water needs of household and Industrial uinits and also cater to the
improved utilisation and irrigation capacity of the Visakapatnam, Vizianagaram and the Srikakulam regions.

( c)Insider Trading

Insider trading is usually used in the stock market , where a person trades his stocks with the help of insider
information that he gets from a person who works in the company , and his stocks are at an advantage as he
has access to non public information. Insider Trading is an offence and is regulated by SEBI .

Insider Trading has been in news in AP with respect to the capital City planned at Amravathi, the state
government has decided to order a probe by the CBI or the Lokayuktha.

The present government alleges that the previous government unilaterally decided to make Amaravati capital
of Andhra Pradesh post bifurcation even before the Sivaramakrishnan Committee submitted its report and how

The leaders and their benamis allegedly purchased 2,279.91 acres in Guntur and 1,790 acres in Krishna district,
which fall in Thullur, Amaravati, Tadepalli, Pedakakani and Penamaluru mandals.

Thus the Insider Trading about access to the Capital being located at Amravathi , even before it was made public
and this leading to benefit of those who has access to this information is being probed. As it is an economic
offence it will be investigated by the CBI and Lokayukta because public servants are involved, insider trading
with respect to government projects comes under corruption charges.
