Please be advised that most BLU Product devices are manufactured with internal storage
that is partitioned into two increments. One for media storage, designed for saving
pictures, videos, downloaded content, and music. Second for system storage, designed to
only save system related information like; operating system, application information, phone
information, phone software and much more. 

The reason your device is saying that there is low system storage is because the
amount of internal storage for applications on the device is running low and cannot be
expanded. In order to free up internal storage for applications you may choose
to uninstall applications, move them to the phone storage/SD card, or clear data
associated with the application.
 
In order to do the above, go to Settings > Apps > Downloaded and select each
application one by one to either clear data, uninstall/uninstall updates, or Move to SD
card/Move to phone storage. Please note not all applications are capable of
moving to the SD card or phone storage. If the device shows Move to internal
storage the application is already on the SD card. Also, you will only be able to
move applications to the SD card if your SD card is set to internal storage.
 
Most devices also have a Preferred install location option found under Settings >
Storage or Settings > Apps. We recommend choosing SD card as your primary install
location for applications before installing applications.
 
If after these suggestions your device still shows low storage, we recommend that you
perform a factory data reset on your device. Please follow the steps below. Please
note that this will erase all the data, pictures and videos save in the internal
memory be sure to back these up first.
 

 For devices on Android 6.0-Higher or Studio Energy II: Menu > Settings >
Advance Settings > Backup & Reset > Factory Data Reset
  
 For devices on Android 5.0-5.9 or R1-HD: Menu > Settings > Factory Data
Reset > Factory Data Reset
  
 For devices on Android 4.0-4.9: Menu > Settings > Backup and Reset >
Factory Data Reset
  
 For Dash D120/D130: Settings > Application > Privacy > Factory data reset
  
 For 2.3 (Gingerbread): Settings > Privacy > Factory data reset
  
 For Life Play/Studio 5.5/Life Pure:    Settings > All settings > Reset to factory
setting > Factory data reset
