1.0 PURPOSE

To ensure that a system is in place to collect representative Ground Water samples from
Ground Water Wells to evaluate various physical and chemical properties, in order to
comply with the Royal Commission (RC) and Presidency of Meteorology & Environment
(PME) Regulations.

2.0 SCOPE

This Sub-element is applicable to all Sadaf facilities that use, manufacture, or store
hazardous chemicals.

Note: Facilities owned by Sadaf, but operated by others (e.g. CoGen Plant, Storage
Facilities operated by SABTANK) are not covered by this system.

3.0 GLOSSARY, FORMULAE & DEFINITIONS

3.1 EHSS: Environment, Health, Safety, & Security

3.2 EPO: Environmental Permit to Operate.

3.3 Field Blank: A sample made from clean water in the field into a normal sample
bottle to detect error due to the sampling process in the field.

3.4 Field Duplicate: Two samples taken at the same time from one location.

3.5 Facility: The physical structure or area within which a manufacturing, research
or tank farm is operated. It includes product handling, associated utilities and
support infrastructure located on the premises.

3.6 Groundwater: The layer of seawater which lies approximately 3-5 meters
below grade. This water layer has been shown to possess tidal movements
and is believed to be trapped at this level by layers of “cemented sand”. This
water layer should not be confused with a drinking quality ground water
located at much greater depths.

3.7 Hazardous Chemical: Any chemical classified as such by applicable


national/local legislation or chemical identified by Sadaf as harmful to people,
property and the environment.

3.8 Management: A Supervisor or above level employee.

3.9 Management System: Detailed procedures or policies developed by Sadaf in


order to explain the implementation methodology to meet the requirement of
SABIC SHEM Standard.

3.10 SABIC EHSS: SABIC Environment, Health, Safety, & Security Department.

3.11 Shall: The term “shall” as used in this document is intended to describe
mandatory requirements.

3.12 SHEM: Safety, Health & Environment Management.

3.13 SHEM Element Administrator: An individual responsible to develop and


maintain the management system and to monitor the implementation of the
assigned SHEM Element.

3.14 SHEM Sub-Element Administrator: An individual responsible to develop and


maintain the management system and to monitor the implementation of the
assigned SHEM Sub-Element.

3.15 SHEMS: Safety, Health & Environment Management Standard.

3.16 SHEMS Coordinator: An individual responsible for the coordination of SHEM


Standard development and implementation. He interfaces with Element
Administrators and management.

3.17 SHEMS Sponsor: A member of Senior Management, responsible for ensuring


the development and implementation of SHEM Standard.

3.18 Should: The term “should” is intended to designate optional or practices which
SABIC does not consider mandatory, but does recommend that Sadaf
consciously evaluate any deviation from these recommended practices.

4.0 EXPECTED RESULTS:

4.1 A system is in place to monitor groundwater bore wells for pollutants which
may contaminate groundwater, evaluate pollution steps, and proactively
control any contamination.

4.2 Annual groundwater sampling and analysis for Sadaf facilities is conducted.

4.3 Groundwater monitoring report is annually submitted to the regulatory


authorities.

4.4 Reduction in the likelihood of environmental violation.

5.0 PROCEDURES

5.1 Sadaf shall develop and implement a management system that accomplishes
the requirements of this Sub-element in accordance with SHEM-00.03:
Management System Development & Improvement. Any change to the
management system shall also follow SHEM-00.03.

SHEM Coordinator shall be consulted for any clarification to this sub-element in


accordance with SHEM-00.05: SHEMS Clarifications, Variance & Exemption.

The management system shall comply with the applicable requirements of


Royal Commission Environmental Regulations (RCER-2010, ISO-14001:2004
Standard, SABIC Environmental Standards, and SHEM-02.00; SABIC
Assurance Program for EHSS Risks (SAFER)

5.2 Sadaf Environment Engineer is the sub-element administrator for this sub-
element and he is responsible to ensure compliance of this System in

accordance with SHEMS-00.01: Management Commitment, Accountability, and


Responsibilities.

5.3 Roles and responsibilities (R&R) that are responsible for Groundwater Sampling,
Reporting, and advising the facilities operations, are detailed in Section 6.0 of
this document.

R&R shall be clearly identified, documented, and communicated through training


awareness.

Operating procedures and work instructions for all Sadaf facilities shall be
developed to ensure compliance with this management system.

5.4 The Element Administrator shall conduct a monthly meeting with a minimum of
10 meetings per year with the Sub-Element Administrator to review the
following:

5.4.1 Consistency of the element and its sub-element using the check list
provided in SHEM-00.03.

5.4.2 Availability of human and other resources, concerns and training needs.

5.4.3 Status of self-audits, internal audits, external audits and its findings.

5.5 To ensure consistency in the development of the Management System and its
requirements, it shall be developed in accordance with SHEM-00.03. Document
number and document control requirement shall be in accordance with Sadaf
Quality procedure TQ0400: Document Data Control

5.6 Any variances or exemptions required in this sub-element, shall be followed in


accordance with SHEM-00.05 requirements.

5.7 Sadaf management shall ensure adherence to the management system through
training, audits, plant surveillance, environmental sampling and reviewing the
results of self / internal, and external audits.

5.8 Procedure

5.8.1 Background

To help conserve the quality of the underground environment, Sadaf has


installed a set of Groundwater Monitoring Wells and conducted routine
monitoring. The analytical data collected serves as both a defense in the
event of a pollution problem and provides early warning in the event of
operational upset situation, such as sewer fracture or failure of an oily
water (wastewater) pond liner.

Around one hundred thirty (130) permanent Groundwater Monitoring


Wells have been provided on the main site monitoring. Wells which are
drilled for other purposes like the wells drilled for monitoring a specific
problem are included as part of this program. Siting and location are
related directly to areas of potential contamination such as tank farms,
underground sewers and processing areas. Each Groundwater
Monitoring Well is a permanent installation, constructed from galvanized

steel and is provided with a protective crib, guard posts. Specific


locations for Groundwater Monitoring Wells on the main site are
identified in Sadaf drawings # 01-00-A-0004 and 00-A-0016.

Ground water samples were collected in January 1985 from some


Groundwater Monitoring Wells corresponding to the commencement of
hydrocarbon processing on the complex. These samples were
comprehensively analyzed and the data recorded and filled by
EHSS/Environmental.

5.8.2 Sadaf facilities shall not discharge to the receiving waters (eg., Arabian
Gulf), Harbor receiving waters, Cooling water Canal surface water
drainage channels, any natural water- body or on open ground any
extracted ground water which contains contaminants in concentrations
exceeding the limits in accordance with the RC and PME standards,
without prior authorization. Refer to Attachment 1: Water Quality
Standards for Direct discharge for Jubail and Yanbu Facilities.

No process wastewater, other than wastewater streams specified in the


production units’ EPOs, shall be discharged with Sadaf Wastewater
System without prior approval from EHSS/Environmental.

All process wastewater shall be discharged through Sadaf wastewater


(oily water) lines after complying with the RC discharge standard.

5.8.3 A minimum of three permanent groundwater monitoring wells shall be


installed, for the facility handling hazardous materials in quantities
exceeding 5000 kg at any one time, prior to its operation. These wells
shall be installed so that representative samples of the groundwater,
that may be impacted by the proposed facility operations, can be
obtained.

Locations of Groundwater wells for all production units are identified in


Sadaf drawings @ 01-00-A-0004 and 00-A-0016,

5.8.4 Monitoring Requirements

5.8.4.1 Ground water samples shall be collected and analyzed annually


by a third party contractor as per the operating facilities EPOs.
Results shall be reported to the RC, PME (for Salt Plant
Monitoring Wells), and SABIC EHSS.
5.8.4.2 Analytical requirements are tabulated in Attachment-2, which
lists the chemical parameters to be analyzed as per production
units EPOs.
5.8.4.3 Guidelines described in Attachment-3: Guidelines for Monitoring
of Groundwater shall be followed to ensure collecting
representative Groundwater Samples, to comply with the
regulatory requirements.

5.8.5.1 All the monitoring samples shall be properly preserved by the


third party contractor following the requirements mentioned in
attachment-3; Guidelines for Monitoring of Groundwater.
5.7.5.2 Type of containers, preservatives and the storage period for the
samples is provided in Attachment-4: Sample Containers and
Preservation for Constituents in Groundwater.
5.7.5.3 The liquid level should be marked on the sample container to
ensure no spillage of samples during transport.
5.7.5.4 A chain of custody record shall be developed for each sample.
Attachment-5: Field Record for Groundwater Sampling can be
used for this purpose. All sample containers shall be secured,
and labeled to be easily identified. The label shall contain at least
the following information:
1. Name and Location of the Company
2. Sample Description (Well location)
3. Date and Time of Sampling
4. Sample Number
5. Name of Sampling Personnel
6. Preservative Type, if any
7. Analytical Requirements
8. Special Instructions, if any, etc.
5.7.5.5 The samples shall be transported to the assigned contractor
Laboratory in an icebox for analysis, along with the custody
record.
5.7.5.6 All Field Sampling Information shall be recorded in the Field
Record Form. Refer to attachment 4: Field Record for
Groundwater Sampling.
5.7.6 At least one (1) field duplicate and one (1) blank shall be prepared and
analyzed for every 15 to 20 samples.
5.7.7 Samples analysis shall be performed using internationally accepted
analytical methods such as USEPA, and ASTM.
5.7.8 Reporting Requirements:
The following information are required in the annual monitoring report
issued to the RC, PME, and SABIC EHSS by EHSS/Environmental.
a) The name of the facility;
b) The date and time of sample collection;
c) Identification of the monitoring wells sampled;
d) Analytical results for each sample, including units;
e) Justification for the non-compliant samples, if applicable;

f) The physical characteristics and location of the monitoring


wells shall also be appended to the report.

5.7.9 Records Requirements:


Reports of the annual groundwater monitoring shall be maintained by
EHSS/Environmental for at least three (3) years.

6.0 ACCOUNTABLE POSITION:

6.1 Element Administrator

6.1.1 Ensure that legal and other requirements pertaining to Groundwater


Sampling are clearly addressed with the responsibilities. If non-
applicable items are identified, they need to be clarified as per SHEM-
00.05.

6.1.2 Ensure that subject SHEM procedure(s) is sent to the site and the
comments / recommendations pointed out are resolved / incorporated.

6.1.3 Ensure that Groundwater Sampling is circulated to all affected


departments and their comments are obtained.

6.1.4 Ensure that training is conducted to the concerns as defined in this


management system.

6.1.5 Ensure that a master copy is sent to SADAF SHEM Coordinator and
controlled soft copies are available in the website, as per SHEM-00.03

6.1.6 Report the Update/Progress of the management system to SADAF


SHEM Committee.

6.1.7 Ensure that self-audits, and internal audits are conducted as per
SHEM-00.06 to ensure effective implementation of this management
system.

6.2 Sub-Element Administrator

6.2.1 Ensure that this management system is developed to meet the


Regulatory Requirements and SABIC SHEM-13.05 Standard.

6.2.2 Conduct self-audits and update the Element Administrator of the


findings / status.

6.2.3 Ensure internal audit is conducted, and update the Element


Administrator of the findings / status.

6.3 SHEM Coordinator

6.3.1 Maintain the controlled copies and update accordingly when the
changes are made in this element and its sub-elements.

6.3.2 Ensure that exemptions, verifications, if any, are fulfilled as per the
SHEM-00.05 requirements.

6.3.3 Update the Groundwater Sampling management system and its


requirements to the SHEM Sponsor. Ensure that the
changes/comments incorporated in this management system and its
relative links are updated.

6.4 Production Senior Managers

6.4.1 Responsible and accountable for the compliance of the requirements of


this Management System. He shall ensure that no direct discharge of
wastewater to seawater canal, open ground, or sewer systems.
6.4.2 Provide necessary cooperation/coordination during groundwater
sampling activities.

6.4.3 Take corrective action(s) in case of any abnormalities related to


groundwater contamination.

6.4.4 Communicate any changes/modifications which may give rise to any


contamination in Groundwater.

6.5 Plant Maintenance Senior Manager

6.5.1 Ensure all plant maintenance activities are in compliance with this
Management System, where no contaminated water is directly
discharged to seawater canal, or open ground.

6.5.2 Consult with HSE Manager for any new plant activity that could impact
groundwater quality.

6.6 EHSS Senior Manager

6.6.1 Responsible for overall implementation of this management system.


Maintain safe work place and prevent incidents in Sadaf facilities that
could lead to exceedance of any pollutants in Sadaf.

6.6.2 Provide all resources for implementing the management system and
its requirements.

6.6.3 Ensue all regulatory reports are sent to the RC, as per this
Management system.

6.7 Project Department Senior Manager

6.7.1 Responsible for the coordination with EHSS Department in all projects,
or modifications, and ensuring that the requirements of this
Management system are followed.

6.7.2 Ensure that requirements of this management system are adhered to


in all new / modified projects and turn around activities, in
consultations with HSE Manager.

6.7.3 Consult and coordinate with HSE Section / Environmental Engineer for
Risk Assessment in case of any new projects / modifications.

6.8 HSE Manager

6.8.1 Provide guidelines, resources, and management of this sub-element


and related procedural requirements.

6.8.2 Coordinate with Department Managers for communicating and


implementing the sub-element requirements.

6.8.3 Update the status of this sub-element to EHSS Manager, and SHEMS
Sponsor, as needed.

6.9 Environmental Engineer

6.9.1 Ensure compliance to the regulatory requirements such as annual


groundwater sampling and monitoring.

6.9.2 Advice Operations/maintenance staff, and SEI Manager/Specialist, in


case of identified adverse conditions in groundwater quality in Sadaf
facilities.

6.9.3 Ensure Sadaf facilities are adhering to the requirements of this


management system.

6.9.4 Follow up on actions items, audits, and inspections in case of any


discrepancies or additional facilities required with concern production/
department manager.

6.9.5 Work as a Liaison with Royal Commission Environmental Control,


SABIC EHSS and other agencies, as appropriate.

6.9.6 Report any non-compliance event in accordance to SHE management


systems of this sub-element to HSE Manager. Advise where
appropriate in the event of abnormalities and its prevention.

6.9.7 Coordinate and conduct the annual source monitoring for all regulated
sources and sub-contract this work to a specialized testing firm.
Communicate to HSE Manager in case of any additional resources are
needed or in case of non-compliance events.

6.9.8 Coordinate with a third party for groundwater sampling, and


monitoring.

6.9.9 Communicate with HSE Manager in case of any needed resources.

6.9.10 Ensure environmental groundwater samples are collected, preserved,


and analyzed as per the requirements of this management system.

6.9.11 Submit annual Groundwater monitoring reports to the RC, and SABIC
EHSS, as per the regulations.

6.10 Shift Supervisors

6.10.1 Conduct visual periodic verifications and ensure adherence to this


management system in work areas during normal operations,
shutdown or any additional activities.

6.10.2 Ensure that his employees and contractors are fully aware of the
requirements of this management system.

6.10.3 Train the Operators / Contractor Employees working in his plant.

6.11 Employee

6.11.1 Concerned operations / maintenance employees shall cooperate with


his area supervisor and follow work instructions provided by their
supervisors.

6.11.2 He shall communicate to area supervisor in case of any discomfort or


any concerns related to Groundwater Sampling.

6.11.3 He shall understand the requirements of this management system and


take appropriate action in case of any abnormalities.

6.12 Training and Competency

6.12.1 The trainer (Sub-Element Administrator, Environment Engineer, HSE


Specialist) shall be initially trained in this management system and its
regulatory requirements pertaining to air pollution. This training and
competency requirements have been developed as per SHEM-04, and
it is available in Sadaf Portal (SHE Competency).

6.12.2 The trainer shall conduct the required training to all direct hire and
contractor employees on air pollution and its impact on personnel and
environment.

6.12.3 New employees shall undergo training and awareness as per the
SHEM-04 Competency Model.

6.13 All training records shall be maintained by the owner department for at least
3 years.

7.0 VERIFICATION & MEASUREMENT:

7.1 Annual Self / Internal and External SABIC SHEM Audits, and ISO 14001
Assessment are conducted in accordance with SHEM-00.06: Compliance Audit
& Evaluation, to ensure the following:

7.1.1 Monitor performance against expected results and identify deviation.

7.1.2 Follow-up with verification process to ensure findings are accepted,


appropriate recommendations develop, responsibility and target date
are assigned.

7.2 Action plan shall be developed and kept up-to-date by including all actions
needed to resolve findings identified during the audits. It shall include the
responsible department, risk rating and target date.

7.3 The result of the following KPIs shall be annually tracked and evaluated;
7.3.1 Percentage results of the annual SHEM Compliance Audit.
7.3.2 Conduct a monthly meeting with a minimum of 10 meetings per year
with the Element Administrator.
7.3.3 Percentage of recommendations to be completed as per original target
dates.
7.3.4 Submit all regulatory reports as per the regulations.
7.3.5 Zero Royal Commission violation.

GUIDELINES FOR MONITORING OF GROUNDWATER

1.0 APPLICABILITY

This procedure applies to the collection of representative Ground Water samples from
the Ground Water Wells to meet the requirements of SHEM-13.05: Ground Water
Sampling.

2.0 PROCEDURE

To accomplish a successful sampling program it is expected to maintain accurate and


complete records of sample collection and analyses. Also the sampling is performed by
following a uniform procedure. The following preliminary measurements /preparations
should be made for each well prior to conducting the actual sampling:

2.1 Sampling Plans

2.1.1 A sampling plan is a scheme or design to locate appropriate sampling


wells so as to facilitate collection of suitable representative samples of
the ground water. Development of sampling plans requires the
following documentation / data / information:

2.1.1.1 Background information about the site.

2.1.1.2 Ground water well location and parameters to be monitored.

2.1.1.3 Types of samples needed

2.1.2 Collection of composite samples shall be considered in determining an


average characteristic of the wastewater.

2.2 Water Level in the Well

Measure the total depth of the groundwater well from the bottom of the well
up to top edge of the well casing (a), Water level from the surface of water in
the well to the top edge of the well casing (b), and the internal diameter of
the well casing (d). All the units of measurements are taken in centimeters
(cm)

Total depth of the well = a cms

Level from surface of water to top edge of well = b cms

Water level in the well = a – b cms

Diameter of well casing = d cms

Volume of the stagnated water in the well = /4*d2*(a-b) cu. cm


= /4*d2*(a-b)/1000 liters

2.3 Purging of the Well

Purging of the stagnant water from a well is the first step prior to collecting
the groundwater sample. The recommended rule of thumb for purging the
groundwater well is to remove two to three volumes of well water. Purging is
done to remove stagnant water and to allow the well fill with fresh water.

The purging is done based on the data collected in above section for each well
to be sampled. After purging leave the well for recovery.

As a good practice, purge all the wells scheduled to be sampled during the
day, in sequence and leave them for recovery with fresh water. Start
collecting the groundwater samples from the first well purged after
completion of the purging of the last well.

2.4 Sampling Devices and Preparation

A wide variety of sampling devices are available in the market for the
sampling of groundwater. Following are few of the types of devices for
collecting the samples from groundwater wells:

 Point-source bailer
 Open bailer
 Master Flex Pump
The Point-source bailer has comparatively large capacity and it is used
wherever feasible mainly for purging purposes. Point-source bailer and
Portable Battery operated Pumps are used for collecting the groundwater
samples. The use of Open bailer is restricted only for purging, as these
devices are not recommended for collecting samples to be analyzed for TOC
and individual organic components.

Portable Battery operated Pumps are available that operates on 12 V DC


power supplies. It can also be operated through a car battery.

During sampling, special emphasis is given to minimize the disturbance of fine


particulates that accumulate in the well. This is achieved by careful placement
of the sampling pump intake and collecting samples with low sampling rates.
Also the bailer is used carefully to minimize the turbulence in the well.

Aeration of groundwater samples should be minimized specially for those


samples that are collected for analyzing organic components and ammonia.
This is achieved by low sampling flow rates. Also, the samples for TOC and
Organic component analysis are collected in a manner to ensure that no
headspace exists in the sample containers and the containers are capped
immediately to minimize the aeration of the samples.

The sample containers are preserved and stored as soon as possible in


accordance with the recommended procedures listed in Attachment 2:
Sample Containers and Preservation for Constituents in Groundwater, to
minimize changes in the chemical composition prior to laboratory analysis.

Also, the sampling system is rinsed prior to collecting a sample to minimize


the potential for cross contamination. The samples are collected in various
containers for different analysis. All the sample containers are labeled prior
to sampling. Sample from each well is collected in various containers as
listed in Attachment 2: Sample Containers and Preservation for Constituents
in Groundwater.

2.5 Actual Monitoring Of Wells

2.5.1 Open well and obtain water level.


2.5.2 Use disposal surgical gloves throughout sampling procedure and new
gloves for each sampling point.
2.5.3 Use a clean, decontaminated stainless steel or Teflon bailer and a
spool of polypropylene rope or equivalent.
2.5.4 Tie a bowline knot through the bailer loop.
2.5.5 Purge well by bailing and place water in graduated 5-gallon bucket to
compute total discharge volume.
2.5.6 Record all measurements on the Field Sampling. (Refer Attachment 4:
Field Record for Ground Water Sampling.)
2.5.7 Measure pH and specific conductance.
2.5.8 Sample well using appropriate sample container and preservatives.
2.5.9 Rinse sample containers, without preservatives, with sample water
before final collection.
2.5.10 For volatile analyses add preservative to sample vial if required. After
capping, invert vial, gently tap and look for air bubbles. If bubbles are
present, un-cap vial, add more water and repeat procedure.
2.5.11 Label each sample container with project number, sample location,
well owner, date, time, sampler’s initials, preservative, and analysis
required.
2.5.12 Record all information on Field Sampling Form.
2.6 Equipment Used During Sampling

2.6.1 Five gallon bucket graduated in gallons.


2.6.2 Bailer (s).
2.6.3 Bailer rope or Teflon reel.
2.6.4 Field sampling forms.
2.6.5 Indelible marker.
2.6.6 Field analyzer for pH, temperature, salinity, TDS etc.
2.6.7 Sample bottles.
2.6.8 Preservatives (HNO3).
2.6.9 Water level meter.
2.6.10 Icebox with ice.
2.6.11 Sampling Form.
