CHAPTER II

TECHNICAL STUDY

This chapter discusses the technical data, information and details, nature of

services of the project, various constraints that might affect the proposed project such as

environmental, safety, project, social and cost constraints.

A. Technical data, Information and Details

Various data of the project location are essential to provide knowledge that can be

used for the economical design of the proposed project and give information about the

conditions that might be encountered in the field. (Land title source of information)

The data about the lot bearing of the project is provided in Table 1.

The allotted lot covers 43,696 square meters. According to the Comprehensive

Land Use Plan (CLUP) of Biñan City, the project location has an 18-30% slope which is

shown in Figure 3.

The site is located in barangay San Francisco. Having a high percentage of slope,

this barangay has a possibility to have a landslide. In table 2, factors that can be

considered are shown.

According to this, the project location is included in "Moderate" category. Due to

the sloping of the project location which is under the category of strongly sloping to

moderately steep, the flood susceptibility is moderate. According to CLUP, areas will

likely to experience flood heights of 0.5 to 1.5 meters and/or flood duration of 1 to 3

days. These areas are subject to widespread inundation during prolonged and extensive

heavy rainfall or extreme weather condition. Fluvial terraces, alluvial fans, and in filled

valleys are areas moderately subjected to flooding. The results of the flood hazard

assessment by barangay are shown in Table 3. Barangay Francisco experienced drainage

problem during heavy rains which results to flashfloods. The proponents will assure to

design the drainage system of the location to lessen the flood susceptibility.

According to CLUP, Barangay San Francisco has a type of soil of Carmona

sandy clay loam which is the ideal soil type because it is great for supporting foundations,

as long as no mixed soils onto the surface. It is a good soil because of its evenly balanced

properties, especially how it maintains water at a balanced rate.

B. Nature of Services

An arts and crafts village is a place where the products with artistic and/or

souvenir value are sold, along with sort of different products which originate from local

cultural groups. It could be an open-air facility or inside a building. It is intended to be a

“must visit” tourist destination. In this village, visitors will learn about the Biñan

handicraft through craft demonstrations and hands-on interactive sessions. Visitors will

experience the interactive handicraft making as well as observing the techniques in which

they make such fine masterpieces. It also accommodates many trading units.

A convention center is a large structure usually offers sufficient floor area to

accommodate thousand of attendees. It is intended to hold conventions, meetings,

seminars and special events where the potential users gather to share and promote

common interests. The proposed convention center contains performance hall, movie

house, function hall, convention hall, and exhibit hall that will be available for public use.

C. Potential Users

The merchants of Biñan City, foreign and local tourists will be the main

beneficiaries of the proposed arts and crafts village because of various stalls that would

sell different local products of the said city. For government sector, they will use the

convention hall for meetings and seminars. The performance hall is for the students who

have role or stage plays as their activity in their school, and the function hall for various

social events of the city. Having this proposed project implemented, Biñan City will be

able to promote its local culture, products and its tourism.

D. Environmental Constraints

There are various environment issues that affect the construction of the proposed

project which is considered as the Environmental constraints. This means that in order to

be considered as "environmental friendly", during the construction, they have to do all the

things necessary to prevent any issues that can occur during the construction.

The residents nearby the proposed project will be affected by the loud noise and

severe amount of dusts that the construction will produce. The location of the proposed

project is within reach of the Soro Soro River that can cause flood during monsoon

season. To prevent these, water should be sprayed or applied at least thrice a day in the

site depending on the atmospheric conditions. Constructing temporary fences around the

site will also help to lessen the dust. To lessen the flood, the construction debris should be

put away where it won't be washed away when raining.

Furthermore, There will be a heavy traffic at the national highway when the

proposed project becomes open to the public, especially when there is an event.

The site also has trees that should be cut when the proposed project is

implemented. According to the Department of Environment and Natural Resources

Memorandum Order No. 2012-2 Item No. 2-2.2, every tree that will be cut should be

replaced by a hundred of the same species.

E. Safety Constraints

Health and safety in construction are particularly important because the industry

is prone to hazardous situations and can be dangerous at times. The assurance of health

and safety of workers in all aspects should have been considered before entering the

construction site. As an industry it accounts for a high percentage of fatal and major

injuries, from things such as falling from height and equipment-related accidents. Lack of

proper training before starting the project can cause many accidents in construction site.

The use of Personal Protective Equipment (PPE), such as hard hat, fall arrest harnesses,

high visibility vest and safety glasses, shoes and gloves, is required to every workers

because it will prevent them from any accidents that might occur during the construction.

Using proper safety tools is also a big help to avoid unnecessary accidents.

Safety hazard warning signs must be seen around the site which will provide

instructions on how to behave in areas to keep out of and other instructions and

regardless of the size, shape or color, all signs are important and need to be adhered to.

Warning signs not only warn workers of potential hazards but also warn all inspectors to

the site who may not be as aware of the hazards as the workers are. (Cutforth, 2012)

During the construction, the site should have barriers and also be limited to

authorized personnel only to protect and secure the safety of incautious pedestrians

wandering near the site.

F. Project Constraints

I. Environmental constraints

The location of the project has a slope ranging to 18-30% which is strongly

sloping to moderately steep as shown in Figure 2. During monsoon season, the flood

susceptibility rating is moderate. The proponents will design and construct drainage

system to prevent flood in the site.

II. Social Constraints

The location of the project needs electrical lines which will give power supply.

The power supply is reliable and more than adequate 24/7 distributed by Meralco under

the Makiling-Banahao grid lines.

The water concessionaire, Laguna Water, will provide the piped water distribution

system for the proposed project extracting groundwater in Cabuyao and Laguna Lake. It

is a good artesian water supply and services of Laguna Water.

III. Cost Constraints

The City of Biñan, according to the Comprehensive Land Use Plan (CLUP),

allotted an approximately 60M for the proposed Arts and Crafts Village and a 4.6M only

for the Master plan of the proposed Convention Center. With these given budget, the

proponents will assure that the total cost will meet the expected amount given that the

City Hall of Biñan still has an open budget for the proposed Convention Center.
