1.04 SUBMITTALS AND RECORDS BE RETURNED

A. Submittal:
1. Manufacturer’s Data: Submit before he start of nay surface preparation, painting
or coating work detailed technical data sheets for the paints and coatings to be
used in the Works identified by the manufacturer’s brand name and product num-
ber.
2. Outline procedures required for maintenance painting or re-coating that would be
expected to be required at the first major or general maintenance of the various
systems specified.

B. Records to be Retained:
1. Methods Statements.
2. Painting Diagrams:
a. Suitable outlines drawings of each component to which shop coatings are to
be applied. These shall state the location of the component in the Works and
itemize the various types and sequence of paint and coatings to be applied.
Any requirements for masking areas, such as at welded or bolted joints, shall
be detailed appropriately to the requirements of this and other related sections
of this specification.
b. Suitable outlines drawings and/or procedure sheets for the application of site
coatings. These shall state the location of the components in the Works and
itemize the various types and sequences of surface preparation and applica-
tion of paints and coatings.
3. Sample Panels:
a. For each of the systems specified in Article 2.02, three sample panels for each
finished color and texture are required. Each sample panel shall be indelibly
marked on the reverse side with the manufacturer’s name, product brand
name, product number, venue and date of preparation of the sample and me-
thods of surface preparation and application, and dry film thickness.
b. Sample panels referred to in item (a.) above shall be provided as follows:
1) Each sample panel of paint and coating scheduled for application to me-
tallic surfaces shall be 300 mm by 300 mm and 6 mm thick and of the
metal type to which the application is to be made in the Works.
2) Each sample panel or paints and coating scheduled for application to con-
crete masonry units, concrete, cement plaster and the like shall be 400
mm by 400 mm and 50 mm thick and of the same types of material and
finish as to be used in the Works. Concrete masonry units shall include
one tooled masonry joint.
3) Each sample panel shall be suitable subdivided so as show the substrate
and each individual coat of the system.
4. Results of coating system testing specified in Article 2.02 of this specification.
5. Sample steel panels, approximately 150 x 150 x 6 mm representing the specified
surface preparation standards and anchor profile. Power and hand tool cleaned pa-
nels shall also be prepared representing each specified degree of cleanliness and
surface texture.
a. Each blast cleaned panel shall be clearly labeled giving the surface prepara-
tion standard, anchor profile, and the type, grade and manufacturer of the ab-
rasive used. Panels shall be enclosed in re-sealable, moisture-proof, transpar-
ent plastic.

b. Each power and hand tool cleaned panel shall be clearly labeled giving the
surface preparation standard and the type of tool used including manufacturer
and grit size of the abrasive pad.
6. Systematic records verifying compliance with the reference standards specified
herein in respect of materials and all stages and aspects of the application.
7. Colors.
a. The finished color and surface finish of each system shall match those speci-
fied in the Color and Material Schedule in the Works Specifications, and shall
be demonstrated by the preparation of the samples panels described in Article
1.04.B.3 prior to application in the Works.
b. In all systems, except those required to be clear, each coat shall be of a differ-
ent color to enable individual coat to be distinguished.

8. Certificate and Test Reports.


a. Certificates as specified in the standards and herein in respect of the specified
materials.
b. Certificates for all paint and coating material shall be obtained from the man-
ufacturer
c. Materials test reports, received within five days after their completion, but not
later than the day before application of the batch of material to which the re-
ports refer.
d. Reports on tests specified in respect of surface preparation, application and
completed system.
9. Certification of Life of First maintenance
a. Certificates, prior to the commencement of application, from the manufac-
turer and applicator that the materials supplied and applied as specified and as
additionally recommended by the manufacturer will achieve the Life to First
Maintenance required by this Section.
10. Paint Applicator
a. Evidence that the applicator has at least three years experience in application
of paint or coatings of the type and in similar circumstances as required in the
Works.

1.05 QUALITY ASSURANCE

A. Maintain one copy of each reference standard document on site.

B. Labeling of containers shall include the following minimum information:


1. Manufacturer’ s Name
2. Product Name and Number.
3. Color
4. Batch Number
5. Expiration Date.

1.06 DELIVERY, STAORAGE, AND HANDLING.

A. Deliver products to the Site in their original unopened containers clearly labeled as
specified in Article 1.05.

B. On delivery unloads directly into secure covered stores. The stores shall be insulated,
ventilated and air-conditioned as necessary to maintain the temperature within the
stores between 5 ˚C and 40 ˚C. Containers shall be stored clear of the ground on suit-
able platforms or shelving, protected from direct sunlight and exposure to the ele-
ments. The containers and products shall be kept dry at all times. The storage condi-
tions shall be strictly in accordance with the manufacturer’s data sheets and any addi-
tional recommendations of the product manufacturer shall be implemented.

C. Handle products in a manner that will prevent breakage of containers and damage to
products.

D. Product which has not been used within the shelf life recommended by the manufac-
turer or within 18 months of the date of manufacture, which ever is the lesser, shall be
removed from the Site and not used in the Works.

E. Chemically or moisture cured paints and coatings shall not be used after the expiry of
the pot life specified by the manufacturer. They shall be removed from the Site on ex-
piry of the pot life. All other paints and coatings in open containers shall be returned to
store and kept in sealed, clearly labeled containers.

1.07 WEATHER CONDITIONS

A. Weather:
1. Paint and coating shall not be applied under the following conditions:
a. To unprotect surfaces during rain fog or mist.
b. To surface on which moisture is present or in a dust laden atmosphere.
c. When the ambient temperature or the relative humidity are outside the manu-
facturer’s recommendations.
d. When the surface onto which the paint or coating is to be applied is less than
5 ˚C above the dew point.
e. When the relative humidity at the place of application exceeds 85% or such
lower value recommended by the manufacturer
f. When the amount of moisture likely to be deposited on the surface by con-
densation or rain during or after application may have a harmful effect on the
paint or coating.
g. When air borne dust may have an adverse effect on the paint or coating.
h. When the ambient temperature is below or is expected to fall below 10 ˚C for
exterior application or 15˚C for internal application, unless a lower minimum
temperature is recommended by the manufacturer
i. When, for unprotected external spray application, the wind velocity exceeds
24 kph
j. When the temperature of the surface to which the paint or coating is to be ap-
plied detrimental effects such as blistering, porosity and segregation
k. When the paint or coating awaiting application attains a temperature out side
the manufacturer’s recommended range of temperature, in which case it shall
be removed from the Site and not used in the Works.

PART 2 PRODUCTS

2.01 MATERIALS

A. To the maximum extent practicable, utilize the materials of one manufacturer through-
out the Contract.

B. All paints and coatings forming one protective system or overlapping systems to any
one structure, building or piece of equipment shall be obtained from one manufacturer.

C. All paints shall be a quality complying with the requirements of the reputable interna-
tional standard and as specified herein.

D. Select paints and coatings that are suitable for the conditions in the fabrication and as-
sembly shops, places of manufacture and on Site. Also ensure that satisfactory applica-
tion can be achieved on all relevant parts of the Works so as to comply with the speci-
fied requirements for each paint system.

E. Paints and coatings for application to steel, ferrous and non-ferrous metallic substrates
shall comply with the following minimum standards:
1. Epoxy blast primer.
2. Epoxy glass flake intermediate coat.
3. Acrylic urethane finish coat

4. Epoxy zinc rich primer


5. Epoxy intermediate coat.
6. High build acrylic polyurethane finish coat. (semi-gloss sheen)
7. High build epoxy polyamide primer.
8. Acrylic polyurethane enamel finish coat (gloss sheen).
9. Vinyl butyral wash.

F. Paints and coatings for application to concrete, masonry cements plaster and similar
non-metallic surfaces.
1. Heavy-duty acrylic resin block filler.
2. Epoxy filler/sealer.
3. Vinyl acrylic latex.
4. Water based catalyzed epoxy (satin sheen).
5. Polyamide catalyzed epoxy (semi-gloss sheen).
6. Dustproof and sealing compound.
7. Acrylate Copolymer, Emulsion enamel.
8. Latex sealer.
9. Latex resin.

G. No alternative or substitute material will be accepted unless it is demonstrated by certi-


fied test laboratory reports or performance data published by a reputable independent
establishment to be equal or superior to the listed materials.

2.02 PAINT SYSTEM SPECIFICATION

A. Paint and coating system to be applied in the Works shall have a minimum “life to first
maintenance” as defined below. In the selection of paint and coating materials and sur-
face preparations give due regard to the exposure and climatic conditions of the vari-
ous part of the Works which are to be so treated. “Life to first maintenance” is the
time, which can elapse before major or general maintenance to the paint or coating
system becomes necessary.

B. Application to steel work and ferrous components.


1. Paint System No. 1 (Life to first maintenance 15 years): - Exterior exposed.
a. Type of Coating: Epoxy zinc rich primer, 85% zinc in dry film coat; epoxy
intermediate coat; high build acrylic polyurethane finish coat. Semi-gloss
sheen.
b. Dry Film Thickness:
1) Prime Coat: 60-80 microns.
2) Intermediate Coat: 100-150 microns.
3) Finish Coat: 75-125 microns.
c. Surface Preparation: Near-White Metal Blast Cleaning SSPC-SP-10.
d. Epoxy Zinc Rich Primer shall meet or exceed the following requirements.
1) Adhesion – Test coating applied to blast cleaned steel panels and cured 7
days at 25 ˚C and 50% R.H. Test coat with Elcometer Adhesion Tester,
Test results; not less than 5,516 kPa pull, average of three trials.
2) Salt spray (Fog) – Test method ASTM B117; Test results: No blistering,
cracking, softening or delamination of film. No more than 0.8 mm rust
creegape at scribe and no more than 5% rusting at edges after 1,000
hours exposure.

e. Epoxy Intermediate Coat System (Primer W/Epoxy) shall meet or exceed the
following requirements.
1) Salt Spray (Fog) – Test Method ASTM B117; Test Results: No blister-
ing, cracking or delaminating of film. No more than 1.6 mm rust creep-
age at scribe and no more than 2% rusting at edges after 3,000 hours ex-
posure.
2. Paint System No. 1A:- Exterior exposed – Structural steel shop priming
a. Apply shop prime as specified in Paint Specification System No. 1.
b. The blast primer shall be protected from moisture and atmospheric contami-
nation until the next coat of paint has been completed. Shop applied blast
primer shall be overcoated within eight weeks or such shorter period recom-
mended by paint manufacturer. Surface affected by detrimental contamina-
tion or corrosion shall be restored before overcoating.
c. In organizing the sequence of work due consideration shall be given to main-
taining the integrity of the shop applied blast primer until such time as it is
overcoated.
d. The system when completed at Site shall comply with the specified require-
ments of Paint System No. 1.
3. Paint System No. 2:- Exterior exposed (Life to first maintenance 25 years)
a. Type of coating: Epoxy blast primer, epoxy glass flake intermediate coats,
and acrylic urethane finish coat. Semi-gloss sheen.
b. Dry Film Thickness:
1) Prime Coat: 25 microns (over application shall be avoided to minimize
the possible loss of adhesion with the intermediate coat.
2) Intermediate first coat: minimum DFT 250 microns. Second coat: mini-
mum DFT 400 microns.
3) Finish Coat: minimum DFT 50 microns.
4. Paint System No. 2A – Exterior exposed – Structural steel shop priming.
a. Apply shop prime as specified in Paint Specification System No. 2.
b. The blast primer shall be protected from moisture and atmospheric contami-
nation until the next coat of paint has been completed. Shop applied blast
primer shall be overcoated within 72 hours or such shorter period recom-
mended by paint manufacturer. Surface affected by detrimental contamina-
tion or corrosion shall be restored before overcoating.
c. In organizing the sequence of work due consideration shall be given to main-
taining the integrity of the shop applied blast primer until such time as it is
overcoated.
d. The system when completed at Site shall comply with the specified require-
ments of Paint System No. 2.
5. Steelwork fully encased in concrete, partially encased in concrete or abutting con-
crete.
a. Steelwork that is to be fully encased in concrete shall not be blast cleaned,
metal coated, primed or painted, Loose rust and millscale shall be removed by
suitable means prior to the placing of concrete.
b. Steelwork that is to be partially encased in concrete shall have shop applied
paint coatings returned 25 mm into the steelwork/concrete contact area. Site
coats shall be applied to the exposed steelwork after the placing of concrete.
c. Galvanized steelwork that is to be partially encased in concrete shall be gal-
vanized all over.
d. Steelwork that abuts concrete shall receive the full specified paint system as
applied to the exposed areas.

C. Application to zinc coated (galvanized) steel, aluminum and other non-ferrous metals
(life to first maintenance 15 years).
1. Paint System No. 3:- Exterior exposed
a. Type of Coating: High build epoxy polyamide primer: acrylic polyurethane
enamel finish coat. Gloss sheen.
b. Dry Film Thickness:
1) Prime Coat: 100 - 150 microns.
2) Finish Coat: 75-125 microns.
c. Surface Preparation: Galvanized steel, solvent clean as specified in SSPC-SP-
1. Aluminum and other non-ferrous metal. Wash surface with vinyl butyral
wash coat, metals etch, as specified in SSPC-PAINT-27.
d. Acrylic Polyurethane Enamel System (Epoxy Coating W/Enamel Finish)
shall meet or exceed the following requirements.
1) Adhesion – Test Methods ASTM D3359 Method B. Test coating applied
to sandblasted steel panels and cured 30 days at 25 ˚C Test results; not
less than a rating of 5, average of three trials.
2) Humidity – Test Method ASTM D2247. Test Results: No blistering,
cracking, or delaminating or film after 1,000 hours exposure.
3) Salt spray (Fog) – Test method ASTM B117; Test results: No blistering,
cracking, softening or delaminating of film. No more than 3.2 mm rust
creegape at scribe after 1,000 hours exposure.

PART 3 EXECUTION

3.01 GENERAL

A. Prepare surfaces and application of paint and coating systems to the specified require-
ments and the manufacturer’s recommendations complying with the most stringent
surface preparation requirements for each coat of the system used.

B. Surfaces of the Works, which are not to receive paint or coating treatment, shall be
suitably masked or protected.

3.02 TRAILS

A. Prior to the commencement of painting or coating work, application trails shall be un-
dertaken at each application venue, with the actual equipment and labor to be used in
the Works. The trials shall demonstrate the applicator’s ability to prepare and apply
and app system in accordance with the requirements of this Section and the relevant
manufacturer’s data sheets. For systems to be applied to steel work these trials shall be
undertaken on suitable steel panels of between 2 and 10 m2 in area.

3.03 EXAMINATION

A. Verify existing conditions prior to beginning work as specified in Part 1.

B. Examine all surfaces to be coated and rectify and conditions that would adversely af-
fect the appearance or performance of the coating systems and which cannot be put in-
to and acceptable condition by the preparatory work specified in Article 3.04. Do not
proceed with surface preparation until the defective surface has been remedied.

C. Examine all surfaces to confirm that nay fixtures and fittings have been suitably pro-
tected or removed and put into store and that where necessary any equipment adjacent
to the area to be treated has been protected or safety disconnected and moved.

3.04 PREPARATION

A. General:
1. Dislodge dirt, plastic nibs, mortar spatter and other dry material by scraping or
brushing. Remove dust and loose material by brushing, sweeping, vacuuming or
blowing with high-pressure air.
2. Remove oil, was, grease and the like by first scraping off heavy deposits followed
by wet cleaning using a stiff bristled brush, water and cleaning agent and finally
rising with clean fresh water. If necessary metallic surfaces may be solvent
cleaned to SSPC-SP-1. Any chemical cleaner or solvent used shall be acceptable
to the paint or coating manufacturer.
3. Verify prior to application of paint or coating that surfaces to be coated are dry,
clean and free of dust, dirt, oil, wax, grease or other contaminants and that the sur-
face preparation is to the specified standard.

B. Structural Steel and Ferrous Metal – Both Shop Painted and Site Painted:
1. Prior to preparation all surfaces shall be examined to ensure that all drag lines
have been removed from flame cut edges, sharp external corners have been

smoothed, and all visible weld slag and weld spatter has been removed. Any such
deficiencies shall be rectified prior to blast cleaning.
2. Dry blast clean to SSPC-SP-10 Near White Metal Blast Cleaning or higher stan-
dards if recommended by the product manufacturer. Blast cleaning shall leave all
surfaces with a dense and uniform anchor pattern.
3. Spent abrasives and blasting debris shall be removed by vacuum cleaning and the
surface profile shall be virtually free from embedded abrasive particles when
viewed through a 10 times illuminated magnifying glass.
4. Except where preparation is being undertaken local to a joint prior to welding,
blast cleaned surfaces shall be overcoated with the specified primer within four
hours of blasting, or the affected areas shall be re-blasted.
5. Preparation by abrasion to SSPC-SP-, and 3 shall only be undertaken as an alter-
native to blast cleaning to small areas of repair of to small areas of damaged paint
or coating. Pneumatic chipping hammers and similar powered tools likely to dam-
age the surface shall not be used. Areas of steelwork prepared by abrasion shall be
primed as for blast cleaned steel.
6. Within 14 days of joint being completed between previously painted components,
exposed surfaces of parent and joint material shall be prepared as follows:
a. At welded joint the weld seam, uncoated area and additional 50 mm overlap
into the adjacent coated areas shall be blast cleaned to the required standard
specified for the adjacent areas. The blast-cleaned area shall then be coated to
the standard specified for the adjacent areas.

C. Galvanized Steel:
1. Remove protective mill coating, grease and other contaminants by solvent clean-
ing as specified in SSPC-SP-1.
2. After cleaning and when dry, apply vinyl butyral wash primer SSPC-Paint-27.

D. Non-Ferrous Metals:
1. Prepare surface by solvent cleaning as specified in SSPC-SP-1 and remove in-
soluble contaminants as specified in SSPC-SP-2 or SP-3.

3.05 APPLICATION

A. General
1. Mix and thin materials in accordance with the manufacturer’s printed instructions.
Any addition of solvent or thinners shall be made in the paint store.
2. Apply materials at specified film thickness by methods recommended by the
manufacturer.
3. Allow each coat to dry or cure before overcoating as recommended by the paint
manufacturer.
4. Cut edges clean and sharp where work joins other materials or colors.
5. Each coat shall be smooth uniform in color, and free of brush marks, laps, runs,
sagging, dry overspray, missed areas and other deficiencies.
6. Touch-up structural steel, miscellaneous metal, hollow metal doors and frames.
7. Finish coats to visually sensitive areas defined in the Painting Schedule shall be
from the same batch of material to ensure a good color consistency.
8. Paint, which has been applied, shall be protected from moisture and wind blown
contamination until dry.

9. Apply finish coat as far, as is practicable after other trades, whose operations
would be detrimental to finished appearance, have completed work in the areas to
be painted.
10. Protect the work of all other trades against damage by use of suitable covering
during the progress of the painting and finishing work. Repair damage.

B. Structural Steel and Ferrous Metal


1. Paint shall be applied in strict compliance with the specified requirements and the
manufacturer’s published recommendations.
2. Paint shall be applied by brush, airless spray or air pressure spray.
3. All shop painting shall be carried out in a fully enclosed workshop.
4. Each coat of paint of a specified system shall have adequate adhesion to the un-
derlying surface as demonstrated by adhesion testing. Adhesion values for quality
control purposes shall be based on the manufacturer’s recommendations and ap-
plication trials.
5. Prior to painting, the level of solvable salt contamination on any surface shall be
measured using a soluble salt detector. The level of solvable salt contamination
shall not exceed 4 micrograms/cm2, or lower value recommended by the paint
manufacturer.

3.06 QUALITY MANAGEMENT

A. Manufacturer’s Representative
1. Arrange to have manufacturer’s authorized representative on Site to provide the
applicator with instruction and assistance at all stages of the surface preparation
and application process. The manufacturer’s representative shall monitor the sur-
face preparation and application process and report departures from the specified
requirements and manufacturer’s published data sheets and recommendations.

3.07 FIELD QUALITY CONTROL

A. General
1. Obtain acceptance by the Engineer of surface preparation and each coat before
applying succeeding coats.

B. Surface Preparation and Painting


1. Each phase of the surface preparation and painting work shall be inspected by the
Engineer. Any defects shall be rectified and the area re-inspected to confirm com-
pliance with the specified requirements before proceeding with the next phase.
2. The following inspection and testing equipment shall be provided at each paint

C. Touch-up and repair all work that is not to required standards

D. Request review and approval by the Engineer of first finished item or area.

E. Use the first acceptable item or area as the Contract standard for remaining work.

F. Each item or area used as a project standard shall be no smaller than 9 square metres in
surface area.

3.08 CLEANING AND PROTECTION

A. Remove paints spatters form glass, plumbing fixtures and adjoining surfaces.

B. Repair any damage to coatings or surface caused by cleaning operations.

C. Remove debris from jobsite and leave storage area clean.

D. Before substantial completion of the Works, remove all staging, scaffolding and con-
tainer from the Site. Remove all paint spots, oil or stains from glass, floors and other
surfaces and leave job clean.

E. Dispose of soiled cleaning rags and waste at the close of each day’s work or stores
such soiled rags and waste in metal containers with tight fitting covers. Provide appro-
priate size and type of fire extinguishers at all times for use in the event of fire. Post
“No Smoking” and other warning signs as necessary and as directed.

F. Protect the work of all other trades against damage by use of suitable covering during
the progress of the painting and finishing work. Any damage, however caused, to the
paint or coating systems shall be repaired.

G. Provide protection for people, adjacent surfaces, objects, machinery and vegetation
from the effects of blast cleaning.

H. Protect people and adjacent surfaces, objects and vegetation from paint or coating
overspray.
