i) General Description of The Government of Balochistan has a policy to provide at


the proposed Study
least suitable, if not excellent, living conditions to the people
to encourage them to lead peaceful lives in environmentally
friendly surroundings pursuing their individual as well as
communal dreams for development. In order to maintain
such coverage to all the population it becomes essential to
forward plan so as to be able to cater for their emerging
needs in times to come, taking into account not only growing
number of inhabitants but also the associated challenges
and opportunities that the future is expected to offer.

A Master Plan is a blueprint for future development. It is a


comprehensive document, providing clear direction to the
long & Short terms future development activities in an area
by encompassing all sectors and segments of life in
integrated manner. The master plan sets policies, regarding
growth and development. The information and concepts so
obtained through Master Plan are intended to guide local
decisions on public and private use of land and natural
resources as well as the provision of public facilities to
improve the living conditions of the residents.

OBJECTIVE
The proposed study is aimed at carrying out a detailed
Master planning of Taftan Town located in district Chaghi.

The purpose of master planning is to establish an inventory


and analysis of existing conditions, including review of the
area’s regional setting, development history and population
characteristics. In order to achieve the prime goal of setting
a suitable living conditions in the towns in line with principals
of town planning, following objectives are usually achieved
with the formulation of Master Plan:-

 To encourage the use of land in accordance with their


character and adaptability
 To keep the old (existing) town as a part and parcel of
all future development activities proposed under the
Master Plan
 To have a planned growth of the city in the desired
direction
 To meet the needs of the residents in terms of
residence, health education, recreation, trade service
and other uses of land.
 To fill the current backlog in the various public facilities
 To use the recourses of the town in most effective and
efficient manner
 To produce a better living environment in the town
 To solve the traffic problems of the town
 To provide adequate and quality houses for the future
population of the town.
 To promote public health, safety and general welfare.

BACKGROUND OF THE PROJECT


Area-wise district Chaghai is the largest district in
Balochistan and has an area of 45,444square kilometers.

Chaghai District lies between 60°49'23"- 65°28'35" East
longitudes and 29°49'32"-27°51'51" North latitudes and
consists of 2 Tehsils and 10 Union Councils. Location of
District Chaghai is at 930 km (aerial distance) south-west
(240 degrees bearing) of Pakistan's Capital City Islamabad
and 246 km west (246 degrees bearing) from Quetta City,
provincial capital of Balochistan. After independence in 1947
and after declaration of Balochistan as a province in 1970,
Chaghai became a district within Quetta Division.

Geographically, Chagai District comprises the belt that lies


in the south of Pakistan- Afghanistan boundary, from the
Sarlath Hills in the east to Koh-i-Malik Siah in the west. The
terrain of district consists of highlands, plains and desert
with ground elevation ranges between 486 - 2,800 meters
above Mean Sea Level (MSL). In the north the district is
bound by the desert region of Afghanistan, which lies in the
south of Helmand River and in the east by Sarlath range.
The northern boundary of the district, which separates it
from Afghanistan, was demarcated in 1896 by a joint
Afghan-British Commission. The western border with Iran
was demarcated by a joint Pakistan-Iran Commission in
1959.

There are innumerable channels and hill torrents, which


originate from the mountains and flow during rains.
However, very little water reaches the lake basins (hamuns).
Drinking water is not available to half of the population. The
water of ponds, at some areas even, is used by both human
and animals. Consequently, water borne diseases are
common and preventive measures are needed to be taken.

The climate of Chaghai District is extremely hot in summer


and mild in the winter. The rainfall is irregular and scanty
due to the district falls outside the sphere of monsoon
currents. Rainy season is mostly in the month of January.
However, a little rainfall is also recorded in the months of

February, July and December.

Chagai District is administratively subdivided into the


following tehsils and union councils:

 Amuri
 Chagai
 Dalbandin
 Nok Kundi
 Taftan
 Yakmach

Taftan Tehsil has a population of 18,510 souls as reported


in Population Census 2017 as compared to 7666 souls as
compared to population census of 1998. The town is famous
for being located on the Iran border and remains over
crowded with traders and Sheite visitors intended to travel to
Iran for trade and visit of holy shrines located in Iran and
onward to Iraq & Syria.

COVERAGE OF THE SURVEY/FEASIBILITY STUDY


The proposed study has been envisaged in view of the
irregular growth of existing towns with no proper prior need
assessment and plans for the future development. As a
result the towns are growing in haphazard manners and
giving a look of slums. There is no proper public
infrastructure, offices, health; sanitary, recreational, road
and residential facilities in planned basis due to which the
local residents are forced to live in poor conditions.

It is due to this reason the government is focusing to get


master planning of all important towns so that clear picture
of developmental projects can be obtained to initiate or
divert the financial resources towards making the towns
livable.

Following is the scope of work of Master Planning study.

1. Master Planning of Towns
Task – 1: Development of Base map for the Master
Planning
The Consultant shall prepare the Base map of Taftan for
the master planning purpose.

Task – 2: Review of Existing Situation


The Consultant shall review the existing situation in terms of
urban development, urban infrastructure, urban
services/utilities for preparation of a Short Term and Long
Term framework:

a) Collection of Available Data


In order to assess various problems, the available data i.e.
reports regarding surveys, and development plans
pertaining to following aspects shall be collected locally and
nationally:

 Demography
 socio-economic indicators
 urban services
 land use
 communication and traffic
 environment

The survey maps prepared by various government


departments/agencies if available shall be arranged by the
Consultant himself for consultation etc.

b) Review of Development Projects


The consultant shall review & evaluate the existing ongoing
project in Towns in terms of design and implementation with
the proposed one and will review the same. These projects
shall be dovetailed to ensure there are no overlaps and
wastage. The underlying linkages between one another
shall be institutionalized for coordinated and efficient

implementation.

Task - 3: Problems Identification and Growth Scenario


The Consultant shall identify the dominant problems of the
proposed city/town in the various sectors:

 population
 economic activities
 housing
 institutional and organizational
 physical infrastructure
 traffic and transportation
 social services
 environment

a) Spatial Growth Scenarios


After identifying the above referred dominant problems, the
consultant shall prepare spatial growth scenarios to
accommodate future population growth, anticipated
economic projects and major land uses. Efficient and safe
communication linkages will have to be established between
uses like commercial, residential, recreational and
institutional.

b) Land Requirements/Acquisition
The Consultant shall review the current land ownership
system and give recommendations for land required for
future development including land acquisition, land tenure
system and land banking and indicate areas where
relocation is required.

Task - 4: Master Plan Formulation


a) Long Term Framework
Based on the Long Term Plan period for the next 50 years,
a comprehensive Master Plan shall be formulated for future
spatial needs of population and economy. It shall:

 Identify a series of policy actions, programs and projects.
 Assess the financial requirements to achieve these
actions/projects/ programs.
 Prioritize the projects/ actions/ programs to be achieved
in the Short Term and Long Term Framework.
 Review the legislative, regulative and institutional setup
for planning, programming and delivery of urban
services.

b) Short Term Plan


The Short Term Plan shall be prepared within the context of
the Long term framework guidelines. Project briefs shall be
prepared within the following sectors:

i) Urban Development
 Upgrading of existing town
 Urban renewal/rehabilitation
 New housing/ resettlement/ relocation/ Land Zoning

ii) Public Utilities


 Water supply/sources
 Sewerage and disposal
 Solid waste disposal/sanitation
 Storm water drainage

iii) Public Facilities


 Recreational (parks, playgrounds etc.)
 Educational, health, community etc.
 Street Lighting

iv) Traffic and Transportation


 Traffic management
 Public transportation system
 Public ROWs
 Widening and maintenance of roads

v) Environmental Issues
 Air pollution
 Water quality
 Noise
 Protection of sensitive areas
 Identify the potential environmental effects

ii) Justification of Project According to preliminary examination of the situation,


following major problems are being faced by Taftan of
District Chaghi:

1. Uncontrolled and unplanned growth of towns.


2. Growth of Katchi Abidis.
3. Lack of adequate social and physical infrastructure.
4. Development of incompatible land use
5. Water Scarcity.
6. Ineffective town management

In order to address and resolve the urban problems the


proposed study shall be aimed to formulate a
comprehensive master plan based on study of existing
scenario and to recommend / identify future long & short
term developmental, guided by the urban planning
standards to be available in any town of a particular volume
of particular population.

The proposed master plan shall indentify various short and


long term proposals for the planned urban development of
towns capable to cater urban needs for the next 50 years.
The plan shall cover all the sectors of urban settlement with
proposals on infrastructure development as shall be
required to be carried out during the period of master plan.
The infrastructure development proposals shall cover all the
sectors of towns like education, health, drainage &
sewerage, solid waste management, housing, utilities, water
supply and road infrastructure with provision of fruit &
vegetable markets and truck & bus terminals.

In order to carry out the proposed study, the government of
Balochistan shall allocate the financial resources through
inter-sectoral adjustment of funds allocated during this
financial year.

iii) Implementation period With the approval of competent authority, the proposed
study of master planning is likely to start in December 2018
and will be completed within a period of 12 months.

iv) Item-wise/year-wise A Financial Plan amounting to Rs. 15.0 Millions for the
capital cost estimates Master Planning with establishment cost as estimated in
in Pak Rupees. December 2018 on the basis of prevailing market rate

v) Manpower
I. Manpower Team for Master Planning
requirements
Preparing a Master Plan and its implantation is a complex
job and a multi disciplinary team is needed to undertake this
job. A proper Planning Structure is a pre requisite for Master
Planning activity. A planning wing should be planned in the
planning agencies for the same. As town planning not deals
only with a single planning matter but it provides solution to
all the major ills of a town, for which different planning
sections are of great importance, like, Master Planning Cell,
Urban Planning Cell, Regional, and Transport Planning.

In Master Planning practice the Town Planner heads a


planning team comprised of following professionals /
members from variety of disciplines;

4 Architects
5 Transport Planners
6 Heritage Specialists
7 Utilities Engineers
8 GIS Specialists

4.) Expected outcome of the survey With the completion of feasibility study, following outcomes

Formation of Master Plan for Taftan Town with identification

of 50 years by encompassing all sectors and segments of
life in integrated manner.

The master plan will identify policies, regarding growth and


development. The information and concepts in the master
plan will be intended to guide local decisions on public and
private use of land and natural resources as well as the
provision of public facilities to improve the living conditions
of the residents of three above noted towns.

Source of Financing The government of Balochistan is financing the project. The


project of Master Planning of towns shall be completed at a
cost of Rs. 15.0 Million which shall be accommodated
through the inter-sectoral adjustment of funds in the current
financial year 2018-2019.
4. Period of contract with local or As noted above the UP&D Deptt: has no technical expertise
foreign consultants to undertake studies in hand. Therefore it is proposed that
services of private, local consultants under negotiating terms
and conditions shall be sought. With the approval of PC-II
from the competent forum, the proposed study will be
outsourced to the qualified consultants having proven
experience in urban planning activities across the country in
line with the prevailing governing rules & regulations for
hiring of consultants.
