The common housefly, is now an emerging pest in animal shelters and animal

farms across the Philippines.

The fly population, if not properly managed, can result in a public health
nuisance around the poultry and piggery operation and neighboring rural non-farm
communities. The fly problem could also affect our local tourism.

Without clear standards or guidelines on what are considered tolerable or


intolerable presence of pests such as flies, the ECC of these poultry or piggery
farms may be cancelled or they may be vulnerable to closure by the Department of
Environment and Natural Resources (DENR) and Local Government Units (LGUs)
although they are implementing mitigating or enhancement measures in fly control
management to minimize or eradicate those flies.

The lack of standards may likewise be taken advantage of by farm operators and continue
operating despite the obvious intolerable presence of pests.
