We have reviewed the GIC Capital Infrastructure Funding Model and would like you to consider
the necessary funding which are much needed and required for the development of
infrastructure within the State of Kelantan Darul Naim in Malaysia.

The details are as follows :-

1. Wadi Al-Imran International Cargo Airport Project ;

2. Refurbishment of the current and existing International passenger airport at Pengkalan
Chepa;
3. New Industrial Park, Free Trade Zones, Waste Energy Park, source of fresh Renewal
Energy, Food Processing Zone, Halal Hub, Free Digital Zone, etc ;
4. Wadi Al-Khairi Smart City Project ;
5. Tok Bali Sea Port Development Project.

The above are much needed to expand revenue within the State, tourism and to expedite the
current living standard of the public and citizens of Malaysia, as a whole. The approximate cost
of all the abovementioned infrastructure funding is approximately UNITED STATES DOLLARS
FIVE BILLION FIVE HUNDRED MILLION (USD 5,500,000,000.00) ONLY.

The abovementioned funding of which we are requesting shall immediately improve the
current quality of life of everyone within the State of Kelantan Darul Naim.

We shall look forward in proceeding within the next step hereon.

hereby confirm that we are ready, willing and able to prepare for the issuance of a cash-backed
Sovereign Guarantee as per your instructions in the amount of USD $ 1,000,000,000.00
(ONE BILLION UNITED STATES DOLLARS) or equivalent in MALAYSIAN RINGGIT.

Subject to the agreement of both parties, in accordance with the Project Funding Protocol, the
authorized Cash-Backed Guarantee shall be sent via bonded courier to TMI TRUST COMPANY
for the further benefit of WHFPS, LLC in accordance to the Directors provided by GIC Capital
Corporation, the contractor of record.

The bonded courier shall deliver the Cash-Backed Government Guarantee in hard copy within
seven (7) banking days following your Confirmation Of Readiness to receive the Cash-Backed
Sovereign Guarantee.

Please confirm you are ready to receive and take into custody the physical bond sent via
bonded courier.
