PREAMBLE TO PRICE SCHEDULE

1.0 This Contract is for Design Build and Operation services on single responsibility
basis for completion and commissioning of all the works in the package. The
Contractor shall carry out Operation of Works during Defect Liability Period and
thereafter shall also carry out Operation and Maintenance of the Works for 120
months period.
1.1 The Bill of quantities shall be read in conjunction with the Instruction to Bidders,
General and Specific conditions of contract, Scope of Work, and Specifications.

1.2 The Bidder is advised to examine all instructions, forms, terms, specifications and
other information in the Tender documents and consider and evaluate fully the
price implications therein contained before filling the contract amount.
1.3 The Bidder should acquaint himself with the site conditions including the access to
Work site.
1.4 There are, however, several minor items not specifically mentioned in the break-up,
but shall be required to complete the job on Single Responsibility Basis as per scope
and specification of works stipulated in the tender document. The cost of such
items shall deem to be distributed among the rates and prices entered for the related
items.
1.5 The quoted rates in the Bill of Quantities shall, except in so far as it is otherwise
provided under the Contract, include all Constructional Plant, labour, supervision,
materials, erection, maintenance , insurance, profit, taxes and duties (excluding the
exempted duties and taxes) together with all general risks, liabilities and obligations
set out or implied in the contract.
1.6 It shall be deemed that tenderer has included likely expenditure in his quoted price
i.e., provision for survey, all designs, field investigations, architectural works, site
clearance, maintenance and final removal of all temporary works of whatsoever
nature required for construction including temporary bunds, diverting water,
pumping, dewatering and availability of material of required quality etc., for the
proper execution of works. The rates shall also be deemed to include any works and
setting out that may be required to be carried out for all the works involved.
1.7 A rate shall be entered against each item in the Bill of Quantities, whether quantities
are stated or not. The cost of items against which the contractor has failed to enter a
rate shall be deemed to be covered under other rates and prices entered in the Bill of
Quantities.
1.8 For variation in the length of pipe line including appurtenances, boundary wall,
drainage and road under contract, the contract amount shall be suitably adjusted
with the per meter quoted rates.

1.10 All costs associated with testing and inspection (except the Pre-delivery Inspection at
the manufacturers' works by a Third Party), individual tests, commissioning tests,
trail operation, i.e. the whole Tests on Completion shall be deemed to be included in
the items for the works, supply and installation.

1.12 The prices quoted by the bidder for Operation and Maintenance shall not be less than
5% of total Bid Price quoted by the bidder. If the price quoted by bidder for the
Operation Services is less than 5% of Total Bid Price then the department shall have
full right for re-allocation of cost of Design-Build to Operation Service Cost to the
extent of 5% of the Total Bid Price, but the Gross Amount (Cost of Design-Build and
Operation Services) will be kept same as quoted by bidder.
1.13 Wherever, the excavation in rocky strata (hard rock) will be done in the contract,
30% of serviceable material is to be recovered during the excavation of hard rock. The
cost of serviceable material will be recovered at the rate @ 600/- per cum.
