For the existing production capacity, the generated waste water is
collected, treated into ETP, and then discharge to G.I.D.C. underground
drainage system and conveyed to FETP which ultimately leads to deep
sea for final disposal through BEAIL pipeline.
[Proposed]
For proposed expansion, there will be increase in the waste water
generation from the process and utility, washing sections and this
generated waste water will be treated into ETP and then sent to Multi
Effect Evaporator, condensate water will be reuse within the plant
premises.Hence, for the proposed expansion, the generated additional
waste water will have zero discharge and there will not be any
increase in the consented discharge quantity.
Also, At present, unit has planned to install MEE for proposed
Expansion, However, in future as and when function of CETP in this
area will improved/installed and if GPCB will grant permission to
discharge effluent into CETP (ETL or Ankleshwar Waste Management
Limited or any other Common effluent treatment plant), mode of
disposal will be of CETP after getting its permission and Total
Quantity after proposed expansion will be 35.9 KL/Day.

3.5.2 The applicant shall have to make a storage facilities to store the
effluent for at least 48 hr. in an impervious acid proof bricks lining
tank/HDPE tanks.

4 CONDITION UNDER THE AIR ACT 1981:

4.6 The application shall operate industrial plant/ air pollution control Noted

6. AUTHORISATION FOR THE MANAGEMENT &HANDLING OF

6.2 The authorization is granted to operate a facility for as above. Noted


6.3 The authorization shall be in force for a period up to Five years Noted
from the date of application.
6.4 The authorization is subjected to conditions stated below and such Noted
other conditions as may be specified in the rules from time to time
under the Environment (protection) Act-1986.
7 TERMS AND CONDITIONS OF AUTHORISATION:
7.1 The applicant shall comply with the provision of the Environment Noted
(Prevention) Act -1986 and the rules made there under.
7.2 The authorization shall be produced for inspection at the request Noted
of officer authorized by the Gujarat Pollution Control Board.
7.3 The persons authorized shall not rent, lend, and transfer of Noted
otherwise transport the hazardous wastes without obtaining prior
permission of the Gujarat Pollution Control Board.
7.4 Any unauthorized change in personnel, equipment or working Noted
condition as mentioned in the authorization order by the persons
authorized shall constitute a breach of this authorization.
7.5 It is the duty of the authorized person to take prior permission of Noted
the Gujarat Pollution Control Board to close down the facility.
7.6 An application for the renewal of an authorization shall be made Noted
as laid down in rule 5(6) (ii).
7.7 Industrial shall have to display the relevant information with Noted
regard to hazardous waste as indicated in the Court’s order in
W.P. No. 657 of 1995 dated 14th October 2003.
7.8 Industrial shall have to display on-line handled in the main factory Noted
gate with regard to and nature of hazardous chemicals being
handled in the plant, including waste water and air emission and
solid hazardous waste generated within the factory premises.
7.9 Industry shall submit annual report within 15 days and Noted
subsequently 31st January every year.
7.10 Industry shall have to manage waste oil; discarded containers Noted
etc., process waste as per Amended Rules-2003 and shall apply
Authorization for applicable waste as per Amended Rules-2003.

ACT : Air , Water , Hazardous Show Cause Notice DATE : 01/03/2016

WHEREAS, the Officials of the Gujarat Pollution Control Board (hereinafter referred to as the Board, in short),
conducted inspection on 10/12/2015 in order to verify the statements made by you in your application for Consent to
Operate under the Air , Water , Hazardous Act / to ascertain the Compliances of Conditions specified in Consent
Order.
WHEREAS during the inspection it was observed that:-
Reason :
Natural gas consumed in Sep-15= 5064 SCM, Oct-15= 4649 SCM, Nov-15= 4337 SCM which is more than
consented quantity i.e. 2700 SCM/Month.
1 This indicates that you have failed to fulfill the conditions mentioned in the Consent Order. Consequently , you have
rendered yourself liable to be prosecuted under the provisions of the above mentioned Sections-Acts.

NOW THEREFORE, in exercise of the powers vested with this Board

Dear Sir,

We are in receipt of your above mentioned letter bearing Show Cause Notice, with
reference to Board officials’ visit and inspection of our plant on 10/12/2015, by stating
specific reason that consumption of natural gas is higher than the consent limit.
In this regards, we would to inform you that we are involved in the manufacturing of Di
Ethyl Meta Amino Phenol (Powder & Fused Form).

We are using natural gas in the fusion and distillation process to manufacture DEMAP
Powder and DEMAP Fused respectively. DEMAP Fused Form is made from DEMAP
powder by distillation & condensation process (to remove water content from DEMAP
powder).

Now, market demand for DEMAP Fused form is more, which leads to higher
consumption of natural gas. It is to be noted that we never exceed production consented
quantity, though there is increase in natural gas (Fuel) consumption.

Sir, looking to the above clarification, we request you not to take any further action on us
and close the showcase notice issued on us and request you to inform us in case of any
further details or clarifications.

WHEREAS, the Officials of the Gujarat Pollution Control Board (hereinafter referred to as the Board, in short),
conducted inspection on 21/04/2017 in order to verify the statements made by you in your application for Consent to
Operate under the Air , Water , Hazardous Act / to ascertain the Compliances of Conditions specified in Consent
Order.
WHEREAS during the inspection it was observed that:-
Reason :
1) Except collection tank, all other ETP unit was found filed with plain water. 2) The unit also manufacture and sells
the extra production quantity of intermediate product of DEMAP named as NND without obtaining CTE/CCA of the
Board. 3) As per documents furnished, The unit is involving in selling of various other products namely Rhodamine,
Solvent Blue, Victoria Blue, Acid Blue liquid, Kohinoor Red 555 L etc., which they do not manufacture in their unit
and purchase directly from outside units.
1 This indicates that you have failed to fulfill the conditions mentioned in the Consent Order. Consequently , you have
rendered yourself liable to be prosecuted under the provisions of the above mentioned Sections-Acts.

Dear Sir,

We are the unit namely M/s. Kohinoor Colours Pvt.Ltd., located at Plot
No7204/7205, B/H., Lyka Labs, Ankleshwar, Dist. Bharuch.

The above mentioned notice has been issued to us based on the Board’s
officials visit to our unit on21/04/2017. The copy of SCN is attached here as
Annexure-A.

The reply for the reason stated in the notice is as follows:

1. Except collection tank, all other ETP unit found filled with plain water.
The Effluent Treatment Plant has been already provided to treat the
generated waste water from the plant. The generated waste water is treated
in the provided ETP and disposed to NCTL after meeting with the inlet norms.
We would like to state that the generated waste water is treated within
the plant premises batch wise after having sufficient quantity of waste water.
The observed waste water in the other ETP units was treated and also
settled down. On other hand, the observed waste water was in the collection
tank was untreated. Because of this reason, the observed waste water in
other units except collection tank might be apparently different. So, we assure
you that the observed waste water in other units was not the plain water.

Therefore, at the time of Board’s officials visit to our unit, the generated
waste water has been filled in the ETP units and this waste water is treated
batch wise.

2. The unit also manufacture and sells the extra production quantity of
intermediate product of DEMAP named as NND without obtaining
CTE/CCA of the Board.

We would like to state that the NND is the intermediate product of


manufacturing DEMAP product. The intermediate product – NND has been
sold out to the actual users on trial basis.

We assure you to sell any other products except consented products


only after obtaining necessary permission of the Board.

3. As per documents furnished, the unit is involving in selling of various


other products namely Rhodamine, Solvent Blue, Victoria Blue, Acid
Blue liquid, Kohinoor Red 555 etc., which they donot manufacture in
their unit and purchase directly from outside units.

We would like to state that we are doing the trading activity of the
products namely Rhodamine, Solvent Blue, Victoria Blue, Acid Blue liquid,
Kohinoor Red 555 etc., as documents submitted to your office. We do this
trading activity to sustain in the market and also assure you that the
mentioned products are not manufactured in our plant premises.

Based on above we request you not to take any legal action as


mentioned in the notice and oblige.

MANUFACTURING PROCESS DESCRIPTION

Existing Product& Proposed Products:

1.] Diethyl Meta Amino Phenol (DEMAP)

Process Description:

1. Pressure vessel:
Charge in pressure vessel caustic lye/flakes. Metanilic acid powder/liquid and
prepare slurry and then charge ethyl chloride under string after complete reaction
dump reaction mass to Dumping vessel.

2. Dumping vessel:
Dumped materials in dumping vessel & string up to complete crystallization
material then transfer to Filter press.

3. Filterpress:
Do filtration of material by filter press and after filtration transfer to Fusion vessel
.
4. Fusion:
Take material from Filter press add caustic potassium hydroxideand heat up to
2500 c to 2700 c under string and after complete fusion reaction, charge water
and make slurry of fusionmass and transfer to isolation vessel.

5. Isolation:
Take slurry in isolation vessel and isolate material with Ice and slowly add
Hydrochloric acid in it to isolate material, after complete isolation do centrifuge
and then transfer for Drying or Dehydration.

6. Drying OR Dehydration:
Take Centrifuge wet cake for Drying or Do Dehydration by distillation. After
selected operation, DEMAP is ready.

2500 c to 2600 c under string and after complete reaction, charge water and
make slurry of reaction mass and transfer to isolation vessel.
Take slurry in isolation vessel and isolate material with Ice and slowly add
Hydrochloric acid in it to isolate material, after complete isolation do centrifuge
and then transfer for Drying. Take Centrifuge wet cake for Drying and pack Meta
Amino Phenol. Generated waste water from centrifuge will transfer to ETP for
treatment.

process test and once QC department approve quality of product, cool down to room

For the existing production capacity, the generated waste water is collected, treated
into ETP, and then discharge to G.I.D.C. underground drainage system and conveyed to
FETP which ultimately leads to deep sea for final disposal through BEAIL pipeline.

[Proposed]

For proposed expansion, there will be increase in the waste water generation from
the process and utility, washing sections and this generated waste water will be treated into
ETP and then sent to Multi Effect Evaporator, condensate water will be reuse within the plant
premises.Hence, for the proposed expansion, the generated additional waste water will
have zero discharge and there will not be any increase in the consented discharge
quantity.

Also, At present, unit has planned to install MEE for proposed Expansion,
However, in future as and when function of CETP in this area will improved/installed
and if GPCB will grant permission to discharge effluent into CETP (ETL or Ankleshwar
Waste Management Limited or any other Common effluent treatment plant), mode of

disposal will be of CETP after getting its permission and Total Quantity after proposed
expansion will be 35.9 KL/Day.

Effluent treatment Plant-Existing

Details of Effluent Treatment Scheme:-


 The effluent coming out from plant is passed through Collection cum
Equalization Tank to equalize the effluent. Equalized Effluent is then pumped to
chemical Dosing Tank where required chemicals are added in required proportion for
precipitation and make the final pH neutral.
 Neutralized effluent is then pumped to Filter press and Nutch Filter for further
treatment.
 Effluent coming out from Nutch Filter is then pumped to Primary Clarifier, where
settable solids are settled at the bottom of the tank and this sludge is forwarded to
sludge Drying Bed within Industry premises.
 The clear supernatant is sent to Aeration Tank for biological treatment using
acclimatized micro-organisms. The overflow of Aeration Tank is entered into
Secondary Clarifier where sludge is settled at the bottom of the tank and is recycled
back to Aeration tank with the help of Recycle Pump and excess quantity of sludge,
if any is forwarded to sludge Drying Bed within Industry premises.
 The clear supernatant is collected in treated effluent collection tank and is passed
through Pressure sand filter, Carbon Filter and Filter Tower and final treated effluent
is collected in Final discharge tank. The final treated effluent complying with the
norms is discharged into underground drainage system and then conveyed to FETP
for further treatment and ultimately discharged into deep sea through BEAIL pipeline.
