Aim and Scope (EAM-1013)

Course Executive Summary


Mark Maxwell

Humanity and history mixed with the most basic instinct for survival is what has shaped

the emergency management profession over the years.   From basic emergencies to mass

casualties, disasters and catastrophes, humanity has a desire and need to survive.  Aim and scope

of Emergency management has provided me with the basic understanding and knowledge

associated with the emergency management profession.  This course uses up to date research and

evidence based best practice to inform on current needs and trends in emergency management. 

By introducing the history, principals, and discipline of emergency management, I gained a

baseline understanding of emergency management and that an all hazard/community-based

response is key to the safety and security of life and property.   The course ultimately aims to

help one understand how all parts of the emergency management cycle, such as preparation,

response, mitigation, and recovery all come together to form the scope of emergency

management.

The course objectives give substantial knowledge regarding what is described as

Comprehensive Emergency Management.  Introduction to technology within emergency

management and how it relates to this field.  Overview and insight into professional ethics and

what makes a professional emergency manager.  The course provides fundamental knowledge

and understanding of how an emergency manager deals with issues within a community in which

they serve.  Finally, a baseline understanding and knowledge of the impact that governing bodies

such as local, state, federal and tribal have on emergency management and how both private and

governmental organizations impact emergency management as a whole.  


In order for me to meet and exceed course standards I had to fully grasp the fundamental

knowledge that was being provided.  The history of emergency management, where it came from

and where it is today.  I had to fully understand the difference in mitigation, response, recovery,

and preparedness.  Understanding how community coalitions and all hazard response to

emergency situations has been paramount in my successful completion of this course was.  I was

required to fully understand what comprehensive emergency management entails and how it

applies to the fundamentals of being a strong emergency manager or team member.

Fundamental knowledge of policies, procedures, and ethics was also very important for me to

gain a better understanding of this profession.

In order to become the best emergency manager possible, you must first have a solid base

to build on.  This course has provided that base.  This course has allowed me to gain critical

thinking and logical understanding of what encompasses emergency management.  The use of

research and best practice has given me the ability to see the big picture and how past events

have shaped current standards within the field of emergency management.  Aim and scope has

allowed me to see the importance of professional ethics and policy within emergency

management, which strengthens my ability to understand and follow basic principles and

guidelines within any organization or business.  I have seen the value that the community has in

terms of emergency management and how they play an integral role in shaping how an

emergency manager functions within a local, state, federal, tribal capacity.  Through aim and

scope I have laid a solid foundation to build on in the future, allowing me to become the best

emergency manager or team member within any organization or business.
