1. TERMS OF REFERENCE
The Government of Bangladesh is implementing a Project named “Technical Assistance for
Dhaka-Chittagong-Cox’s Bazar Rail Project Preparatory Facility”. The Consultant of the Project is
CANARAIL Consultants Inc. in joint venture with SMEC International Pty Ltd. Australia;
SYSTRA SA, France; and ACE Consultants Ltd. Bangladesh in association with sub-consultant,
STRATEGY Consulting Limited, Bangladesh. The concerned joint-venture consultants of the
project enquire IWM to submit a proposal in order to investigate the hydrological phenomena
which will include statistical analysis of hydrometric parameters (WL, Flow and cross-section
average velocity) of existing major drainage channels along the alignment of the railway line. This
report details the scope of work and related costing in connection with the hydrological
investigation.

2. INTRODUCTION
Dhaka-Chittagong-Cox’s Bazar Rail Project spans over a distance of about 340 km from Tongi to
Cox’s Bazar and crosses over four regional models namely North Central Region (NCRM), North
East Region (NERM), South East Region (SERM) and Eastern Hilly Region (EHRM). The models
are in the hand of IWM being developed and updated for years. These models will be used to carry
out the study. There are bridge crossings of 100 m and more on the major rivers laying in the
extents of the existing regional models listed in Table 1 as follows:

3. OBJECTIVES
The overall objective of the study is to provide hydrometric parameters (Water Level,
Discharge and Velocity) for various return periods for major drainage rivers given in Table
1 above against building up of the railway line. The specific objectives of the study are to
provide the following as outputs:
• Determination of Flow for 2.33, 10, 25, 50 and 100-year return periods.
• Determination of Maximum Water Level for 2.33, 10, 25, 50 and 100-year return
periods.
• Determination of cross-section average Velocity for 2.33, 10, 25, 50 and 100-year
return periods.

4. SCOPE OF WORK
The main task is to provide hydrometric parameters (water level, flow and cross-section
average velocity) at river crossing locations as listed in Table 1 above. The following are
the scope of works:

• Review latest status of regional models and relevant reports;


• Primary data collection: water level, discharge, cross sections, bridge layout;
• Data collection from secondary source (BWDB, BIWTA, BMD): water level,
discharge, rainfall, cross sections etc.;
• Processing and analysis of data: Identify data gaps, ensure consistency, detection
errors, longitudinal profiling, equi-conveyance analysis;
• Review and update regional models of NC, NE, SE, EH regions;
• Calibration of models for the year 2016-17
• Validation of models for the year 2017-18
• Reporting

5. APPROACH AND METHODOLOGY


Primary Data Collection: In order to develop the envisaged 1D Hydrodynamic model,
river cross-survey of selected reach of rivers, water level and river flow (hydrometric) will
be required as follows:

• 3-hourly non-tidal water levels of 3 locations near bridge crossings of Sitalykha,


Feni and Dakatia and half-hourly tidal water levels of 2 locations near bridge
crossings of Bhairab Bazar and Karnaphuli during 15 July to 15 September for two
months;
• Weekly flow observations of 3 locations non-tidal near bridge crossings of
Sitalykha, Feni and Dakatia and 2 locations tidal near bridge crossings of Bhairab
Bazar and Karnaphuli during 15 July to 15 September for two months; flow will
be observed according to the standard specifications;
• River cross-sections surveys will be carried out by Main Consultant at the interval
of about 4 km in the selected reach of rivers. Cross section survey should stress at
least 100 meter on both banks considering SoB datum using verified and consistent
SoB Bench Marks. IWM will assist for identifying location of cross section

collection with the support of field team of Main Consultant. It is to be noted that
cross section data to be collected within inception phase to completed the study in
time. Cross section survey requirement is given in Table 2 below.

All the data will be required to update the model as well as would be required for checking
the precision of outputs of the 1D model.
Secondary Data Collection: Historical data on the relevant Rainfall, water levels and
discharges will also be collected from BWDB and other sources.
Model Updating & Simulation: Hydrological updating of NCRM, NERM, SERM and
EHRM will be done by incorporating historical meteorological data for the period 1985 to
2016. Historically updated hydrological model will be simulated to generate historical
runoffs. Analyzed historical runoffs will be incorporated in hydrodynamic model of
NCRM, NERM, SERM and EHRM which eventually being updated by incorporating
flood plain features and existing channels with topography. The updated model will be
verified with past data. Then the updated hydrodynamic model of NCRM, NERM, SERM
and EHRM will be simulated historically for the period 1985 to 2016 to generate historical
discharge, water levels, cross-section-average velocity.
Frequency Analysis: Frequency analysis will be carried out for historical peak water levels
for the period of 1985 to 2016 using standard software. This aims to get hydrometric values
representing various return period.

6. LIMITATIONS OF SCOPE OF WORK


The scope of work is not to conduct a full, detailed study with all explanations but to
understand the potential impacts of exhibiting flood risks in case they materialize, and also
associate each of them with probabilities. Considering such followings are the limitations
of the scope of work:
• Morphological study is not considered;
• Storm surge effect is not considered;
• Assessment of climate change is not considered.

7. STUDY DURATION
The study will take 6 months composing first 5 months for primary and secondary data
collection, model updating, analysis and rest 1 month for reporting. It is to be noted here
that the river cross-sections surveys by the Main Consultant within 2nd month of the study
will be used for model updating. Hydrometric data collection will cover full flood time for
2 months. The activity schedule is shown in Table 3.

8. STAFFING REQUIREMENTS
The CVs of the staffs composing of the study team is given in Appendix A. The staffing
requirement is shown in the following Table 4.

9. REPORTING
Estimated discharges, water levels and cross section average velocities in terms of 2.33, 10, 25,
50 and 100-year return periods for the listed rivers will be provided in the report. Reporting
will cover IR in 2nd month, DFR in 5th month and FR at the end of 6th month.

10. COST ESTIMATES


The cost is estimated considering IWM-BoT approved professional rate and relevant direct
cost. The MoWR circular regarding professional fees of IWM staffs is attached in Appendix
B.
Then the total cost for the proposed study on 9 bridges stands at Tk. 6,070,785 (Sixty Lac
Seventy Thousand Seven Hundred Eighty-Five Only).
If Karnaphuli bridge is excluded then cost of Tk. 111,000 for hydrometric data collection in
the Karnaphuli bridge will be less and then total cost for the proposed study on 8 bridges
stands at Tk. 5,960,785 (Fifty-Nine Lac Sixty Thousand Seven Hundred Eighty-Five Only).
The above stated cost includes VAT (15%) and IT (12%) of total cost of Tk. 1,639,119. The
cost estimate as per activities is shown in following Table 5.
