*Registration and renewal fee for Postal registration of newspapers is Free
*Fee for renewal of postal registration of newspapers if the application is received after 30th
September but before 31st December of the year is Rs.50.
*Late fee for renewal for postal registration of newspapers if the application is received after
validity period of registration is Rs.100/-.
*Registered Newspapers bill at office of posting (MS-85) is prepared Fortnightly
*Postage due on Registered newspapers without prepayment of postage will be adjusted twice a
month on 16h and 1st of next month.

AIRMAIL SERVICE
 All First class mails and Money Orders are given free air transmission without payment of
any additional air fee.
 Other classes of mails viz., Book , Sample and pattern packets , registered newspapers,
Blind Literature Packets and parcels will be required to be paid with the requisite air
surcharge if they are given air transmission.
 All Surcharged air mail articles must bear the prescribed Blue Air Mail Label available at
the Post Office on the top left hand corner on the address side.
REGISTRATION
 Letters, Letter Cards ,Postcards ,Book and pattern packets ,Blind Literature Packets,
parcels ,newspapers prepaid with postage at newspaper rates of postage may be
registered at an post office transmission by post to any other post office.
 For convenience of firms and other institutions posting atleast 10 registered articles daily ,
a special procedure has been evolved and there is no extra charge for this facility.
Permission will be given by SPOs on application by the parties.
 The sender of a registered article may obtain an attested copy of original receipt signed by
the addressee on payment of the prescribed fee provided that he makes an application for
it within Six Months of the date on which the address signed the original receipt.
 Compensation may be granted to the sender by Head of the Circle at his request solely as
an act of grace and not in consequence f any legal liability upto a limit of Rs.100 for loss of
any inland letter , packet or parcel.
 The application for compensation shall have been made within three months of the date
of posting of the article in case of loss of the article.
 The application for compensation shall have been made within One month of the date of
delivery of article in case of loss of the contents or damage.
 No Compensation will be given on account of postage, registration or packing charges.
 Registration is obligatory in case of
 Any parcel exceeding 4 kilograms in weight.

 Any insured article
 Any parcel addressed to a place for which a customs declaration is required.
 Any article containing postage or other stamps or labels or a cheque , Hundi,Bank
Notes ,Bank post bill , bill of exchange.
 Any article which is reposted after having been delivered
 Any Value payable article.
 Any article bearing the word Registered or any other word ,phrase ,mark to the
like effect ,written or impressed on the cover.
 If fee paid for registration has been partly prepaid , twice the difference between the fee
payable and the amount actually paid will be levied.

OFFICIAL POSTAL ARTICLES

are issued only once.They will not be re-printed again.

 The fee for recall of article of a foreign parcel mail article is Rs.30/-
 Envelopes with coloured borders,wholly transparent,having a transparent panel are not
accepted for insurance.
 Articles which are fully prepaid can be accepted for Insurance.
 The maximum limit of Insurance to foreign countries is Rs.10,000/-
 The maximum weight limit of the foreign Insured Letter is 2kgs
 The maximum weight limit in case of Small Packet of foreign postal articles (except for
certain countries) is 1 kg
 All the small packets should always have Customs declaration irrespective of value.
 The Bulk bag for foreign countries should not be less than 5 kgs and not more than 35
kgs.
 The application for bulk bag facility to foreign countries should be made to Head of the
Circle and its registration charges are Rs.200/-.
 There is no late fee for foreign registered article.

The mail items are further classified as first class and second class mails for the

A Letter means any communication, which is enclosed in an envelope and addressed.

The Director General may prescribe that every letter having contents of a specified nature

INLAND LETTER CARD(ILC)


Communication is contained on a sheet of paper with prescribed size & folding. Inland letter card
is used for transmission within India only.

Registered Newspaper
1. A Registered News paper is a publication consisting wholly or in great part of political or
other news, with or without advertisement. It is published in large numbers at intervals of
not more than 31 days.
2. It should have a bona fide list of subscribers.
3. If such news paper is registered in the office of the Superintendent or Senior
Superintendent of Post offices of the area where News paper is to be published, it will be
treated as 'Registered News paper' for Concessional rates of postage. There is no fee for
registration.
4. The registration number allotted to the paper should be printed on the top of the front
page of the News paper preceded by the word 'Registered'.
5. Registration is valid upto the end of Third Calendar Year.
6. Application for renewal should be submitted in advance before 30th September in which
the registration is to expire.(The late fee is Rs.50/- if applied after 30th September but
before 31st December & Rs.100/- if it is received after expiry date)

India Post allows free transmission of blind literature packets upto 7 kilograms. Papers of any

Parcel

Anything can be sent in a parcel except articles whose transmission is prohibited. It can
contain single communication to the addressee of the parcel. If the parcel is suspected to contain
other than the permitted communication, it will be opened in the presence of the addressee or his
authorized agent, and each written communication will be charged on delivery with double the
letter postage. If the addressee refuses to pay the charges, the parcel will be returned to the sender
from whom the charge will not be recovered.
Weight and Size
(1) The weight of an un-registered parcel should not exceed 4 kilograms (4000 grams). The weight
of a registered parcel should not exceed
(a) 10 kilograms if posted at or addressed to, a branch post office

(b) 20 kilograms in other cases


(2) The length of a parcel should not exceed 1 meter and the length and girth combined should
not exceed 1.80 meters.

(3) No parcel shall be such that, by reason of its shape, manner of packing or any other feature, it
cannot be carried by post without serious inconvenience or risk.

BANKING AND REMITTANCES


SAVINGS ACCOUNT
Salient Features :-
 The Post Office savings Bank General Rules ,1981 came into force on the 1st day of
April,1982.

 SB joint account can be opened by two or three adults
 Minimum age for opening of SB account by a minor himself in his name is 10 years.
 Earlier SB-3 form is used for opening of SB/RD/TD/MIS/SCSS accounts. Now all the
post offices are migrated to CBS platform and new form(AOF) is being used for this
purpose.
 SB 26 receipt is used at branch post offices for opening of SB/RD/TD/SSA accounts.
 Joint account can be opened by two or three adults.
 For Joint A accounts, all the depositors should sign in the withdrawal form.
 For Joint B accounts, any one of the depositors can sign in the withdrawal form
 In case of transfer of joint accounts, application for transfer is required to be signed by all
the depositors.
 Minimum amount to open non-cheque SB account is Rs.50/- and for Cheque account is
Rs.500/- and Maximum : No limit
 Account can be opened by cash only
 Nomination facility is available at the time of opening of account and after opening of
account.
 Under POSB rules 1981,Nomination or cancellation or variation of a nomination shall be
registered at Head Post Office.
 Rate of interest of a SB account opened after 01.10.2018 is 4%
 Presentation of Pass Book is not necessary in case of SB cheque account.
 Withdrawal by cheque in savings accounts shall not be less than Rs.20/-

RECURRING DEPOSIT ACCOUNT
Salient Features:-
 PORD Rules ,1981 came into force on the 1st day of April 1982.
 RD joint account can be opened by two adults only
 Minimum amount for opening of RD account is Rs.10/- and with multiples of Rs.5/-
 Maximum amount : No limit
 An individual can open any number of RD accounts.
 W.e.f 01.01.2019,interest rate for RD account is 7.3%(quarterly comounded)
 On maturity Rs.10/- account fetches Rs.725.05/-

 Maturity Period of RD account is 5 Years and can be continued for another 5 years on year
to year basis.
 RD account can be prematurely closed after 3 years.
 RD withdrawal is allowed after one year by not exceeding 50% of deposits.
 RD default fee is Rs.1.00 for Rs.100/-.
 Rebate is paid for payment of 6 months in advance.
 The account will be treated as discontinued if there are more than four RD month defaults.
 RD account will be permanently discontinued for more than 6 defaults.
 If the date of maturity of RD account is holiday then the depositor can receive the
maturity amount due on the day before the date of maturity.
Example :-Date of maturity of a RD account is 03.01.2010.02.01.2010 and 03.01.2010 are
holidays. Then the amount due on maturity RD account will be paid to the customer on
01.01.2010.
TIME DEPOSIT
 POTD rules came into force,1981 came into force on 1st April 1982
 TD Account can be opened by and individual and Joint account can be opened by two
adults
 Minimum deposit :Rs.100/- and in multiple thereof.
 No maximum limit
 Investment can be made for 1 yr,2 yrs,3 yrs and 5 years.
 W.e.f. 01.01.2019 ,interest rates are

 Any number of accounts can be opened in any postoffice
 Premature closure is allowed after 6 months.
 Account can be opened in the name of minor also.
 The investment under 5 year TD qualifies for benefit of Income Tax under Section 80C
w.e.f 01.04.2007
 In CBS Post offices ,when any TD account is matured, the same TD account will be
automatically renewed for the period for which the account was initially opened .
Example 2 Years TD account will be automatically renewed for 2 Years. Interest rate
applicable on the day of maturity will be applied

MONTHLY INCOME SCHEME


Salient Features:-
 PostOffice MIS Rules 1987 came into force on 15th day of August 1987
 Current Rate of interest in PO MIS w.e.f 01.01.2019 is 7.3% per annum payable monthly.
 Maturity period is 5 years w.e.f 01.12.2011
 Minimum amount to open MIS account is Rs.100/- and with multiples of Rs.100/- there of.

 Maximum investment limit is Rs.4.5 lakhs in Single account and Rs.9 lakhs in joint
accounts.
 Any number of accounts can be opened in any post office subject to maximum limit by
adding balance in all the accounts.
 Joint account can be opened by two or three adults.
 No Bonus is admissible on the deposits made on or after 01.12.2011
 Interest can be transferred from MIS to SB account.
 If the interest payable on every month in MIS is not claimed by the depositor, such interest
will not earn additional interest.
15 YEAR PUBLIC PROVIDENT FUND
Salient features :-
 Public Provident Fund Scheme,1968 came into force on 1st day of July 1968.
 Current rate of interest in PPF is 8.0% per annum from the date of deposit(Compounded
yearly)
 An individual can open account with Rs.100/- but has to deposit minimum of Rs.500/- in
a financial year and maximum of Rs.1,50,000.
 Deposits can be made in lump-sum or in 12 installments.
 Maturity period is 15 years but the same can be extended within one year of maturity for
further period of 5 years .
 Joint accounts cannot be opened.
 Premature closure is not allowed before 15 years.
 Deposits qualify for deduction from income under section 80C of IT
 Interest earned on PPF is completely tax free
 Loan facility is available from 3rd financial year.
 Withdrawal is allowed every year from 7th financial year from the year of opening
account.
 15 year PPF account standing at Post Office can be transferred to SBI or its subsidiaries
and vice versa.
 PPF account can be opened in a Post Office which is doubled handed and above.
 Rate of interest on amount of loan taken from PPF account that is not or is repaid only in
part within thirty six months is 6%
 Default fee for PPF account on non maintaining minimum balance is Rs.50/-
SENIOR CITIZENS SAVINGS SCHEME
Salient features:-
 Senior Citizens Savings Scheme Rules came into force on the 2nd day of October,2004.
 An individual of the age of 60 yeas or more may open the SCSS account.
 Rate of interest on SCSS accounts w.e.f 01.01.2019 is 8.7% per annum.
 There shall be only one deposit in SCSS account with multiples of Rs.1000/- and maximum
limit not exceeding Rs.15 lakhs.
 Maturity Period is 5 years.

 A depositor may operate more than on account in individual capacity or jointly with
spouse. No age criteria for joint holder(Spouse) in case of joint SCSS account.
 Account can be opened by cash for amount below Rs.1,00,000 and by cheque for the
amount above Rs.1,00,000.
 Premature closure is allowed after one year on deduction of an amount equal to 1.5% of
the deposit and after 2 years 1% of the deposit.
 After maturity, the account can be extended for further three years within one year of the
maturity by giving application in prescribed format.
 Account can be transferred from one PO to another.Fee for transfer of SCSS account is
----Rs.5.00 per lakh if the transfer is for the first time and the one lakh or above.
----Rs.10.00 per lakh if the transfer is for the second time.
 Fee for issue of duplicate Passbook for first time is free and for second and subsequent
times is Rs.20.00
 Fee for cancellation of nomination in respect of SCSS accounts is Rs.1.00
 Retired Defence Personnels (excluding Civilian Defence Employees) can open SCSS
accounts only on attaining the age of 50 years.Earlier there was no age restriction for those
personnel.
SUKANYA SAMRIDDHI ACCOUNT
 Sukanya Samriddhi accounts scheme was launched by Prime Minister on 22nd January
2015.
 A legal Guardian /Natural Guardian can open the account in the name of girl child.
 Account can be opened upto the age of 10 years from the date of birth of girl child.
 A guardian can open only one account in the name of girl child and maximum of two
different girl children.
 Minimum amount for opening of SSA is Rs.250/- and subsequent deposits in multiples of
Rs.100/- and maximum of Rs.1,50,000 in a financial year.
 Deposits can be made in lump sum and no limits on number of deposits either in a month
or in a financial year.
 Rate of interest w.e.f 01.01.2019 is 8.5% per annum.
 Partial withdrawal,maximum of 50% of the balance at the end of preceeding year is
allowed in a SSA for girl higher education and marriage after she attains 18 years of age.
 Account can be closed after completion of 21 years.
 Normal premature closure will be allowed after completion of 18 years provided that girl
is married.
 There is no nomination facility in SSA account.
 Only One withdrawal is allowed in a financial year in SSA account.
 Five withdrawals are allowed in a SSA account in its entire period.

5 Years National Savings Certificate(VIII Issue)
Salient Features:-
 NSC (VIII Issue) Rules 1989 came into force on 8th day of May,1989

 Rate of interest for NSC certificates w.e.f 01.01.2019 is 8.0% compounded six monthly but
payable at maturity.INR Rs.100/- grows Rs.146.93/- after 5 years.
 Minimum : Rs.100/- and in multiples of Rs.100/-. No Maximum limit
 W.E.F 01.07.2016 ,there will be no denomination of NSC .NSC VIII Issue can be issued for
minimum of Rs.100/- and in multiples of Rs.100/-.
 NRI’s are not eligible for purchase of NSC/KVP.
 NC-4(a) is issued to the investor when certificates are not issued immediately.
 Nomination facility is available.
 More than one nominee is not allowed in respect of denomination of Rs.100/-
 All saving certificates are printed at Government of India Security Press,Nasik
 Sale of pre-printed certificates is stopped w.e.f 01.7.2016 and certificates are to be issued
in the shape of Passbooks.
 NSC Certificates can be presented at any post office for encashment.
 Any number of certificates can be purchased by the investor.
 A single holder type certificate can be purchased by, an adult for himself or on behalf of
a minor or by a minor.
 Deposits qualify for tax rebate under Sec. 80C of IT Act.
 The interest accruing annually but deemed to be reinvested under Section 80C of IT Act.
 In case of NSC VIII , transfer of certificates from one person to another can be done only
once from date of issue to date of maturity.
 At the time of transfer of Certificates from one person to another, old certificates will not be
discharged. Name of old holder shall be rounded and name of new holder shall be written on the
old certificate and on the purchase application(in case of non CBS Post offices) under dated
signatures of the authorized Postmaster along with his designation stamp and date stamp of Post
office.
KISAN VIKAS PATRAS
 KVP Rules 1988 came into force on the 1st day of April 1988
 KVP discontinued in Dec 2011 and re-launched on 18.11.2014
 Current Interest rate is 7.7 %.Amount invested doubles in 112 months (9 years & 4 months)
 Minimum : Rs.1000/- and in multiples of Rs.1000/-. No Maximum limit
 W.E.F 01.7.2016 ,there will be no denomination of KVP.KVPs can be issued for minimum
of Rs.1000/- and in multiples of Rs.1000/-.
 NRI’s are not eligible for purchase of NSC/KVP.
 NC-4(a) is issued to the investor when certificates are not issued immediately.
 Nomination facility is available.
 All saving certificates are printed at Government of India Security Press,Nasik

ATAL PENSION YOJANA
 It is focused on all citizens in unorganized sector.
 It is administered by Pension Fund Regulatory and Development Authority
(PFRDA) through NPS structure.
 Monthly , Quarterly , Half-Yearly prescribed contributions under APY for different
minimum guaranteed Pension ranging from Rs.1000/- to Rs.5000/-.
 Applicable to all citizens of India aged between 18 to 40 years.

 Government of India also contributes 50% of the subscribers contribution or
Rs.1000/- per annum whichever is lower.
 Subscriber has to pay premium upto the age of 60 years.
 If the premium is not paid for 6 months , the account will be frozen.
 If the premium is not paid for 12 months , the account will be deactivated .
 If the premium is not paid for 24 months , the account will be closed
 Exit before 60 years is not permitted.But permitted only in exceptional cases i.e in
the event of death of beneficiary or terminal disease.
 On attaining the age of 60 years
 The exit from APY is permitted with 100% annuitization of pension
wealth.
 In case of death of the subscriber due to any case , pension would be
available to spouse and on death of both of them , the pension corpus
would be returned to his nominee.

BRIEF GIST ON SAVINGS BANK AND SAVNGS CERTIFICATES
1. CBS means Core Banking Solution.
2. Vendor of CBS Finacle is Infosys.
3. In CBS , all departmental offices are called Service Outlets (SOL).
4. Pay-in-slip form - Form SB -103.It can be filled in either in English or in Hindi or in
the Regional Language at the option of depositor.

7. Two uniform common CBS Passbooks - SB-5 and SB-5A
8. SB-5 will be used for SB/RD/MIS/SCSS/SSA and PPF schemes and SB-5A is used for
NSC/KVP and TD accounts.
9. The authorized stock of CBS Passbooks for each Sub Post Office will be fixed by
Divisional Head.
10. If the depositor fails to take the delivery of his CBS Passbook within 30 days from the date
of its receipt in the HO or SO , the SO will forward the CBS Passbook to the HO duly entered in
the list of documents with remarks ‘’Undelivered’’.
11. If the CBS passbook is not claimed within a period of three months from the date of its
original receipt at HO , it should be forwarded to SBCO for safe custody.
12. A receipt from SB-28 receipt book will be issued when ever the CBS passbook is made
over by depositor to a post office for any purpose.

13. Preliminary receipts SB-26 are printed in books of 50 receipts in triplicate for branch
offices and are machine numbered.It is issued when ever an account is opened at BO.

15. In case of illiterate depositors , left hand thumb impression (LTI) of female and right hand
thumb impression(RTI) of male depositors are required to be taken instead of signatures in
AOF(Accounting Opening Form).

The Postmaster may grant exemption from the payment of fee of rupee ten if the Passbook
has been spoiled or lost or destroyed under the circumstances beyond the control of depositors.
23. The 1st April will be observed as non –transaction day for calculation of interest.
24. If the interest bearing balance during a month is less than Rs.20 it will not be taken into
account for interest calculation.
25. If the total interest for the year in the account is less than one rupee , no interest is
allowed.
