1. PURPOSE
The purpose of this MOS is to describe the Procedure/Methodology used in carrying out OHL
Opening/Closing of Jumpers, for 33 kV OHL' s Network at ADCO fields and terminals.
2. SCOPE
This MOS covers all the Steps & Description of Work for carrying out OHL Opening/Closing of
Jumpers, for 33 kV OHL' s Network at ADCO fields and terminals.

3. RESPONSffiiLITIES

3.1 Site Engineer (cobra): Responsible for monitor execution of all the Site activities,
ensure the works are carried out as per the relevant Standards & comply ADCO HSE
requirements, availability of all required Resources and progress of Work as per the
schedule ·

3.2 Site Supervisor/Job Performer (cobra): Responsible to carry out the maintenance
activities with own team following QC and HSE procedures, allotment and supervision of
works individual groups, guide and monitor the work force and progress, Report to the
Site Engineer on regular basis

6. SEQUENCE OF ACTIVITIES

6.1 Mobilization .The crew consisting of Manpower, equipment's and tools as per the contract
and as described in section 7 below is mobilized to each field on agreed plan and approval
from contract focal point, (Mr. Mazen Tahboub-TL(Power)-Bab )

6.2 PTW. Permit to work is obtained from corresponding ADCO Area Authority in charge for
the electrical network where the maintenance activity is to be carried out. A detail task risk
assessment is carried out and approval taken from all parties concerned prior to raising the
permit.

6.3 HVEC. For all live line works,HVEC to be obtained on COBRA authorized personnel,
enrolled with ADCO eptw system. The same to be cancelled on suspension/completion oflive
line works. For all works on isolated/de-energized lines, HVEC to be issued to ADCO
personnel and attached to the eptw.

6.4 Live Line Check list. Cobra's mandatory checklist is carried out by the JP/Live Line
Supervisor prior to start of the work followed by TBT on a day to day basis.

6.5 Opening Closing Live Jumper/Bridges


(a) Positioning of lAP and checking its leakage current.

( 1) After ensuring the condition and stability of the structure to be worked upon the lAP
mounted truck to be positioned in such a manner to get access to the required point of
work with minimum maneuver.
(2) Connect the truck to the earth system.
(3) Cleaning of the lAP boom with rags and acetone.
(4) Connecting the leakage current measuring instrument and raising the lAP boom from the
platform of the truck to enable the lAP platform in contact with any of the phase line
conductor.
* To commence the work it is mandatory to have the reading done above to be less than 33
microamperes for 33Kv.

* Always maintain safe distance of 0.8m between different potential.


(b) Approaching with lAP in the proximity of the live line and carrying out
the fOllowing task.
(1) Ensure that no current is flowing at the point where the live Jumper/ Bridge is to be opened
or closed
(2) Apply pad locks on isolators downstream in open position to that of the point where
Jumper/Bridge is to be opened /closed.
(3) Install by Pass cable with Parking Clamp step by step.
(4) Apply protection covers wherever necessary.
(5) Open/ Close Jumper/ Bridges (secure opened jumpers based on electrical principle).

8. RISKRATING

As all the activities carried out above ground, with thorough & strict Supervision, competent
Workforce and TRA attached to be strictly complied.

9. HSE REQUIREMENTS

9.1 ADCO Standard PPE will be worn by all the personnel at site at all times. Special PPE
(Fluorescent Jacket) identifying Rigger & Banks man will be used.

9.2 Full Body Harness shall be used by Over Head Fitters while Climbing the Tower and
Working at Height

9.3 Ensure anchoring Lanyard of Full Body Harness always & above Head Level while
Climbing & Working at Height

9.4 Only Experienced & Trained/Competent Lineman should be assigned for the Work

9.5 Assign Safety Watch while Work 1s m progress simultaneously at High &
Bottom/Ground Levels

9.6 Use appropriate Carrier for Tools while Climbing & Working at Height

9.7 No Tool/Material should be hoisted unless it is properly tied & secured

9.8 All Drivers will have Valid UAE License &ADSD

9.9 Lifting Gears to be used shall be properly Certified &Colour Coded as per ADCO
current code

9.10 All Vehicle/Machineries movement will be through the approved/official crossings

9.11 Fire extinguishers for all equipment (Crane) will be inspected by competent person and
kept in good operational condition

9.12 Conduct TBT to all the work force including drivers and operators involved in Work
emphasizing the criticality of Site Conditions

9.13 Make all the individuals aware of ADCO Emergency Response Procedures prior to
Work

9.14 Any incident will be reported to the area control room

9.15 Good Housekeeping at all times

10. QA/QC REQUIRMENTS:

10.1 Live Line Checklist shall be maintained for each day task.
10.2 Daily Accomplishment Reports
10.3 Look Ahead Plan
10.4 Manpower/Equipment Schedule

1. PURPOSE

2. SCOPE
This MS covers all the Steps & Description of Work for carrying out straightening of
tilted/twisted Poles, for 33 kV OHL' s Network at ADCO fields and terminals.

3. RESPONSffill-ITIES

6. SEQUENCE OF ACTIVITIES

6.1 Mobilization .The crew consisting of Manpower , equipments and tools as per the contract

6.3 Live Line Check list. Cobra' s mandatory checklist is carried out by the JP/Live Line
Supervisor prior to start of the work followed by TBT on a day-to-day basis.

6.4 General Maintenance


(a) Positioning ofiAP and checking its leakage current.

(1) After ensuring the condition and stability of the structure to be worked upon the lAP
mounted truck to be positioned in such a manner to get access to the required point of
work with minimum maneuver.
(2) Connect the truck to the earth system.
(3) Cleaning of the lAP boom with rags and acetone.
(4) Connecting the leakage current measuring instrument and raising the lAP boom from the
platform of the truck to enable the lAP platform in contact with any of the phase line
conductor.
* To commence the work it is mandatory to have the reading done above to be less than 33
microamperes for 33kV

*Always maintain safe distance of0.8m between different potential.

(b) Straightening of tilted/twisted pole

(1) Installing Protective covers on to the Pole to be Straightened


(2) Holding the pole with webbing sling using a mobile crane
(3) Removing the earth on the pole foundation
(4) Aligning the pole in line with the OHL
(5) Backfilling the Pole foundation
(6) Applying gatch material
(7) Remove the webbing sling used to hold the pole using the mobile crane
(8) Compact the pole foundation
(9) House Keeping

6.3 HVEC. For all live line works,HVEC to be obtained on COBRA authorized personnel,
enrolled with ADCO eptw system. The same to be cancelled on suspension/completion of live
line works. For all works on isolated/de-energized lines, HVEC to be issued to ADCO
personnel and attached to the eptw.

6.4 Live Line Check list. Cobra' s mandatory checklist is carried out by the JP/Live Line
Supervisor prior to start of the work followed by TBT on a day-to-day basis.

6.5 General Maintenance


(a) Positioning of lAP and checking its leakage current.
(1) After ensuring the condition and stability of the structure to be worked upon the lAP
mounted truck to be positioned in such a manner to get access to the required point of
work with minimum maneuver.
(2) Cleaning of the lAP boom with rags and acetone.
(3) Connecting the leakage current measuring instrument and raising the lAP boom from the
platform of the truck to enable the lAP platform in contact with any of the phase line
conductor.
* To commence the work it is mandatory to have the reading done above to be less than
33 microamperes for 33Kv.

* Always maintain safe distance of 0.8m between different potential.


(b) Replacing of wooden pole structure. (Suspension Poles )

(1) Shifting adjacent poles conductors on to pulley by installing pulleys to insulators free
movement for the section in which a pole is to be replaced.
(2) Detach Earth wire/ OPGW from the pole which is to be preplaced
(3) Detaching conductors from Insulators and holding it apart using Insulated ropes for the pole
which is to be replaced
(4) Removing cross arms from the pole which is to be replaced
(5) Putting Protective covers on the pole and holding it with non-conductive webbing sling
hooked to a mobile crane boom
(6) Removing the earth used to bury the pole foundation using mechanical device
(7) Lifting the Pole vertically up above the ground controlling movement using tag line

(8) Lowering the pole carefully between the conductors on to the ground by controlled releasing
of wire rope on the crane boom hooked on to the pole
(9) Pulling away the pole to a safe place from the overhead line
(1 0) Excavation of new pole pit
(11) Mark & drill holes on to new pole for mounting cross arms& Kicking logs
(12) Move the pole on the ground level and beneath the line
(13) Install kicking log on the bottom of the pole
(14) Install protective covers on the top of the pole which when lifted would come in interface
with conductors
(15) Lift up the pole in the same manner as the damaged pole was lowered and hold in position
with the mobile crane
(16) Mount the cross arms and align the pole in line using mobile crane and tag line
(17) Backfill the pole pit using mechanical device
(18) Remove the crane hook and webbing sling on the pole
(19) Mount the insulators on to the cross arm
(20) Clip Earth Wire/ OPGW on to the corresponding cross arm
(21) Install pulleys on the insulators
(22) Transfer conductors on to the pulley
(23) Check the Sag
(24) Clip all the conductors with the insulators for the whole section
(25) Compact the pole Bonding
(26) House Keeping

8. HSE REQUIREMENTS

9.1 ADCO Standard PPE will be worn by all the personnel at site at all times. Special PPE
(Fluorescent Jacket) identifying Rigger & Banks man will be used.

9.2 Full Body Harness shall be used by Over Head Fitters while Climbing the Tower and
Working at Height

9.3 Ensure anchoring Lanyard of Full Body Harness always & above Head Level while
Climbing & Working at Height

9.4 Only Experienced & Trained/Competent Lineman should be assigned for the Work

9.5 Assign Safety Watch while Work 1s in progress simultaneously at High &
Bottom/Ground Levels

9.6 Use appropriate Carrier for Tools while Climbing & Working at Height

9.7 No Tool/Material should be hoisted unless it is properly tied & secured

9.8 All Drivers will have Valid UAE License &ADSD

9.9 Lifting Gears to be used shall be properly Certified &Color Coded as per ADCO current
code

9.10 All Vehicle/Machineries movement will be through the approved/official crossings

9.11 Fire extinguishers for all equipment (Crane) will be inspected by competent person and
kept in good operational condition

9.12 Conduct TBT to all the work force including drivers and operators involved in Work
emphasizing the criticality of Site Conditions

9.13 Make all the individuals aware of ADCO Emergency Response Procedures prior to
Work

1. PURPOSE
The purpose of this MS is to describe the Procedure/Methodology used in carrying out Cable
Termination & Splicing, for 33 kV OHL' s Network at ADCO fields and terminals.
2. SCOPE
This MS covers all the Steps & Description of Work for carrying out Cable Termination
&Splicing, on 33 kV OHL's Network at ADCO fields and terminals.

3. RESPONSffiiLITIES

3.1 Site Engineer (cobra): Responsible for monitor execution of all the Site activities,
ensure the works are carried out as per the relevant Standards & comply ADCO HSE
requirements, availability of all required Resources and progress of Work as per the
schedule

3.2 Cable Jointer/Job Performer (cobra): Responsible to carry out the maintenance
activities with own team following QC and HSE procedures, allotment and supervision of
works individual groups, guide and monitor the work force and progress, Report to the
Site Engineer on regular basis

6. SEQUENCE OF ACTIVITIES

6.1 Mobilization .The crew consisting of Manpower , equipments and tools as per the contract
and as described in section 7 below is mobilized to each field on agreed plan and approval
from contract focal point, (Mr. Mazen Tahboub - TL(Power)~Bab)

6.2 PTW. Permit to work is obtained from corresponding ADCO Area Authority in charge for
the electrical network where the maintenance activity is to be carried out. A detail task risk
assessment is carried out and approval taken from all parties concerned prior to raising the
permit.

6.3 HVEC. For all works on isolated/de-energized lines, HVEC to be issued to ADCO
personnel and attached to the eptw.

6.4 Live Line Check list. Cobra's mandatory checklist is carried out by the JP/Live Line
Supervisor prior to start of the work followed by TBT on a day-to-day basis.

6.5 Splicing and Termination

(1) Ensure that the cable to be terminated I spliced are isolated by using the Hot Tester
(2) Discharge the cable to be terminated I spliced using portable Earth stick & apply earth on
either side of the point of work on the OHL.
(3) Mark the cores to terminal to match later, before disconnecting the cable from the OHL
(4) Measure the Insulation Resistance of the cable and record
(5) Prepare the bale for termination /splicing
(6) Carry out the termination/ Splicing as per the instructions given by the manufacture and
standards in practice
(7) Measure the Insulation Resistance of the cable and record
(8) HIPOT to be done as per clients requirement
(9) Connect both end of the cable to the OHL, the cores to match as marked earlier (step-3)
(1 0) Remove the local earth applied on both side of the cable
(11) House Keeping
