Dear teachers, classmates,

Ladies and gentlemen, friends:

  Hello everyone! This time, at the invitation of President Nazarbayev, I came to


Kazakhstan, a great neighbor, for a state visit. I am very happy to have the
opportunity to meet with Nazarbayev University and meet with you.

  First of all, I convey the sincere greetings and best wishes of the Chinese
people to the friendly Kazakh people, to the teachers and students of Nazarbayev
University, to all the friends present here.

  The Kazakh nationality has a proverb: "The history of a piece of land is the
history of the people above her." Since Kazakhstan’s independence, under the
leadership of President Nazarbayev, political stability has been long-term, the
economy has developed rapidly, people’s livelihood has improved substantially, and
international influence has improved significantly.

  The city of Astana, where we are located, has developed into a beautiful and
modern city in just over a decade. It is a beautiful poem written by the people of
Kazakhstan on this magical land. Here, I saw the hard work and wisdom of the people
of Kazakhstan and the bright future of the people of Kazakhstan.

  Ladies and gentlemen, friends!

  More than 2,100 years ago, Zhang Huan of the Han Dynasty of China shouldered
the mission of peace and friendship. He twice sent to Central Asia, opened the door
of friendly exchanges between China and Central Asian countries, and opened up a
Silk Road that traverses things and connects Europe and Asia.

  My hometown of Shaanxi is located at the beginning of the ancient Silk Road.
Standing here, looking back at history, I seem to hear the echoing camel bells in
the mountains and see the lonely smoke floating in the desert. All this makes me
feel very kind.

  This land of Kazakhstan is the place where the ancient Silk Road passes. It has
made important contributions to the communication of Eastern and Western
civilizations and the promotion of exchanges and cooperation between different
ethnic groups and different cultures. Eastern and Western envoys, caravans,
tourists, scholars, and artisans are constantly flowing, and countries along the
way have exchanges, learn from each other, and jointly promote the progress of
human civilization.

  The ancient city of Almaty on the ancient Silk Road has a singular sea avenue,
and people have such a story. In 1941, the Great Patriotic War broke out, and the
famous Chinese musician, Qi Xinghai, moved to Almaty. On the occasion of
unaccompanied and poor, the Kazakh musician Jakartamov accepted him and provided
him with a warm home.

  In Almaty, Xing Xinghai created famous music works such as "National
Liberation", "Sacred War" and "Man Jianghong", and created a symphonic poem "Aman
Gairde" according to the deeds of the national hero Aman Ghald of Kazakhstan.
Inspire people to fight against fascism and be widely welcomed by local people.

  For thousands of years, on this ancient Silk Road, the people of all countries
have written a friendly chapter of the ancient times. The history of exchanges over
two thousand years proves that as long as we persist in unity, mutual trust,
equality and mutual benefit, tolerance and mutual learning, and win-win
cooperation, countries of different races, different faiths and different cultural
backgrounds can share peace and common development. This is a precious revelation
left to us by the ancient Silk Road.

  Over the past 20 years, with the rapid development of relations between China
and the Eurasian countries, the ancient Silk Road has increasingly ignited new
vigor and vitality, and in a new way, the mutually beneficial cooperation between
China and the Eurasian countries has been continuously pushed to a new historical
height.

  A distant relative is not as close as a neighbor. China and Central Asian
countries are friendly neighbors linked by mountains and rivers. China attaches
great importance to developing friendly relations and cooperation with the
countries of Central Asia and regards it as a diplomatic priority.

  At present, the development of relations between China and Central Asian
countries faces a rare opportunity. We hope to work with Central Asian countries to
continuously enhance mutual trust, strengthen friendship, strengthen cooperation,
promote common development and prosperity, and benefit the people of all countries.

  ——We must adhere to the friendship of generations and be a good neighbor of


harmony and harmony. China adheres to the path of peaceful development and firmly
adheres to an independent foreign policy of peace. We respect the development path
and the internal and external policies pursued by the people of all countries and
will never interfere in the internal affairs of Central Asian countries. China does
not seek the dominance of regional affairs and does not operate the sphere of
influence. We are willing to strengthen communication and coordination with Russia

region.

trust. Firmly supporting each other on major core interests such as national
sovereignty, territorial integrity, security and stability is the essence and
important content of China's strategic partnership with Central Asian countries. We
are willing to strengthen mutual trust and deepen cooperation with all countries in
the framework of bilateral and Shanghai cooperation organizations, and work
together to crack down on "three forces", drug trafficking, and transnational
organized crime, and create a favorable environment for regional economic
development and people's livelihood.
  ——We must vigorously strengthen pragmatic cooperation and be a good partner
for mutual benefit and win-win. China and Central Asian countries are at a critical
stage of development, facing unprecedented opportunities and challenges. We have
all proposed medium and long-term development goals in line with our national
conditions. Our strategic goal is the same, that is, to ensure long-term stable
economic development, to achieve national prosperity and prosperity and national
rejuvenation. We must comprehensively strengthen pragmatic cooperation and
transform the advantages of political relations, geographical proximity, and
economic complementarity into pragmatic cooperation advantages and sustained growth
advantages, and create a mutually beneficial and win-win community of interests.

The Eurasian Economic Community and the Shanghai Cooperation Organization member
countries and observer countries across Europe and Asia, South Asia and West Asia
can gain more room for development by strengthening the cooperation between the
Shanghai Cooperation Organization and the Eurasian Economic Community.

  Ladies and gentlemen, friends!

  In order to make our Eurasian countries more economically connected, deeper and
more in-depth cooperation, and more extensive development space, we can use the
innovative cooperation model to jointly build the "Silk Road Economic Belt." This
is a great cause for the benefit of the people of all countries along the way. We
can do the following aspects from the following aspects, from point to face, from
line to film, and gradually form regional cooperation.

  First, strengthen policy communication. Countries can fully exchange economic


development strategies and countermeasures, and in accordance with the principle of
seeking common ground while reserving differences, negotiate and formulate plans
and measures to promote regional cooperation, and "green light" for regional
economic integration in policy and law.

  Second, strengthen road connectivity. The Shanghai Cooperation Organization is


negotiating a transport facilitation agreement. Signing and implementing this
document as soon as possible will open up a large transport corridor from the
Pacific Ocean to the Baltic Sea. On this basis, we are willing to actively explore
and improve cross-border transportation infrastructure with all parties, and
gradually form a transportation network connecting East Asia, West Asia and South
Asia to facilitate economic development and personnel exchanges between countries.

  Third, strengthen trade flow. The Silk Road Economic Belt has a total
population of nearly 3 billion, and its market size and potential are unique. The
potential for cooperation between countries in trade and investment is enormous.
All parties should discuss and make appropriate arrangements for trade and
investment facilitation, eliminate trade barriers, reduce trade and investment
costs, improve the speed and quality of regional economic loops, and achieve mutual
benefit and win-win results.

  Fourth, strengthen currency circulation. Countries such as China and Russia


have carried out good cooperation in the settlement of local currency, and have
achieved gratifying results and accumulated rich experience. This good practice
needs to be promoted. If countries implement local currency exchange and settlement
under current account and capital account, they can greatly reduce circulation
costs, enhance their ability to withstand financial risks, and improve the
international competitiveness of the region's economy.

  Fifth, strengthen the commonwealth of the people. The country’s turn is in the
people’s blind date. To do a good job in cooperation in these areas must be
supported by the people of all countries. It is necessary to strengthen people's
friendly exchanges, enhance mutual understanding and traditional friendship, and
lay a solid foundation of public opinion and social foundation for regional
cooperation.

Dear teachers, classmates!

  Youth is the future of the nation. Aba Kunambayev, a great poet and thinker in
Kazakhstan, said: "The world is like the ocean. The times are like the wind. The
waves are like brothers. The waves are brothers. After the wind, the waves push the
waves, and the times are all the same." The energetic spirit of my classmates, I
can't help but think of my college days, it is an unforgettable memory of youth.

  The people of Kazakhstan often say: "There is knowledge, the world is bright;
without knowledge, there is chaos in front of you." Knowledge is power. Youth is a
golden age for learning knowledge, cultivating sentiment, and growing skills. I
believe that the students who have come out of here will surely become the pillars
of Kazakhstan's national rejuvenation.

  In order to promote youth exchange within the framework of the Shanghai
Cooperation Organization, China will provide 30,000 government scholarships to the
SCO member states in the next 10 years, and invite 10,000 Confucius Institute
teachers and students to study in China. I hope that you can use the above
scholarships to study and exchange in China.

  Here, I invite 200 teachers and students from your school to go to China to
participate in summer camp activities next year.

  Youth is a new force in the friendship of the people. Young people have similar
tastes and intentions, and the most talked about, it is the easiest to form a pure
friendship. Here, I am reminded of two touching stories of the exchanges between
the Chinese and Kazakh peoples.

  The first is that in the late 1940s, a Chinese guy working in Xinjiang met the
beautiful girl Valentina who worked in a local hospital. The two really fell in
love and got married and had children. Later, for some objective reasons, Valentina
returned to China, when their son was only 6 years old. When the child grew up, he
constantly searched for his mother and tried every means. There was no news. In
2009, his son finally found his mother, Valentina, and his mother lived in Almaty.
This year, his son is 61 years old and Valentina is 80 years old. Later, the son
came to Almaty to visit his mother and also took his mother to China. The happiness
that is half a century late is a powerful testimony to the friendship between the
Chinese and Kazakh peoples.

  The second is that the RH-negative blood type is a very rare blood type in
China and is called "panda blood." It is difficult for patients of this blood type
to find a source of blood. Ruslan, a student from Kazakhstan, is the blood type.
During his studies at Hainan University, Ruslan has participated in voluntary blood
donation since 2009, twice a year, contributing to the relief of some Chinese
patients. When Chinese friends praised Ruslan, Ruslan said: "I feel that I should
help others. Blood donation is what I should do."
  These two touching stories are just two episodes in the epic poems of friendly
exchanges between the Chinese and Kazakh peoples, but they fully demonstrate that
our two peoples are heart-to-heart and close to each other.

  I believe that the young people of China and Kazakhstan, including all of you
here, will surely become the messengers of China-Kazakhstan friendship and
contribute youth and strength to the development of China-Kazakhstan comprehensive
strategic partnership.

  China and Kazakhstan are friendly neighbors that are dependent on each other.
More than 1,700 kilometers of common borders, more than 2,000 years of exchange

Ladies and gentlemen, friends:

  Aba dam! Hello everyone! Today, I am very happy to have the opportunity to come
to the Indonesian National Assembly and meet with my friends.

  At the invitation of President Susino, I visited Indonesia, which is known as


the "land of thousands of islands". This is the first stop of my trip to Southeast
Asia. It is a journey of inheriting friendly relations and a journey of planning
cooperation.

  First of all, on behalf of the Chinese government and people, and in my own
name, I would like to extend my sincere greetings and best wishes to all the
friends present here and to the brotherly Indonesian people!

  Twenty years ago, I visited your country and experienced the development of
Indonesia and the richness of nature and culture. In 20 years, it was a flick of a
finger, but the scene at that time seemed to have happened yesterday, still vivid.
Once again set foot on this beautiful land, I feel more deeply the vitality of the
relationship between the two countries and deeply understand the deep friendship of
the two peoples.
  In recent years, under the leadership of President Susino, the Indonesian
people have united their efforts and worked hard to create a good situation in
which economic development, social stability, and national strength are
flourishing. I sincerely wish the Indonesian people to continue to create a better
future based on their hard work and wisdom.

  China and Indonesia face each other across the sea. The history of friendly
relations between the two countries has a long history. In the process of long-term
exchanges, the two peoples have jointly written a cadenza of music and exchanges.
As described in the well-known Indonesian folk song "The Beautiful Solo River" in
China, "Your source comes from Thoreau, and Wanzhongshan sends you all the way. The
rolling waves flow into the distance and flow into the ocean." The development of
relations between China and Indonesia, like the beautiful Solo River, has crossed
the mountains and rushed to the sea and has gone through an extraordinary journey.

  As early as the Han Dynasty of China more than 2,000 years ago, the two peoples
overcame the barriers of the sea and opened the door to the exchanges. At the
beginning of the 15th century, Zheng He, a famous navigator of the Ming Dynasty in
China, sailed across the ocean seven times. He visited the Indonesian archipelago
every time. He traveled to Java, Sumatra, Kalimantan and other places, leaving a
historical story of friendly exchanges between the two peoples, many of them. It
has been passed down to the present day.

  For hundreds of years, the vast and vast sea has not become an obstacle to the
exchanges between the two peoples. Instead, it has become a friendly link
connecting the two peoples. The fleet of goods and passengers between the two

National Museum of Indonesia displays a large number of ancient Chinese porcelain.

the Bandung spirit centered on peaceful coexistence and seeking common ground while

  During this visit, I and President Susino jointly announced the promotion of
China-Indonesia relations into a comprehensive strategic partnership, in order to
let the relations between the two countries continue to develop and develop in an

  Now, the mutual trust between our two countries has deepened and the political
foundation of bilateral relations has become stronger. The pragmatic cooperation
between the two countries is more extensive. It has traditional fields such as
economy, trade, finance, infrastructure, energy resources, and manufacturing. It
has also expanded into emerging fields such as aerospace and offshore. It can be
described as "going to heaven" and "going into the sea" to the people of the two

  The Surabaya-Maduola Bridge, which was jointly built by China and Indonesia, is
the longest cross-sea bridge in Southeast Asia. The Gattigedi dam, which will be
completed in cooperation, will have an irrigation area of 90,000 hectares, which

between China and Indonesia in major international and regional affairs has been
continuously strengthened. The relationship between the two countries has

  These are important signs of the friendly relations between China and Indonesia
in the new era.

  The Indonesian people often say: "Money is easy to get, and friends are hard to
find." The sincere friendship of the people of our two countries is a precious
asset that is hard to find.

  On December 26, 2004, a 9-magnitude earthquake struck the calm Indian Ocean and
triggered a massive tsunami. The world was shocked by the loss of major life and
property in the province of Indonesia. After the tsunami, the Chinese government
immediately launched an emergency response mechanism. On the same day, it announced
assistance to the affected countries including Indonesia and launched the largest
foreign rescue operation since the founding of New China. In China, from the
factory to the airport, relief supplies are all green, and a plane is loaded with
the love of the Chinese people to fly to the disaster areas of Aceh. The China
International Rescue Team is the first international rescue team to arrive in Aceh.
They have treated more than 10,000 affected people in just 13 days. The local
people saw them, and many people learned to speak in Chinese: "China, Beijing, I
love you."

  The Chinese people also spontaneously expressed their condolences and


contributions to the people in the disaster-stricken areas in Indonesia in various
ways. There is an old man in Hangzhou, his family is not rich, his wife has been
hospitalized for a long time, he has just finished surgery, but in order to let the
children in the disaster area in Indonesia continue to study, he donated a hard-
earned 1,000 yuan. Although there are not many money, it fully reflects the deep
friendship of the Chinese people towards the Indonesian people.

  Similarly, when the Chinese people encountered serious natural disasters, the
Indonesian people also extended a helping hand to the Chinese people. On May 12,
2008, a devastating earthquake occurred in Wenchuan, China, and people in the
disaster areas urgently needed assistance. Indonesia first extended a helping hand
to the Chinese people and sent a medical team to the disaster area. After the
Indonesian medical team arrived in the disaster area, regardless of the danger of
aftershocks, they worked day and night to diagnose 260 victims and provided free
medical consultation for 844 residents and 120 students. The Indonesian medical
team members donated all their money to the disaster area before returning home.
The Indonesian people also volunteered to donate money and materials to the
Wenchuan earthquake-stricken areas. Some of them made a special trip to the Chinese
Embassy in Indonesia to express their wishes and blessings. The actions of the
Indonesian people have deeply touched the Chinese people.

  Such a story is innumerable in the friendly exchanges between the two peoples,
which fully confirms the idiom of both China and Indonesia, called "difficulty and
common cause."

Ladies and gentlemen, friends!

  China and ASEAN countries are connected by mountains and rivers. This year
marks the 10th anniversary of the establishment of a strategic partnership between
China and ASEAN. China-ASEAN relations are standing at a new historical starting
point.

  The Chinese side attaches great importance to the status and influence of
Indonesia in ASEAN and is willing to work together with Indonesia and other ASEAN
countries to make the two sides become good neighbors, good friends and good
partners who are accompanied by the rise and fall, safe and shared, and work
together to build a closer China. The ASEAN community of destiny brings more
benefits to both sides and the people of the region.

  To this end, we must focus on the following aspects.

  First, insist on the letter repair. People-to-people communication lies in


words and beliefs, and the country and the country pay attention to honesty. China
is willing to treat each other with the ASEAN countries in good faith and friendly
relations, and constantly consolidate political and strategic mutual trust.

  There is no one-size-fits-all development model in the world, and there is no


fixed development path. The people of China and ASEAN countries are brave in reform
and innovation, constantly forging ahead, exploring and opening up development

  We should respect each other's right to choose social systems and development
paths independently, respect their own exploration and practice of promoting
economic and social development, improve people's lives, strengthen confidence in
each other's strategic direction, support each other's major concerns, and firmly

  China is willing to negotiate with ASEAN countries to conclude a treaty of


good-neighborly friendship and cooperation and jointly draw a beautiful blueprint
for good-neighborliness and friendship. China will continue to support ASEAN's
growth and support, support the ASEAN community, and support ASEAN to play a
leading role in regional cooperation.

  Second, adhere to cooperation and win-win. "Countermeasures are good for the
world." China is willing to expand its openness to ASEAN countries on the basis of
equality and mutual benefit so that its own development will benefit the ASEAN

and strive to achieve a trade volume of US$1 trillion in 2020.

  Southeast Asia has been an important hub of the "Maritime Silk Road" since
ancient times. China is willing to strengthen maritime cooperation with ASEAN
countries, use the China-ASEAN Maritime Cooperation Fund established by the Chinese

the devastating earthquake in Wenchuan, China, our peoples shouldered shoulders and

  We should abandon the Cold War mentality and actively promote new concepts of
comprehensive security, common security, cooperation and security, and jointly
safeguard peace and stability in the region. We should deepen cooperation in
disaster prevention and relief, cybersecurity, combating transnational crimes, and
joint law enforcement, and create a more peaceful, more peaceful and warmer
regional home for the people of the region.

  China is willing to further improve the China-ASEAN Defense Ministers Meeting

  We must promote friendly exchanges between youth, think tanks, parliaments,
non-governmental organizations, social groups, etc., provide more intellectual
support for the development of China-ASEAN relations, and enhance people's
understanding and friendship. China is willing to send more volunteers to ASEAN to
support the development of the ASEAN countries in the fields of culture, education,
health and medical care. China has proposed 2014 as the China-ASEAN Cultural
Exchange Year. In the next three to five years, China will provide 15,000
government scholarships to ASEAN countries.

  Fifth, adhere to openness and tolerance. "There are many things in the world."
In the long history, the people of China and the ASEAN countries have created a
colorful and world-famous brilliant civilization. This is a region full of
diversity. The various civilizations have evolved and evolved in mutual influence,
providing an important cultural foundation for the people of China and ASEAN

  We must actively learn from the development experience of other regions and

the common interests of the people of Asia and the world, and has broad development

  Over the past 60 years since the founding of New China, especially in the past
30 years of reform and opening up, China has embarked on a successful development
path and achieved remarkable development achievements. China has made strategic
arrangements for its future development and has clearly defined its goal of
achieving a GDP of 2020 and doubling the per capita income of urban and rural
residents by 2010. It will build a well-off society in an all-round way. By the
middle of this century, it will build a strong, democratic, civilized and
harmonious society. A socialist modernized country realizes the great rejuvenation
of the Chinese nation. This is the 100-year long-cherished wish of the Chinese
nation and the Chinese people, and it is also a necessary condition for China to
make greater contributions to mankind.

  "Chong Chong Wei Zhi, Industry Guangwei Qin." We have the confidence, the
conditions, and the ability to achieve our goal. At the same time, we are also
clearly aware that China is still the largest developing country in the world. We
still face many difficulties and challenges on the road ahead. To make all Chinese
people live a better life, we need to make long-term and unremitting efforts. . We
will persist in reform and opening up, adhere to the path of socialism with Chinese
characteristics, concentrate on doing our own things well, continue to promote
modernization, and constantly improve people's living standards.

  China's development cannot be separated from the world, and the development of
the world also needs China. China will unswervingly follow the path of peaceful
development, unswervingly pursue an independent foreign policy of peace, and
unswervingly pursue an open strategy of mutual benefit and win-win. China's
development is the growth of the world's peace forces, the positive energy that
conveys friendship, and the opportunities for development and not threats for Asia
and the world. China is willing to continue to share opportunities for economic and
social development with ASEAN, with Asia and with the world.

  Ladies and gentlemen, friends!

  At present, the Chinese people are working hard to realize the Chinese dream of
the great rejuvenation of the Chinese nation. The Indonesian people are also
actively promoting the overall planning of economic development and seeking the
rise of the nation. In order to realize our respective dreams, the two sides need
to understand each other, support each other, and work together. It is even more
necessary for people of insight from both countries to participate in it, and to
work hard and work hard.

  Having said that, I remembered a song by President Susino, whose name was
"Quiet." That was in October 2006, President Susino came to Guangxi, China to
attend the commemorative summit of the 15th anniversary of the establishment of
dialogue between China and ASEAN. During the meeting, he created his creative
inspiration on the Lijiang River and wrote a beautiful lyrics: "Happy days,
constantly looping in life, I spend the good times with my partner." Susino The
president touched the landscape between China's mountains and rivers, remembered
his childhood and his hometown, and explained that the people of our two countries
are close to each other and have similar feelings.

  The country’s turn is in the people’s blind date. It is precisely this kind of
friendly messenger that has set up a bridge of friendship and opened a window of
souls. The friendship between our two peoples has been able to cross the long river
of history and cross the vast sea. It will last forever and last forever. .

  Young people are the most energetic and richest dreams, young people are
prosperous, and young people are strong. Youth represents the future and hope of
exchanges between the two countries. President Susino and I unanimously agreed that
the two countries will expand and deepen humanities exchanges. In the next five
years, the two sides will send 100 young people to each other's countries each
year. China will provide 1,000 scholarships to Indonesia.

  I believe that as more and more young people join in the tide of friendship
between China and Indonesia, the friendly exchanges between the two countries will
surely pass on and flourish.

  China and Indonesia have a population of 1.6 billion. As long as the people of
our two countries are united and heart-to-heart, they will gather together a huge
force of a quarter of the world's population, and they can create new miracles in
the history of human development. The Chinese people and the Indonesian people must
work together to jointly write a new chapter in the development of bilateral
relations, create a bright future for the China-ASEAN destiny community, and make
greater contributions to the lofty cause of world peace and development.

Dear Friends,

In this lovely season of early Summer when every living thing is full of energy, I
wish to welcome all of you, distinguished guests representing over 100 countries,
to attend this important forum on the Belt and Road Initiative held in Beijing.
This is indeed a gathering of great minds. In the coming two days, I hope that by
engaging in full exchanges of views, we will contribute to pursuing the Belt and
Road Initiative, a project of the century, so that it will benefit people across
the world.

Ladies and Gentlemen,

Dear Friends,

Over 2,000 years ago, our ancestors, trekking across vast steppes and deserts,
opened the transcontinental passage connecting Asia, Europe and Africa, known today
as the Silk Road. Our ancestors, navigating rough seas, created sea routes linking
the East with the West, namely, the maritime Silk Road. These ancient silk routes
opened windows of friendly engagement among nations, adding a splendid chapter to
the history of human progress. The thousand-year-old "gilt bronze silkworm"
displayed at China's Shaanxi History Museum and the Belitung shipwreck discovered
in Indonesia bear witness to this exciting period of history.

Spanning thousands of miles and years, the ancient silk routes embody the spirit of
peace and cooperation, openness and inclusiveness, mutual learning and mutual
benefit. The Silk Road spirit has become a great heritage of human civilization.

-- Peace and cooperation. In China's Han Dynasty around 140 B.C., Zhang Qian, a
royal emissary, left Chang'an, capital of the Han Dynasty. He traveled westward on
a mission of peace and opened an overland route linking the East and the West, a
daring undertaking which came to be known as Zhang Qian's journey to the Western
regions. Centuries later, in the years of Tang, Song and Yuan Dynasties, such silk
routes, both over land and at sea, boomed. Great adventurers, including Du Huan of
China, Marco Polo of Italy and ibn Batutah of Morocco, left their footprints along
these ancient routes. In the early 15th century, Zheng He, the famous Chinese
navigator in the Ming Dynasty, made seven voyages to the Western Seas, a feat which
still is remembered today. These pioneers won their place in history not as
conquerors with warships, guns or swords. Rather, they are remembered as friendly
emissaries leading camel caravans and sailing treasure-loaded ships. Generation
after generation, the silk routes travelers have built a bridge for peace and East-
West cooperation.

-- Openness and inclusiveness. The ancient silk routes spanned the valleys of the
Nile, the Tigris and Euphrates, the Indus and Ganges and the Yellow and Yangtze
Rivers. They connected the birthplaces of the Egyptian, Babylonian, Indian and
Chinese civilizations as well as the lands of Buddhism, Christianity and Islam and
homes of people of different nationalities and races. These routes enabled people
of various civilizations, religions and races to interact with and embrace each
other with open mind. In the course of exchange, they fostered a spirit of mutual
respect and were engaged in a common endeavor to pursue prosperity. Today, ancient
cities of Jiuquan, Dunhuang, Tulufan, Kashi, Samarkand, Baghdad and Constantinople
as well as ancient ports of Ningbo, Quanzhou, Guangzhou, Beihai, Colombo, Jeddah
and Alexandria stand as living monuments to these past interactions. This part of
history shows that civilization thrives with openness and nations prosper through
exchange.

-- Mutual learning. The ancient silk routes were not for trade only, they boosted
flow of knowledge as well. Through these routes, Chinese silk, porcelain,
lacquerwork and ironware were shipped to the West, while pepper, flax, spices,
grape and pomegranate entered China. Through these routes, Buddhism, Islam and Arab
astronomy, calendar and medicine found their way to China, while China's four great
inventions and silkworm breeding spread to other parts of the world. More
importantly, the exchange of goods and know-how spurred new ideas. For example,
Buddhism originated in India, blossomed in China and was enriched in Southeast
Asia. Confucianism, which was born in China, gained appreciation by European
thinkers such as Leibniz and Voltaire. Herein lies the appeal of mutual learning.
-- Mutual benefit. The ancient silk routes witnessed the bustling scenes of visits
and trade over land and ships calling at ports. Along these major arteries of
interaction, capital, technology and people flowed freely, and goods, resources and
benefits were widely shared. The ancient prosperous cities of Alma-Ata, Samarkand
and Chang'an and ports of Sur and Guangzhou thrived, so did the Roman Empire as
well as Parthia and Kushan Kingdoms. The Han and Tang Dynasties of China entered
the golden age. The ancient silk routes brought prosperity to these regions and
boosted their development.

History is our best teacher. The glory of the ancient silk routes shows that
geographical distance is not insurmountable. If we take the first courageous step
towards each other, we can embark on a path leading to friendship, shared
development, peace, harmony and a better future.

Ladies and Gentlemen,

Dear Friends,

From the historical perspective, humankind has reached an age of great progress,
great transformation and profound changes. In this increasingly multi-polar,
economically globalized, digitized and culturally diversified world, the trend
toward peace and development becomes stronger, and reform and innovation are
gaining momentum. Never have we seen such close interdependence among countries as
today, such fervent desire of people for a better life, and never have we had so
many means to prevail over difficulties.

In terms of reality, we find ourselves in a world fraught with challenges. Global


growth requires new drivers, development needs to be more inclusive and balanced,
and the gap between the rich and the poor needs to be narrowed. Hotspots in some
regions are causing instability and terrorism is rampant. Deficit in peace,
development and governance poses a daunting challenge to mankind. This is the issue
that has always been on my mind.

In the autumn of 2013, respectively in Kazakhstan and Indonesia, I proposed the


building of the Silk Road Economic Belt and the 21st Century Maritime Silk Road,
which I call the Belt and Road Initiative. As a Chinese saying goes, "Peaches and
plums do not speak, but they are so attractive that a path is formed below the
trees." Four years on, over 100 countries and international organizations have
supported and got involved in this initiative. Important resolutions passed by the
UN General Assembly and Security Council contain reference to it. Thanks to our
efforts, the vision of the Belt and Road Initiative is becoming a reality and
bearing rich fruit.

-- These four years have seen deepened policy connectivity. I have said on many
occasions that the pursuit of the Belt and Road Initiative is not meant to reinvent
the wheel. Rather, it aims to complement the development strategies of countries
involved by leveraging their comparative strengths. We have enhanced coordination
with the policy initiatives of relevant countries, such as the Eurasian Economic
Union of Russia, the Master Plan on ASEAN Connectivity, the Bright Road initiative
of Kazakhstan, the Middle Corridor initiative of Turkey, the Development Road
initiative of Mongolia, the Two Corridors, One Economic Circle initiative of Viet
Nam, the Northern Powerhouse initiative of the UK and the Amber Road initiative of
Poland. We are also promoting complementarity between China's development plan and
those of Laos, Cambodia, Myanmar, Hungary and other countries. China has signed
cooperation agreements with over 40 countries and international organizations and
carried out framework cooperation on production capacity with more than 30
countries. During the forum, a number of cooperation agreements on policy
connectivity and action plans will be signed. We will also launch Belt and Road
cooperation initiative on trade connectivity together with some 60 countries and
international organizations. Such policy connectivity will produce a multiplying
effect on cooperation among the parties involved.

-- These four years have seen enhanced infrastructure connectivity. Building roads
and railways creates prosperity in all sectors. We have accelerated the building of
Jakarta-Bandung high-speed railway, China-Laos railway, Addis Ababa-Djibouti
railway and Hungary-Serbia railway, and upgraded Gwadar and Piraeus ports in
cooperation with relevant countries. A large number of connectivity projects are
also in the pipeline. Today, a multi-dimensional infrastructure network is taking
shape, one that is underpinned by economic corridors such as China-Pakistan
Economic Corridor, China-Mongolia-Russia Economic Corridor and the New Eurasian
Continental Bridge, featuring land-sea-air transportation routes and information
expressway and supported by major railway, port and pipeline projects.

-- These four years have seen increased trade connectivity. China has worked with
other countries involved in the Belt and Road Initiative to promote trade and
investment facilitation and improve business environment. I was told that for
Kazakhstan and other Central Asian countries alone, customs clearance time for
agricultural produce exporting to China is cut by 90%. Total trade between China
and other Belt and Road countries in 2014-2016 has exceeded US$3 trillion, and
China's investment in these countries has surpassed US$50 billion. Chinese
companies have set up 56 economic cooperation zones in over 20 countries,
generating some US$1.1 billion of tax revenue and 180,000 jobs for them.

-- These four years have seen expanded financial connectivity. Financing bottleneck
is a key challenge to realizing connectivity. China has engaged in multiple forms
of financial cooperation with countries and organizations involved in the Belt and
Road Initiative. The Asian Infrastructure Investment Bank has provided US$1.7
billion of loans for 9 projects in Belt and Road participating countries. The Silk
Road Fund has made US$4 billion of investment, and the 16+1 financial holding
company between China and Central and Eastern European countries has been
inaugurated. With distinctive focus, these new financial mechanisms and traditional
multilateral financial institutions such as the World Bank complement each other. A
multi-tiered Belt and Road financial cooperation network has taken an initial
shape.

-- These four years have seen strengthened people-to-people connectivity.


Friendship, which derives from close contact between the people, holds the key to
sound state-to-state relations. Guided by the Silk Road spirit, we the Belt and
Road Initiative participating countries have pulled our efforts to build the
educational Silk Road and the health Silk Road, and carried out cooperation in
science, education, culture, health and people-to-people exchange. Such cooperation
has helped lay a solid popular and social foundation for pursuing the Belt and Road
Initiative. Every year, the Chinese government provides 10,000 government
scholarships to the relevant countries. China's local governments have also set up
special Silk Road scholarships to encourage international cultural and educational
exchanges. Projects of people-to-people cooperation such as Silk Road culture year,
tourism year, art festival, film and TV project, seminar and think tank dialogue
are flourishing. These interactions have brought our people increasingly closer.

These fruitful outcomes show that the Belt and Road Initiative responds to the
trend of the times, conforms to the law of development, and meets the people's
interests. It surely has broad prospects.

Ladies and Gentlemen,

Dear Friends,
As we often say in China, "The beginning is the most difficult part." A solid first
step has been taken in pursuing the Belt and Road Initiative. We should build on
the sound momentum generated to steer the Belt and Road Initiative toward greater
success. In pursuing this endeavor, we should be guided by the following
principles:

First, we should build the Belt and Road into a road for peace. The ancient silk
routes thrived in times of peace, but lost vigor in times of war. The pursuit of
the Belt and Road Initiative requires a peaceful and stable environment. We should
foster a new type of international relations featuring win-win cooperation; and we
should forge partnerships of dialogue with no confrontation and of friendship
rather than alliance. All countries should respect each other's sovereignty,
dignity and territorial integrity, each other's development paths and social
systems, and each other's core interests and major concerns.

Some regions along the ancient Silk Road used to be a land of milk and honey. Yet
today, these places are often associated with conflict, turbulence, crisis and
challenge. Such state of affairs should not be allowed to continue. We should
foster the vision of common, comprehensive, cooperative and sustainable security,
and create a security environment built and shared by all. We should work to
resolve hotspot issues through political means, and promote mediation in the spirit
of justice. We should intensify counter-terrorism efforts, address both its
symptoms and root causes, and strive to eradicate poverty, backwardness and social
injustice.

Second, we should build the Belt and Road into a road of prosperity. Development
holds the master key to solving all problems. In pursuing the Belt and Road
Initiative, we should focus on the fundamental issue of development, release the
growth potential of various countries and achieve economic integration and
interconnected development and deliver benefits to all.

Industries are the foundation of economy. We should deepen industrial cooperation


so that industrial development plans of different countries will complement and
reinforce each other. Focus should be put on launching major projects. We should
strengthen international cooperation on production capacity and equipment
manufacturing, and seize new development opportunities presented by the new
industrial revolution to foster new businesses and maintain dynamic growth.

Finance is the lifeblood of modern economy. Only when the blood circulates smoothly
can one grow. We should establish a stable and sustainable financial safeguard
system that keeps risks under control, create new models of investment and
financing, encourage greater cooperation between government and private capital and
build a diversified financing system and a multi-tiered capital market. We should
also develop inclusive finance and improve financial services networks.

Infrastructure connectivity is the foundation of development through cooperation.


We should promote land, maritime, air and cyberspace connectivity, concentrate our
efforts on key passageways, cities and projects and connect networks of highways,
railways and sea ports. The goal of building six major economic corridors under the
Belt and Road Initiative has been set, and we should endeavor to meet it. We need
to seize opportunities presented by the new round of change in energy mix and the
revolution in energy technologies to develop global energy interconnection and
achieve green and low-carbon development. We should improve trans-regional
logistics network and promote connectivity of policies, rules and standards so as
to provide institutional safeguards for enhancing connectivity.

Third, we should build the Belt and Road into a road of opening up. Opening up
brings progress while isolation results in backwardness. For a country, opening up
is like the struggle of a chrysalis breaking free from its cacoon. There will be
short-term pains, but such pains will create a new life. The Belt and Road
Initiative should be an open one that will achieve both economic growth and
balanced development.

We should build an open platform of cooperation and uphold and grow an open world
economy. We should jointly create an environment that will facilitate opening up
and development, establish a fair, equitable and transparent system of
international trade and investment rules and boost the orderly flow of production
factors, efficient resources allocation and full market integration. We welcome
efforts made by other countries to grow open economies based on their national
conditions, participate in global governance and provide public goods. Together, we
can build a broad community of shared interests.

Trade is an important engine driving growth. We should embrace the outside world
with an open mind, uphold the multilateral trading regime, advance the building of
free trade areas and promote liberalization and facilitation of trade and
investment. Of course, we should also focus on resolving issues such as imbalances
in development, difficulties in governance, digital divide and income disparity and
make economic globalization open, inclusive, balanced and beneficial to all.

Fourth, we should build the Belt and Road into a road of innovation. Innovation is
an important force powering development. The Belt and Road Initiative is new by
nature and we need to encourage innovation in pursuing this initiative.

We should pursue innovation-driven development and intensify cooperation in


frontier areas such as digital economy, artificial intelligence, nanotechnology and
quantum computing, and advance the development of big data, cloud computing and
smart cities so as to turn them into a digital silk road of the 21st century. We
should spur the full integration of science and technology into industries and
finance, improve the environment for innovation and pool resources for innovation.
We should create space and build workshops for young people of various countries to
cultivate entrepreneurship in this age of the internet and help realize their
dreams.

We should pursue the new vision of green development and a way of life and work
that is green, low-carbon, circular and sustainable. Efforts should be made to
strengthen cooperation in ecological and environmental protection and build a sound
ecosystem so as to realize the goals set by the 2030 Agenda for Sustainable
Development.

Fifth, we should build the Belt and Road into a road connecting different
civilizations. In pursuing the Belt and Road Initiative, we should ensure that when
it comes to different civilizations, exchange will replace estrangement, mutual
learning will replace clashes, and coexistence will replace a sense of superiority.
This will boost mutual understanding, mutual respect and mutual trust among
different countries.

We should establish a multi-tiered mechanism for cultural and people-to-people


exchanges, build more cooperation platforms and open more cooperation channels.
Educational cooperation should be boosted, more exchange students should be
encouraged and the performance of cooperatively run schools should be enhanced.
Think tanks should play a better role and efforts should be made to establish think
tank networks and partnerships. In the cultural, sports and health sectors, new
cooperation models should be created to facilitate projects with concrete benefits.
Historical and cultural heritage should be fully tapped to jointly develop tourist
products and protect heritage in ways that preserve the distinctive features of the
Silk Road. We should strengthen exchanges between parliaments, political parties
and non-governmental organizations of different countries as well as between women,
youths and people with disabilities with a view to achieving inclusive development.
We should also strengthen international counter-corruption cooperation so that the
Belt and Road will be a road with high ethical standards.

Ladies and Gentlemen,

Dear Friends,

China has reached a new starting point in its development endeavors. Guided by the
vision of innovative, coordinated, green, open and inclusive development, we will
adapt to and steer the new normal of economic development and seize opportunities
it presents. We will actively promote supply-side structural reform to achieve
sustainable development, inject strong impetus into the Belt and Road Initiative
and create new opportunities for global development.

-- China will enhance friendship and cooperation with all countries involved in the
Belt and Road Initiative on the basis of the Five Principles of Peaceful Co-
existence. We are ready to share practices of development with other countries, but
we have no intention to interfere in other countries' internal affairs, export our
own social system and model of development, or impose our own will on others. In
pursuing the Belt and Road Initiative, we will not resort to outdated geopolitical
maneuvering. What we hope to achieve is a new model of win-win cooperation. We have
no intention to form a small group detrimental to stability, what we hope to create
is a big family of harmonious co-existence.

-- China has reached practical cooperation agreements with many countries on


pursuing the Belt and Road Initiative. These agreements cover not only projects of
hardware connectivity, like transport, infrastructure and energy, but also software
connectivity, involving telecommunications, customs and quarantine inspection. The
agreements also include plans and projects for cooperation in economy and trade,
industry, e-commerce, marine and green economy. The Chinese railway authorities
will sign agreements with their counterparts of related countries to deepen
cooperation on China-Europe regular railway cargo service. We will work to launch
these cooperation projects at an early date and see that they deliver early
benefits.

-- China will scale up financing support for the Belt and Road Initiative by
contributing an additional RMB 100 billion to the Silk Road Fund, and we encourage
financial institutions to conduct overseas RMB fund business with an estimated
amount of about RMB 300 billion. The China Development Bank and the Export-Import
Bank of China will set up special lending schemes respectively worth RMB 250
billion equivalent and RMB 130 billion equivalent to support Belt and Road
cooperation on infrastructure, industrial capacity and financing. We will also work
with the AIIB, the BRICS New Development Bank, the World Bank and other
multilateral development institutions to support Belt and Road related projects. We
will work with other parties concerned to jointly formulate guidelines for
financing the Belt and Road related development projects.

-- China will endeavor to build a win-win business partnership with other countries
participating in the Belt and Road Initiative, enhance trade and investment
facilitation with them, and build a Belt and Road free trade network. These efforts
are designed to promote growth both in our respective regions and globally. During
this forum, China will sign business and trade cooperation agreements with over 30
countries and enter into consultation on free trade agreements with related
countries. China will host the China International Import Expo starting from 2018.

-- China will enhance cooperation on innovation with other countries. We will


launch the Belt and Road Science, Technology and Innovation Cooperation Action
Plan, which consists of the Science and Technology People-to-People Exchange
Initiative, the Joint Laboratory Initiative, the Science Park Cooperation
Initiative and the Technology Transfer Initiative. In the coming five years, we
will offer 2,500 short-term research visits to China for young foreign scientists,
train 5,000 foreign scientists, engineers and managers, and set up 50 joint
laboratories. We will set up a big data service platform on ecological and
environmental protection. We propose the establishment of an international
coalition for green development on the Belt and Road, and we will provide support
to related countries in adapting to climate change.

-- In the coming three years, China will provide assistance worth RMB 60 billion to
developing countries and international organizations participating in the Belt and
Road Initiative to launch more projects to improve people's well-being. We will
provide emergency food aid worth RMB 2 billion to developing countries along the
Belt and Road and make an additional contribution of US$1 billion to the Assistance
Fund for South-South Cooperation. China will launch 100 "happy home" projects, 100
poverty alleviation projects and 100 health care and rehabilitation projects in
countries along the Belt and Road. China will provide relevant international
organizations with US$1 billion to implement cooperation projects that will benefit
the countries along the Belt and Road.

-- China will put in place the following mechanisms to boost Belt and Road
cooperation: a liaison office for the Forum's follow-up activities, the Research
Center for the Belt and Road Financial and Economic Development, the Facilitating
Center for Building the Belt and Road, the Multilateral Development Financial
Cooperation Center in cooperation with multilateral development banks, and an IMF-
China Capacity Building Center. We will also develop a network for cooperation
among the NGOs in countries along the Belt and Road as well as new people-to-people
exchange platforms such as a Belt and Road news alliance and a music education
alliance.

The Belt and Road Initiative is rooted in the ancient Silk Road. It focuses on the
Asian, European and African continents, but is also open to all other countries.
All countries, from either Asia, Europe, Africa or the Americas, can be
international cooperation partners of the Belt and Road Initiative. The pursuit of
this initiative is based on extensive consultation and its benefits will be shared
by us all.

Ladies and Gentlemen,

Dear Friends,

An ancient Chinese saying goes, "A long journey can be covered only by taking one
step at a time". Similarly, there is an Arab proverb which says that the Pyramid
was built by piling one stone on another. In Europe, there is also the saying that
"Rome wasn't built in a day." The Belt and Road Initiative is a great undertaking
which requires dedicated efforts. Let us pursue this initiative step by step and
deliver outcome one by one. By doing so, we will bring true benefit to both the
world and all our people!

In conclusion, I wish the Belt and Road Forum for International Cooperation a full
success!

  Good evening, everybody! On behalf of the Chinese government and people, on


behalf of my wife, and on my own behalf, I would like to extend a warm welcome to
everyone attending the "Belt and Road" international cooperation summit forum!

  Many of the friends present here are no strangers to Beijing and have left many
memories here. Beijing is a thousand-year-old capital, witnessing the vicissitudes
of history. Beijing is also a modern new city, and it continues to show new

different civilizations are in the East and West, they meet and blend here.

  In Beijing, you can visit the ancient Forbidden City, the Great Wall, the
Temple of Heaven, or visit the modern bird's nest, the Water Cube, and the National
Theatre. You can hear Chinese traditional Beijing opera and cross talk, as well as
ballet and symphony from the West. You will meet Chinese youth who are dressed in
fashion, walk through the world famous shops, and meet foreign friends who are
fluent in Chinese and who are in the old alley.

  Look at the sea in a drop of water, see the world in a grain of sand. From a
small town in history to a cosmopolitan city today, Beijing has revealed a truth:
human beings live in a common homeland and share a common destiny. Human history
has always evolved in the encounter of different nations and cultures. .

  More than 2,000 years ago, our ancestors opened up the ancient Silk Road with
the simple desire of friendly exchanges and opened up the era of great
communication in the history of human civilization.

  Today, we inherit the spirit of the ancient Silk Road and discuss the
construction of the “Belt and Road”. It is a continuation of the historical trend
and a correct choice for the future.

  The construction of “One Belt, One Road” carries our desire for the exchange of
civilizations and will continue to serve as the messenger of civilized
communication, promote mutual learning and mutual learning among civilizations, and

  I announced the opening of the Roundtable Summit of the “One Belt, One Road”
International Cooperation Summit Forum!

  Everyone is welcome to attend the Roundtable Summit of the “One Belt, One Road”
International Cooperation Summit Forum on the shore of Yanqi Lake to discuss ways
to promote international cooperation and achieve win-win development.

  The “Belt and Road” initiative is an initiative I proposed in 2013. Its core
content is to promote infrastructure construction and interconnection, to connect
with national policies and development strategies, deepen pragmatic cooperation,
promote coordinated and coordinated development, and achieve common prosperity.

  This initiative stems from my observations and reflections on the world


situation. The world today is in the midst of major development, major changes and
major adjustments. A new round of technology and industrial revolution is
gestating, new growth momentum is accumulating, and the interests of all countries
are deeply integrated. Peace, development, cooperation and win-win have become the
trend of the times. At the same time, the deep-seated contradictions in global
development have accumulated for a long time and have not been effectively
resolved. The foundation for global economic growth is not strong enough, trade and
investment are sluggish, economic globalization is experiencing twists and turns,
and development imbalances are intensifying. Issues such as war and conflict,
terrorism, and large-scale migration of refugees have had a major impact on the
world economy.

  In the face of challenges, countries are exploring ways to deal with them, and
also put forward many good development strategies and cooperation initiatives.
However, today, when countries are interdependent and global challenges are on the
rise, it is difficult to solve the problems facing the world by the power of a
single country. Only by docking countries' mutual policies and integrating economic
factors and developing resources on a larger scale in the world can we build
synergies and promote world peace and development.

  The “Belt and Road” construction is rooted in history but facing the future.
The ancient Silk Road embodies the ancestors' pursuit of a better life, promotes
the interconnection of Asian and European countries, promotes the exchanges and
mutual understanding between the East and the West, and makes a major contribution
to the development and progress of human civilization. We can fully draw wisdom and
strength from the ancient Silk Road, and promote cooperation in the spirit of
peaceful cooperation, openness and tolerance, mutual learning and mutual learning,
mutual benefit and win-win, and jointly open up brighter prospects.

  The “Belt and Road” originates from China but belongs to the world. The “One
Belt, One Road” construction spans different regions, different stages of
development, and different civilizations. It is an open and inclusive cooperation
platform and a global public product jointly created by all parties. It focuses on
the Eurasian continent and is open to all like-minded friends. It does not exclude
or target either party.

  Within the framework of the “One Belt, One Road” construction international
cooperation, all parties adhere to the principles of mutual cooperation, joint
construction and sharing, work together to meet the challenges facing the world
economy, create new opportunities for development, seek new development momentum,
expand new development space, and achieve complementary advantages. Mutual benefit
and win-win, and continue to move toward the community of human destiny. This is
the original intention of my initiative and the highest goal I hope to achieve
through this initiative.

  I am pleased to see that this initiative has received positive response and
broad support from the international community. More than 100 countries and
international organizations have participated in it, and a large number of
cooperation projects have been launched one after another, and some have taken
root. The infrastructure and connectivity network has taken shape, and the
industrial cooperation along the line has formed momentum. The policy coordination
of various countries has been continuously strengthened. The people have begun to
get benefits from cooperation and further close each other.

  On this basis, China proposes to host this summit forum. The purpose is to
discuss cooperation plans, build cooperation platforms, share cooperation results,
and make the “Belt and Road” construction work better for the people of all
countries.

  At the high-level meeting yesterday, leaders of various countries, heads of


international organizations, and officials from various sectors of government,
industry, and education put forward many insightful ideas and suggestions and
signed a number of cooperation agreements. I hope that through today's roundtable
summit, we will further build consensus and set the direction for the "One Belt,
One Road" to build international cooperation and outline the blueprint.
Specifically, I look forward to the meeting achieving positive results in the
following areas.

  First, promote mutual benefit and win-win results, and clarify the direction of
cooperation. The key to the geese's ability to cross the wind and rain and to
achieve stability is that they are accompanied by each other and borrow each other.
This reveals a profound truth for us to cope with challenges and achieve better
development.

  We must adhere to the spirit of partnership, firmly adhere to the common cause,
build together, share, let policy communication, facilities connectivity, trade
smooth, capital finance, and people's hearts and minds become the goal of joint
efforts. We must persist in cooperating in openness, win-win in cooperation, not
draw on the ground, do not set high thresholds, do not engage in exclusive
arrangements, and oppose protectionism.

  The construction of the “Belt and Road” requires a peaceful and stable
environment. All countries should strengthen cooperation, resolve differences
through dialogue, resolve disputes through consultation, and jointly safeguard
regional security and stability.

  Second, close policy coordination and docking development strategies.


Strengthening policy coordination and not taking neighbors as a beggar is an
important experience in dealing with the international financial crisis and an
objective requirement for the current world economic development. Everyone develops
development strategies based on their own national conditions. They all have their
own characteristics, but the goals are the same. There are many contact points and
similarities, which can complement each other and promote each other.

  We should use this as a basis to establish a policy coordination and docking
mechanism, learn from each other, and jointly develop cooperation plans on this
basis, and jointly take cooperative actions to form a situation of planning
convergence, development integration, and benefit sharing. We must combine the "One
Belt and One Road" construction international cooperation with the implementation
of the UN 2030 Sustainable Development Agenda and the outcome of the G20 Summit of
the G20 Summit, with APEC, ASEAN, AU, Eurasian Economic Union, EU, and La. The
development plan of the body area is docked and coordinated with the development
plan proposed by the relevant countries, resulting in the effect of “one plus one
is greater than two”.

  Third, relying on project-driven, deepen pragmatic cooperation. The road is


coming out, and the cause is done. A beautiful blueprint becomes a reality and
requires solid action.

  In terms of infrastructure connectivity, it is necessary to promote the


construction of large-scale land passages such as railways and highways, accelerate
the construction of offshore ports, and improve oil and gas pipelines, power
transmission and communication networks.

  In terms of real economic cooperation, we must vigorously promote the


construction of economic corridors, run economic and trade, industrial cooperation
parks, further promote investment, aggregate industries, drive employment, and take
the road of innovation and development.

  In terms of trade and investment liberalization and facilitation, it is


necessary to promote the construction of free trade zones, strengthen the
compatibility of rules and standards systems, provide a better business environment
and mechanism guarantees, and fully release the positive effects of
interconnection.

  In terms of financial cooperation, it is necessary to expand financing


channels, innovate financing methods, reduce financing costs, and open up key
aspects of financing projects.

  The commonwealth of the people is an important part of the "One Belt, One Road"
construction of international cooperation. We must carry out in-depth exchanges and
cooperation in the humanities field, make cooperation more inclusive, and make the
foundation of cooperation more solid, so that the masses of the people will become
the main force and beneficiaries of the "Belt and Road" construction.

  Dear colleagues!

  Yanqi Lake is a place with historical accumulation. It is a place to enlighten


thoughts and a place to start a cooperative journey. Many people vividly say that
"One Belt, One Road" is like a pair of soaring wings. Let us take Yanqi Lake as a

Dear colleagues,

  Just now, we have completed the discussion of the final phase of the meeting,
and the round-table summit of the “Belt and Road” International Cooperation Summit
Forum is about to close.

  For this meeting, everyone gathered in Beijing from all over the world with the
sincere desire to promote friendship, promote cooperation and seek development. In
a warm, friendly and harmonious atmosphere, we talked freely about the theme of the
conference, expressed our opinions, shared policy practices and cooperation
experiences, looked forward to the future vision and efforts, and put forward many
good suggestions and good ideas.

  As for the agenda of the meeting, the time of day seemed a little nervous, but
we went straight to the theme, talked pragmatically, and both deep and wide, and
harvested rich results. Specifically, we have formed a broad consensus in the
following areas.

  First, we are committed to promoting the “One Belt, One Road” international
cooperation and working together to meet the challenges facing the world economy.
Everyone actively evaluated the progress made in the international cooperation in
the construction of the “Belt and Road” and believed that under the current world
economic situation, the “Belt and Road” construction is of great significance for
tapping new economic growth points, enhancing the endogenous development momentum
of various countries, and promoting global economic growth. It is conducive to
promoting economic globalization to the direction of inclusive and universal. We
are willing to continue to work hard to promote greater progress in the
construction of the “Belt and Road”, to make policy communication more powerful in
all countries, to achieve more efficient facilities, smoother trade, more funds,
and more commonality among the people.

  Second, we support the strengthening of economic policy coordination and


development strategy docking, and strive to achieve coordinated linkage
development. Everyone has a high degree of consensus in this regard. They all hope
to build international cooperation through the "Belt and Road" to form a synergy
between policy coordination and planning and docking. We agree to strengthen
macroeconomic policy coordination in the areas of economy, finance, trade,
investment, etc., and jointly create a favorable external development environment.
We support the construction of an open world economy, promote the construction of a
free trade zone, and promote trade and investment liberalization and facilitation.
We look forward to strengthening effective docking around the development
strategies of their respective countries and the cooperation plans formulated by
international and regional organizations. We all attach great importance to
innovation and development, support cooperation in frontier areas such as cross-
border e-commerce, big data, smart cities, and low-carbon development, foster new
industries, new formats, new models, and tap new growth drivers.

  Third, we hope to turn consensus into action and promote pragmatic cooperation
in various fields to achieve new results. Everyone believes that interconnection
and intercommunication will help break the bottleneck restricting economic
development and will be of great significance to enhancing the development momentum
of the countries and improving the well-being of the people. The “One Belt, One
Road” construction international cooperation should continue to focus on
interconnection and intercommunication, and lead the major projects and key
projects to promote cooperation in the fields of roads, railways, ports, aviation,
oil and gas pipelines, power and communication networks, and build an
infrastructure network. We decided to continue to actively promote the construction
of economic corridors, run economic and trade, industrial cooperation parks,
strengthen international production capacity and equipment manufacturing
cooperation, and promote the better and faster development of the real economy. We
all attach importance to investment and financing cooperation, support the
expansion of mutual financial market opening, encourage development financial
institutions to play an important role, and strive to build a stable, sustainable,
risk-controlled financial security system.

  Fourth, we look forward to setting up bridges for civil exchanges between


countries to create a better life for the people. We all believe that the exchange
of civilizations and mutual understanding is the spiritual wealth left by the
ancient Silk Road. The commonwealth of the people should be an important part of
the "One Belt, One Road" construction international cooperation. We are willing to
explore multi-level and wide-ranging humanities cooperation, strengthen exchanges
and cooperation in education, science and technology, culture, health, tourism,
sports and other fields, build more cooperation platforms, and open up more
channels of cooperation. We are willing to actively create conditions for all
levels of society and all groups to participate in cooperation and create a multi-
interaction and colorful exchange of humanities. We will follow the people's
expectations and strengthen cooperation in environmental protection, climate
change, and anti-corruption. We will also improve the visa facilitation measures to
make the exchanges between countries more smooth and comfortable.
  Fifth, we firmly believe that the “Belt and Road” construction is an open and
inclusive development platform. All countries are equal participants, contributors
and beneficiaries. We will adhere to the principles of mutual cooperation, co-
construction and sharing, mutual respect, democratic consultation, and joint
decision-making, and cooperate in openness and win-win cooperation in cooperation.
Everyone fully affirmed the role of the “Belt and Road” international cooperation
summit forum. I would like to announce here that China will hold the second "One
Belt, One Road" international cooperation summit forum in 2019.

  This summit forum provides a platform for all parties to promote pragmatic
cooperation. During the forum, we signed a number of cooperation agreements,
reached a number of cooperation projects, and proposed a series of cooperative
initiatives. On this basis, we have compiled a list of results that will be
released after the closing of the forum. I believe that these achievements will be
a strong support for the "One Belt, One Road" construction of international
cooperation.

  Dear colleagues!

  History is always accompanied by people's pursuit of a better life. Looking


back more than 2,000 years ago, our ancestors took such a footstep, relying on the
spirit of perseverance and enterprising, opened up the Silk Road of China Unicom
and China, and strongly promoted the development and progress of human
civilization.

  Today, the construction of the “Belt and Road” has brought together people from
all walks of life and is committed to win-win cooperation and common development,
so that people of all countries can better share development results. This is also
an important goal of China’s initiative to build a community of human destiny.
Together, we will promote the “One Belt, One Road” to build international
cooperation and revitalize the ancient Silk Road. At the new starting point, we
must be brave in taking responsibility, pioneering and enterprising, and use
tangible actions to promote the "One Belt, One Road" construction of international
cooperation and continuously make new progress, and inject a strong impetus into
building a community of human destiny.
