Subject: Request for Mediation

June 20, 2020

To: Lori Steward, HR Director

Renee Frieda, HR Assistant Director

From: Dawn Emerick, Metro Health Director

Since January 27, 2020, both Dr. Colleen Bridger and I have attempted to work respectfully with one
another and produce mutually aligned outcomes for the city of San Antonio and the 2 million people of
Bexar County. It’s been a very difficult journey for both of us. Back on May 5th, I suggested to Dr. Bridger
that we engage in a 3rd party mediator to address and resolve our conflicts with one another. I informed
Renee that I offered this option to Dr Bridger and that Dr. Bridger did not feel we needed mediation and
suggested alternative ways to improve our working relationship. Our working and professional
relationship has become mutually fractured, broken and unproductive.

Today, Sunday, June 20, 2020, I am officially requesting a 3rd party, professional mediator between me
and my direct Supervisor Dr. Colleen Bridger starting immediately. I understand that mediation must be
agreed upon by both parties. Since I suggested this route previously and it was not agreed upon, I am
asking HR to facilitate this request with Dr. Bridger and to let me know what else I need to do as a follow
up to this formal request.

Respectfully,

Dawn Emerick
