IR-2010-127, Dec. 23, 2010 - WASHINGTON — In
2011, personal exemptions and standard deductions will
rise and tax brackets will widen due to inflation, the
Internal Revenue Service announced today.
These inflation adjustments relate to eight tax
provisions that were either modified or extended by the
Tax Relief, Unemployment Insurance Reauthorization and
Job Creation Act of 2010 that became law on Dec. 17.
New dollar amounts affecting 2011 returns, filed by most
taxpayers in early 2012, include the following:
* The value of each personal and dependent
exemption, available to most taxpayers, is $3,700, up $50
from 2010.
* The new standard deduction is $11,600 for married
couples filing a joint return, up $200, $5,800 for singles
and married individuals filing separately, up $100, and
$8,500 for heads of household, also up $100. The
additional standard deduction for blind people and senior
citizens is $1,150 for married individuals, up $50, and
$1,450 for singles and heads of household, also up $50.
Nearly two out of three taxpayers take the standard
deduction, rather than itemizing deductions, such as
mortgage interest, charitable contributions and state and
local taxes.
* Tax-bracket thresholds increase for each filing status.
For a married couple filing a joint return, for example, the
taxable-income threshold separating the 15-percent
bracket from the 25-percent bracket is $69,000, up from
$68,000 in 2010.
* The maximum earned income tax credit (EITC) for
low- and moderate- income workers and working families
rises to $5,751, up from $5,666 in 2010. The maximum
income limit for the EITC rises to $49,078, up from
$48,362 in 2010.The credit varies by family size, filing
status and other factors, with the maximum credit going to
joint filers with three or more qualifying children.
* The modified adjusted gross income threshold at
which the lifetime learning credit begins to phase out is
$102,000 for joint filers, up from $100,000, and $51,000
for singles and heads of household, up from $50,000.
Several tax benefits are unchanged in 2011. For
example, the monthly limit on the value of qualified
transportation benefits (parking, transit passes, etc.)
provided by an employer to its employees, remains at
$230. Details on these inflation adjustments can be found
in Revenue Procedure 2011-12.
By law, the dollar amounts for a variety of tax
provisions, affecting virtually every taxpayer, must be
revised each year to keep pace with inflation. Most of the
new dollar amounts, including retirement-plan-related
adjustments, were announced in October. To avoid
confusion, the eight provisions released today were not
included in the October announcements, due to the
anticipated impact of extender legislation.

Putting the Kibosh on Nuisance Barking
DEAR PAW’S CORNER: What is the best way to get my 6-month-old
dog, “Kit,” to quit nuisance barking, and does Bark Off really work? --
Phillip M., via email
DEAR PHILLIP: The best way to address nuisance barking is through
daily, attentive training methods. Whether you spring for an ultrasonic
“anti-barking” device or something else, the key to reducing or stopping
Kit’s barking is spending time with him, teaching him not to bark
incessantly.
The most common training method to stop unwanted barking is to
distract the dog with a noise, a hiss or a sharp “no!” Or, in the case of the
device mentioned, an “ultrasonic” noise that does the same thing. No
matter how much money you spend or don’t spend, that’s really the key
technique.
But there’s more to it. When I say “distract,” that doesn’t mean just
hissing, shaking a can of pennies or pressing an ultrasonic control button
from your cozy spot on the couch. I mean, distract immediately, then get
up and go to Kit and have him sit and stay for a minute. When he does
that, give him lots of praise. Then -- and this may sound revolutionary --
spend more time with him, training or playing. Just pressing a button
and ignoring your dog won’t solve the problem. The button you should
press when Kit’s barking is the pause button on your DVR.
Kit, at 6 months, is going through a bit of a change, heading into puppy
puberty. He’s energetic and pushing the envelope. So be firm and
consistent with his obedience training, play with him to work off that
energy, and set a daily schedule for him -- feeding, walks, training, play,
sleep -- and stick to it. It will take a few weeks to reduce his barking this
way, but it’s worth it.

After more than half a century, the big
question about Mildred Gillars, also known as
Axis Sally, is whether she was a genuine traitor or simply a naive
American who did what she had to do when she found herself in Nazi
Germany following the outbreak of World War II.
Born in Portland, Maine, in 1911, Gillars studied drama at Ohio
Wesleyan before moving to New York City, where she was able to
secure only a few minor roles as a dramatic actress. Determined to
change her luck, she went abroad, where she taught English and studied
music, eventually settling in Dresden, Germany. After the outbreak of
World War II, Gillars began hosting broadcasts for German State Radio.
She renounced her citizenship following the bombing of Pearl Harbor.
During one of her broadcasts she described herself as an Irish type,
“a real Sally.” The name Axis Sally stuck. Her programs featured
American jazz and swing recordings and a soothing voice she often used
to taunt Allied troops about the supposed infidelities of their girlfriends
back home, as well as the horrible fates they were likely to meet on the
battlefield. During the siege of Berlin, she attempted to escape disguised
as a refugee but was captured by U.S. authorities in 1946.
Gillars was indicted in 1948 and found guilty the following year of
one count of treason. She was sentenced to 10 to 30 years in prison and
fined $10,000. Gillars was released in 1961, and completed her degree at
Ohio Wesleyan University in 1973. She died in 1988 after a bout with
cancer.
Richard Lucas has written the first full-length biography of Mildred
Gillars, and it reveals the mostly untold story of the unfulfilled
Broadway showgirl who found international fame as the notorious
mouthpiece of the Third Reich in broadcasts aimed at millions of GIs.

McKean County “STRENGTHENING
FAMILIES PROGRAM” for parents
January is School Director Recognition Month. If someone asked you to take and youths in 5th and 6th grades starts

for $85. The two Parkers are worth
more, the Premiere, made in 1937,
is valued at $385 and the Royal
Challenger, also from the 1930s,
