Annexure II

Coherent Access for continuity of learning

In order to promote digital education in the country and make e- learning feasible for students and
teachers, the Union finance minister on 17th May,2020 launched PM eVidya programme. With this
programme, students and teachers will get multimode access to digital education through DIKSHA in
State/UTs as one nation, one digital platform, one earmarked TV channel per class from 1 to 12 and use
of Radio, Community radio and Podcasts. Along with quality digital content across mediums, States and
UTs also need to ensure the following

Coherent efforts across various options & diverse infrastructure such as TV, Radio, laptops, desktops and
smartphones/feature phones to enable learning. Various mediums can be:

1. Broadcasting - Doordarshan, Swayamprabha channels on TV and FM & AM, and community

radio stations
2. Live classes - online video conferencing solutions. Over time, online video conference
infrastructure will be seamlessly integrated with DIKSHA via APIs
3. Asynchronous learning - Anytime, anywhere access of e-learning content through DIKSHA - one
nation, one digital platform under PM eVidya programme

While ensuring reach, reliability and quality of content across these options, there needs to be „Coherent
Access‟ across mediums to help ensure:

● Flexibility for teachers, parents & students to use both synchronous and asynchronous learning
options
● Ease of usage by everyone, by ensuring same & well-organized content chapter by chapter like
curriculum & textbooks is made available across mediums. This will help prevent confusion if
people see different content on different mediums.
● Enable teachers, parents & students to learn anytime, anywhere at their own pace
● Ability to see data and take program/policy course decisions
● Ability to seamlessly access learning content and enable learning interactions across multiple
channels, multiple modes, in a self/assisted manner, synchronously or asynchronously, any time,
any place of convenience.

To enable coherent access, States may refer to the steps below:

● Form a core team at state/UTs to ensure and monitor “coherent access”

● Ensure efforts for content across broadcast, live classes and DIKSHA is consistent.
● Organize content used across mediums by grades and subjects for explanation, practice, lesson
plans etc. in a single place (chapter by chapter) on DIKSHA to ensure asynchronous access
● Set schedule for usage by grade, subject and weekdays across mediums (TV, Radio & DIKSHA)
● Ensure integrated outreach for teachers, students and parents about the schedule across
different mediums (TV, Radio & DIKSHA). Integrated outreach across channels means Eg,
showing QR code (on DIKSHA) before/during/after TV programs, announcing links after radio
programs, etc. Similarly, announcing TV/Radio programs through DIKSHA notifications
● Leverage data and analysis to take program and policy decisions
Annexure III

linked with high quality content.
2. Remove content that is not interactive and in compliance with the existing guidelines and quality
and replace them with high quality content.
3. Constitute teams (of expert teachers) by grade and subjects for the purpose of both energizing as
