1.0 INTRODUCTION

Every city in the world is continually evolving and developing to meet its citizen’s needs. An authority
powered by government will be controlling the development of cities to have a harmonious as well as
infrastructural and technologically superior living for all.

The authority will lay out a set of rules to be followed for every new development as well as
regulating existing development. The method is to receive set of engineering plans related to each
proposal, study them in detail and extract the basic information required like built up area, spacing
between adjacent building, height etc. after matching them with the rules laid out, the authority can
either approve the proposal or ask for certain modifications to be done in the plan.

For larger cities this becomes a cumbersome process owing to the large amount of applications
received and manually calculating various areas, totalling and then coming to a conclusion

So software has been developed by us, which will study the engineering plans provide in the CAD
format, Process the plans and generate complete and detailed set of report for further decisions by
the approval authorities.

A large amount of time saving has been achieved when implemented and the planners consider this
as a boon to them. This also helps developers as the waiting time for sanctions have been greatly
reduced.

2.0 PROMINENT PROCESS OF THE SOFTWARE

Automation of Online Building Plan Approval System is the main part of the Smart DCR which is
used by Architects as well as Officers of Commissionerate of Municipal Administration (CMA).

1. System is designed for Applicants to submit the drawing and get the Drawing
Reference Number of the Application.
2. This system is designed to allow Applicants to submit the drawing and check the status
of drawing online.
3. The software will facilitate communication between Applicants via E-Mail, Applicants
can also view the status of their File Online.
4. The Applicants can also get their scrutiny report online using their Reference
Number.
Smart DCR will scrutinize the submitted drawing by comparing with CMA rules and generates the
Reports

Smart DCR comprises of two components.

Precheck is the software given for finding out all the polyline, line, and text related problems in the
drawing. When the Applicant submits the building map proposal, this software enables the applicant
to rectify the defects in the drawing and make it suitable to run in the Scrutiny software. It reads the
drawing elements and lists all the discrepancies in the drawing. It will process the file and gives the
output with various parameters as listed below. If errors are found in the drawing, the drawing will be
populated with hyperlinks to the errors and will be returned to the Applicant via dashboard.

4. Misplaced OTS
5. Existence of Blocks, Regions, Wipeouts & External references in Floor layers
6. Mandatory requirements and
7. Other critical errors

The disqualified items will be marked and a reference will be placed as text in the Return drawing.
Details will be displayed such as disqualified object name; floor name and drawing coordinate
position. It will also draw a crossed grey line on all the disqualified objects throughout the drawing.
The disqualified object can be viewed on holding the “Ctrl” key and selecting the coordinate position
of the hyper-linked text (error text) in the drawing.

Once the pre-check is passed, the file automatically moves to the scrutiny engine. The Scrutiny
Engine compares the Bye-laws with the extracted data from the Submitted drawing and generates
a Scrutiny Report listing out each Bye-law parameter.

 Smart DCR scrutinizes for compliance check of building bye-laws (2D) and the output of
Smart DCR excludes all Non-Drawing data.
 If the drawing is not as per the standards defined in the Smart DCR, it will be returned to the
Applicant with the precheck errors written as text in the drawing itself. The drawing can be
downloaded, and the errors can be corrected by the Applicant and then Re-Upload it.
 A Scrutiny Report is generated for all drawings that pass PreCheck.

3.0 OBJECTIVES

To bring transformation in the plan scrutiny processing system with speed, accuracy, consistency and
transparency in the entire scrutiny process. To achieve the goal, it is proposed to automate the
planning scrutiny process by customization with the help of technically competitive software.

4.0 SCOPE OF THE SYSTEM

 The Automation helps to increase the Productivity and Accuracy of the Drawing Result.
 Speed up the Scrutiny process.
 Easier Public Interaction with Online System.
 Reduce the Time consumption and Manual Errors of Scrutiny Process.
 Savings on the infrastructure required to store paper drawings.
 Easy to retrieve data since the data is stored in digital format.

5.0 DRAWING FILE SPECIFICATIONS

Preparations of computerized plans under Smart DCR has the following steps, which are to be
followed compulsory. Otherwise the software will not process the given drawing.

5.1 LAYERS (LAYER NAMES) TO BE FOLLOWED

 Floor layer – Floor01, Floor02, etc…. corresponding to the floor count.

 Floor-Stilt or Floor-Ground for common details like stair details, Road width etc.

 For Stilt Floor, layer should be Floor-Stilt.

 For Basement floor, layer should be Floor-BF1, Floor–BF2 etc. Corresponding to the
Basement Floor Count.

 For multi level parking, layer should be Floor-MP1, Floor-MP2 etc.


Corresponding to the Multi-level parking count.

 Don’t use unnecessary spaces in the layer creation.

Example: Do’s - Floor01, Floor-BF1 etc….

5.2 THE DRAWING SHOULD HAVE THE FOLLOWING SPECIFICATIONS

 Proposal Drawing should be in .DWG Format.


 Check and set the UCS to WORLD.
 All objects should be drawn in 2D (2 dimension, Only)
(No Z coordinate 3D) and also elevation should be at 0.
 All objects in the drawing should be drawn using Line, Polyline and Text.
 Layers and Colours should be followed as per the colour code table.
 Remove the unused layers, blocks, dimension styles etc.
 Drawing units and dimension should be in meters.
 Dimension mentioned in drawing should not be exploded.
 All details should be drawn in scale 1:1(True Scale) except solar system, Column
foundation and Topo Sketch etc.
 Avoid unnecessary objects in the drawing.
 In the site plan, Front Setback should be in the Bottom of the drawing.
 In the site plan Side1 (colour: 6) should be in left side & Side2 (colour: 2) should be in
Right side.
 All Details should be submitted in a Single Drawing.
 Avoid unnecessary coordinates in polyline.
 Don’t Overlap the Objects.
 Room Boundary should be drawn excluding the Pillars (Columns).
 Avoid unnecessary “Typical” text in the Drawing.

DRAWINGS WITH EXISTING BUILDING

For drawings with existing building, color codes will be given only for proposed building
whereas the required details of existing building will be provided as input data in the
submission page of the website.
