The Wheatland Housing Management Body

(WHMB) is evaluating proposals for a new seniors’
housing facility – and the project could be “shov-
el-ready” as early as the fall.

This need is expected to increase, as the area has
one of the highest growth rates of senior populations
in the province, said Koester, who is also Wheatland
County Division 6 councillor. By 2026, the region is
expected to grow by 2,136 people aged 65 years and
older, requiring 1,411 housing units, 20 per cent of
which will require subsidized housing and care, ac-
cording to the report. The 75 to 84 age group is pre-
dicted to increase by 91 per cent by 2029 and will
require a combination of supportive living.
The idea for the new facility is to accommodate “ag-
ing in place,” said Koester. “You won’t have to move
to Airdrie, Vulcan or wherever some of the residents
have to go when they are looking for more care.”
WHMB is in the process of hiring an architect for
the design of the facility. It has received proposals
from 20 different architects in response to its request
for proposal (RFP) and will interview some of them.

Strathmore’s new municipal building is on
track to be finished this fall.
“The building construction is on schedule, and
I hope you get a chance to either walk by or
drive by and see the progress for yourself,” said
Fule during a Facebook live address on July 9.
The projected timing of completion for the
building is early November.
Work onsite is ongoing. The building’s steel-
stud framing has started on the second level,
and roofing membranes are being installed, said
Geoff Person, Town of Strathmore communica-
tions strategist, in a statement.
The concrete for the upstairs floors has also
been poured, with the bottom floor scheduled to
be poured next, said Fule. Two of the walls will
be closed-in the next few weeks, and the entire
building is expected to be closed-in by early Sep-
tember, he said.
Radon mitigation measures are being installed
throughout the building footprint and rough
grading is also taking place around the site, said
Person.
Council is getting regular reports from the new
project manager, said Fule.
“We’re very much more involved in the pro-
cess,” he said.
The town has established a steering committee
for the project composed of senior management
and council members to which the project man-
ager reports monthly.
As per the town’s June update document, the
projected overall cost of the project is $14.73 mil-
lion. This was reported as a slight reduction from
a projection made in mid-May.

County looking to loosen cannabis production regulations

Wheatland County is considering
easing its regulations surrounding can-
nabis production and cultivation.
During the Wheatland County coun-
cil regular meeting on July 4, a bylaw
to amend the county’s land use by-
laws to ease restrictions on producing
and cultivating cannabis passed first
reading. The bylaw proposes several
changes affecting where facilities can
be sited in the county and how they
can be operated.
The changes would open more of
Wheatland County to cannabis opera-
tions. Currently, facilities are permit-
ted in the West Highway 1 Area Struc-
ture Plan Area, located to the west of
Strathmore, in industrial general zoned

But some prospective producers
have eyed other areas of the county,
explained county Reeve Amber Link,
in a statement. “When cannabis first
became legal our staff received several
inquiries regarding building cannabis
production facilities on agriculturally-
zoned parcels,” she said. “Though the
initial excitement has died down, staff
is still looking for ways to support ag-
ricultural diversification.”
While the changes might make

prospective cannabis operations, the
county is not actively working to at-
tract growers or cultivators, said Link.
Rather, the changes will make the
county’s land use bylaw closer match
the regulations and experiences of oth-
er municipalities.
“No other municipalities that we are
aware of restrict their cannabis pro-
duction facilities to a geographical
area, and other than concerns raised
during the development permit ap-
plication circulation period, few com-
plaints have been received after the
facilities are built,” said Link. “They at-
tribute this to the rural location of the
facilities.”
The bylaw would introduce a new
discretionary land use, “cannabis cul-
tivation,” defined as land, buildings or
structures for licensed growing of can-
nabis. This is a more narrow use than
that of the existing “cannabis produc-
tion facility” use, for which producing,
processing, labelling and packaging,
testing, researching, destroying, stor-
ing and transporting is also permitted,
besides growing.
“From the outside, the infrastruc-
ture (of a production versus cultivation
facility) may not look different,” said
Link. “Cultivation operations aren’t
necessarily smaller in area, but they
are restricted with the types of uses al-
lowed within the development itself.”
The proposed changes would allow
production as a permitted use in all in-
tensive industrial land use districts and
would allow cultivation as a permitted
use in industrial general districts, and
as a discretionary use in agricultural
general districts and rural business
districts.
Cultivation would be excluded as a
use within agricultural operations, ag-
ricultural processing, greenhouse and
nursery land uses. Under the bylaws
and federal regulations, outdoor culti-
vation is permitted, although this type
of operation is rare, if not non-existent,
in the province at this time.
The bylaw would also ease setbacks
for cannabis operations. The setback
distances that production and culti-
vation facilities could be sited from
schools (or other institutions involving
childcare) and houses would decrease
from 500 metres to 150 metres and 100
metres, respectively. These setbacks
would be measured from the bound-
ary of the proposed development area,
rather than the property line.
The requirement for all activities at
cannabis production facilities to oc-
cur within fully enclosed, standalone
buildings would also be removed un-
der the bylaw amendment. This in-
cludes loading, receiving and shipping
of cannabis or other materials. It would
also remove the requirement that all
garbage containers and waste materi-
als are contained within an enclosed
building. Under the bylaw, cultivation
operations would not require a waste
management or landscaping plan, as it
is considered an agricultural use.
The proposed changes remove a
requirement in the county’s bylaws
for air filtration systems. However,
federal regulations require air filtra-
tion to prevent the escape of odours
associated with cannabis plant mate-
rials to the outdoors, so the county’s
requirement was seen as redundant,
explained Link. Facilities would thus

ID-19 pandemic sidelined consultation efforts, to help direct
the decision-making process, he said. But now, the organi-
zation has partnered with Community Futures Wild Rose to
restart engagement. The engagement approach has yet to be
decided but may include surveys and group meetings.
“We want to get the whole community involved – we want
to know their wants and desires and hopes and dreams,”
said Koester. “If we want seniors to move to the area or stay
here, we have to accommodate their wishes.”
The site for the new lodge has yet to be determined but
will be off-site from the existing Wheatland Lodge. “We didn’t
want to uproot any of the seniors there,” noted Koester. How-
ever, once the new facility is opened, the existing 95-suite
lodge will no longer serve as a seniors’ lodge, according to
WHMB.
Several sites are being assessed, but the design and en-
gagement process should narrow down the possibilities, said
Koester.
“When we come up with the design of a building that the
community wants, it will probably only fit on certain pieces
of land – that will take the political scrum out of it, maybe,”
he said. “When all those factors are put together, maybe the
land will pick itself.”
Funding for the project has not yet been secured. WHMB
is trying to garner support from the government of Alberta,
said Koester. “We’re hoping for a grant to build it.”
WHMB is hoping to have the project ready for construc-
tion in the fall, said Koester. “Once the community engage-
ment is done, the architect can draw the schematic and we
(can) get the land sewed up, then we will be shovel ready.”

the future of sports was unknown due
to the COVID-19 pandemic.
With the second phase of Baseball
Alberta’s Return to Play Plan, which
went into effect on July 1, the Reds are
back playing once again.
“The kids seem to be really happy
to be back out on the field,” said Jeff
Bodie, the president of the Strathmore
Minor Baseball Association (SMBA).
“The season has been going well,
we’ve been getting good turnouts at

Like every other sports team in the
area, the Strathmore Silver Sharks swim
club’s 2019-20 season was abruptly end-
ed earlier this year.
But the team is looking forward to
a new season while continuing to cel-
ebrate its athletes’ positive results in
2019-20.
“We have been working with Swim
Canada, Swim Alberta, Alberta Health
Services, local government and our lo-
cal facility to determine the best way to
return to our sport safely,” said Jenni-
fer Mertz, head coach of the Strathmore
Silver Sharks Swim Club (SSSSC). “Cur-
rently we are working on registration
for next season. We will be working
with all the groups mentioned above to
align our program with all proper safe-
ty measures in an effort to bring our
‘swimming family’ back together for the
beginning of October.”
After the club wrapped up its season,
it was able to celebrate its top 50 ath-
letes provincially and nationally. “We
have athletes who wrapped up their
‘short course’ season in the top 50 in
the whole province in their age group,”
noted Mertz. “After compiling all of the
results we learned we have 31 athletes
in the top 50 in the province in at least
one event and one athlete who is Top 50
in Canada – Megan Mertz.”

many goals are on pause, but also how
