METHOD STATEMENT FOR CONSTRUCTION OF ACCESS ROADS

AND TOWER PLATFORMS IN HILLY TERRAINS

CONTRACT NO: N-6734

1.0. SCOPE

The scope of this document is to set procedures for construction of access road and tower
platforms in hilly rugged terrains without causing any adverse impact on the surrounding
environment and to construct sustainable road for future maintenance and use.

2.0. TERMINOLOGY

1. OWNER: means "Abu Dhabi Transmission and Despatch Company (TRANSCO)" a


subsidiary of the Abu Dhabi water and Electricity Authority executing the above stated
OHL contract.

2. PROJECT: means 132 kV OHL from Fujairah-Dibba/Fujairah-Tawyeen awarded under


contract N-6734.

3. ENGINEER: Means person or persons, firm, partnership, corporation or combination
thereof appointed by TRANSCO to act on behalf of TRANSCO for the purpose of the
CONTRACT.

4. CONTRACTOR: means 'INABENSA" constructing the 132 kV OHL from Fujairah-


Dibba/Fujairah-Tawyeen for OWNER.

5. SUB CONTRACTOR: means "INABENSA" or any other party appointed by INABENSA


and approved by OWNER/ENGINEER to construct the access road and platform
locations.

6. SITE: Means the area or location where the works are to be performed.

7. REDUCED LEVELS: means elevations of points along the access road/route with respect
to the survey control points provided by Municipalities.

8. COMPETENT PERSON: A person approved by TRANSCO HSE department to accept


and cancel Permit to works / limited access permits on behalf of Contractor.

9. HSE ENGINEER: A person approved by TRANSCO HSE department to ensure the safety
of workers, equipments and other resources engaged on site and minimizes the adverse
impact on the Environment resulting from the construction activities.

3.0. APPLICABLE STANDARDS /TECHNICAL SPECIFICATIONS

 ADWEA standard civil specification for civil works for Overhead Transmission /

working on hilly terrains.

6.0. SEQUENCE OF WORK FOR ACCESS ROAD

The access road shall be constructed keeping in view the shortest and most economical
route to the tower location as well as from the safety point of view.

 Before commencing the access road it shall be ensured that the route map are
approved by concerned departments (TPD/ Municipalities), NOC's obtained
from various agencies and tower locations correctly spotted as per the approved
co-ordinates. Topography maps shall be referred to in order to facilitate finding
the best access route to the tower location.

 A walk over survey will be conducted along the proposed route using
Topographic maps to identify various options for reaching the tower locations by
taking into account the gradient, the length of the road, slopes, Vegetation and
any other utilities passing the OHL line. The preliminary survey will be
conducted from the highest elevation and proceed in the downhill direction with
the objective of having a better view of the hilly terrain. Care shall be taken see
that the proposed access route does not disturb the natural course of streams
which run down the hills as the diversion of the path could facilitate soil erosion
and increase the risk of landslides. Details will be taken with the help of GPS
and levels recorded to decide the gradient of the road and determine the amount
of cutting/Filling.

 Wherever possible existing roads, if any, will be used for the construction
activities and proposals for finger roads to the tower locations from the existing
roads will be proposed and forwarded to Engineer/OWNER for approval.

 In areas where there is no access, proposals for new roads will be submitted to
Engineer/OWNER for approval.

 On approval of the access road proposals, the center line of the access track to be
newly constructed shall be set out at every 20 m interval on straight stretches and
10 m interval on winding stretches using ranging rods. The levels shall be taken
along the centre line to check the natural gradient and decide the extent of
cutting to maintain the desired gradient.

 Once the centre line is marked, a fleet of heavy machinery (Jack hammers, bull
dozers, shovels etc) will be deployed for cutting along the hill and will move
from the bottom in the direction towards the top of the location. The top width of
the road shall be minimum 4 mts wide with side slopes as per the natural profile
of the hill. All this operation to be manned by Banks man who will be available
at the location all times to guide the operators.

 The access road shall be constructed by balancing the cuts & fills as much as
possible with the objective to reduce the amount of unused materials. In steep
terrains the excess materials should not be pushed to the edge of the road or
disposed in the down slope of the hill.

 In Hilly areas the roads will be generally winding and In case it is found that the
sides slopes are steeper and risk collapsing than access road will be widen to
keep a safe distance from the edge of the top surface. Proper barricading and
warning signs shall be installed to warn traffic about the impending dangers.

 The access road through hills shall be constructed to follow the natural profile of
the hill but care shall be taken to ensure that the gradient does not exceed more
than 12 % in any case by constructing the road in winds or zig -zag manner.
Steep slopes and heavy cutting shall be avoided as much as possible.

 During cutting of the hill, water sprinkling shall be done to reduce the dust
pollution and thus improve the visibility for the operators.

 Emergency Landing platforms shall be constructed at regular intervals to


facilitate stops and crossing for two way traffic.

7.0. SEQUENCE OF WORK FOR TOWER PLATFORM

 The access road should terminate at the tower locations in smooth transition. The
Surveyor shall set out the center of the tower location and transfer the reduced level
(RL) of the center peg to a suitable distance outside the size of platform and working
area of the machines for future reference.

 The surveyor shall then take levels at every 2 m intervals covering the full
platform area to decide the amount of cutting and Filling or alternatively to
decide the feasibility of using unequal leg extensions.

 Benching proposals will be submitted along with the volume calculations to


determine the amount of cuttings for ENGINEER/OWNER's approval.

 On approval of the benching proposal, a fleet of Heavy machinery will be


engaged under the supervision of experienced surveyor to ensure that the
benching is carried out as per the proposals. Care shall be taken to ensure that no
excess benching is done thereby affecting the line profiles.

 In rugged and difficult terrains, Blasting may be resorted for cutting in addition
to conventional methods of cutting in order to expedite the works. In such cases
Method statement for Benching by Blasting will be submitted separately for
OWNER/ENGINEER's approval.

8.0. QUALITY CONTROL CHECKLIST & INSPECTION TEST PLAN

8.1 Quality control checklist:


The road surface finally formed shall be well graded, leveled and cleared from all
loose materials as vehicles moving downhill or uphill are likely to slip resulting in
serious accidents including fatality.
The following points to be looked into as part of the quality inspection.
1. Is the slope too steep for ascending or descending the vehicles
2. Is the access road crossing any overhead line or underground utilities?
3. Is the width of the road sufficient for transporting materials
4. Are there proper safety signboards along the roads?
5. Are the bends too sharp for maneuvering the vehicles or heavy machinery?
6. Are the side slopes stable against sliding?
7. Is there proper drainage along the edge of the roads or is the cut materials
blocking the course of stream or channels?
8. Does the cutting operation creating dust & noise pollution?
9. Are the access road & benching proposals approved by ENGINEER/OWNER
10. Are there necessary permits from the Environmental agencies, if applicable?
11. Are banks men available at site?
