Introduction

We are pleased to submit our proposal to build a 8-storey parking podium to solve the
insufficient parking issues in Tunku Abdul Rahman University College (TARUC). Phoenix
Builder Berhad was established in 1990 (30 years). Since 2000, we have emerged to become
the country’s leading construction-based company in infrastructure and residential. We have
dealt with many international projects and successfully built the parking structure for many
learning institutions such as Milwaukee School of Engineering (MSOE), Pomona College,
University of Utah, Southern Alberta Institute of Technology (SAIT) and so on, for which
they are also faced with the same trouble as before. Therefore, we are well-versed in
constructing parking podiums in different kinds of site conditions. Our proposed parking
facility not only delivers a solution for high demand campus parking by multiplying the
original amount of parking spaces available, but it also provides student athletes with a field
to practice in an ideal location on campus.

Background

Based on our analysis, TARUC is currently facing a problem regarding insufficient parking.
Students who drive to school always complain about parking problems around the school
area. The biggest problem is limited parking lots. Due to this problem, the feedback that we
have received was saying that some of the students who had a car sticker were unable to park
inside the school area and they were forced to park outside school areas such as TBR. This
would cause the students to be late for class. Besides that, students were forced to double
parking due to limited parking lots. Hence the students were unable to leave immediately
after class because their cars were blocked by other student’s cars. Moreover, this issue
caused traffic jams as well. The car which does not park according to the parking lot would
block the way of pedestrian routes and car routes. Therefore, we are elated to propose an
improvement to the overall parking lots of the campus to prevent the occurrence of a similar
incident. We planned to replace the existing football field with an 8-storey podium while
retaining the football field design at the rooftop. A few upgrades will be conducted as listed
below:

i. Build an 8-storey parking podium, which consists of a 4-storey underground


basement and 4-storey above ground level with a rooftop football field.

ii. Installation of Closed-Circuit Television (CCTVs).

iii. Provided with Fire Protection System.

iv. Installation of Automatic Barrier Gate System at entrance and exit.

According to the upgrades above mentioned, we can definitely solve the staff and student’s
problems in finding parking in the school area. This would avoid students from being late to
classes because they could save their time for searching the empty parking lots. Parking in
school areas would be safer compared to parking their car outside due to a more secure area.

1.0 Site Surveying


Soil investigation would be conducted by Land Surveyors in order to carry out physical
testing on-site to understand ground conditions for geotechnical design (foundation, retaining
wall and soil improvement). Therefore, Phoenix Builders Berhad has provided a Land
Surveyor Team to determine the site condition (TARUC’s football field area). The main role
of the Land Surveyor Team is to measure the land area and built-up area of the 8-storey
podium car park. The Land Surveyors also provide information to guide the work of
Engineers, Architects, Quantity Surveyors, Project Managers, Geologists and Developers.
Their measurements are then used by Architects to design the landscape, while the Engineers
also refer to their measurements to plan the structures accurately and safely in order to ensure
the buildings can be constructed.

2.0 Development of Design
2.1 Conceptual Design
Generally, the conceptual design is the first stage of the building design process before a
construction project starts. Our proposed parking podium consists of 8 levels with a rooftop
football field. The dimension of the football field is 60m in width and 110m in length. The
total quantity of parking lots is 2264 units, where 2129 units for cars and 135 units for
motorcycles. The estimated construction period for the parking podium with the rooftop
football field is 4.5 years. It takes 1 year and 3 months to construct 4 levels of basement and
another 1 and a half year to build the above-ground structure (4 levels of parking podium and
a rooftop field). Each level of the parking podium will consist of 2 lift lobbies and 2
staircases, with a total number of 6 lifts. During this stage, the design team will review the
ideas and project requirements set by the client and identify the essential issues and
challenges in order to avoid or mitigate them. The design team will keep any amendment that
fulfills the client’s preference.

2.2 Detailed Design


During this phase, the conceptual design would be developed into working drawings and
specifications, where the design should be dimensionally accurate and coordinated. Detailed
design will finalise structural and architectural plans (including front, side, back, plan,
elevation and section views), road layout plan, landscape plan, reflected ceiling plan,
demolition schedule and so forth. A detailed design will provide sufficient information for
statutory approval.

3.0 Government Approvals


Every project requires approval from various authorities at different stages of development.
Before the commencement of construction work, the project team of Phoenix Builders
Berhad will obtain the Building Plan and Temporary Building Permit from Local Authority.
Temporary Building Permit is typically issued by the Local Authority for the erection of
temporary buildings such as project signage and hoardings. This plan should comply with
Uniform Building By-Laws 1984 (UBBL) of the Street, Drainage and Building Act 1974
(Act
133) to provide a safe environment for the students. They also work with all departments of
government as well as service authorities such as water, sewer and power authorities.

4.0 Supply of Machinery, Equipment and Materials
Our Quantity Surveyor Team will purchase equipment and materials from reliable suppliers
with good quality at an affordable price. We will make sure all the materials comply with all
the standard requirements set by the Local Authority. All the heavy machinery will be
supplied by a trustable partner. Phoenix Builders Berhad will propose a pre-estimate budget
regarding the price and quantity.

5.0 Setting Out of the Building


Setting out is the process of transferring dimensions from the setting out plan into the ground.
It also clearly sets up the location points for site boundaries, columns, foundation, the outline
of the excavations and the centerline of the walls, therefore the construction process can be
executed according to the plan accurately.

6.0 Excavation
6.1 Demolition Works and Site Clearance
Hoardings, covered walkways, and project signage will be erected by the contractor before
site clearance. Existing football field, old foundations and bus stop will be demolished with
the use of large machinery such as the backhoe, bulldozers, or face shovel excavators. The
contractor will construct new lanes for the entrance and exit to provide a route for
transportation of the heavy machinery. Entrance lane will be positioned at the football goal
post while the exit lane will be located at the bus stop near the main gate of TARUC. Before
the excavation for the proposed foundation is commenced, the site shall be cleared of
vegetation, brushwood, stumps of trees, and so forth to be shown on the site plan. All
construction debris and demolition materials will be transported off the site.

6.2 Removal of Topsoil & Deep Excavation


The topsoil contains various chemicals that encourage plant growth, which may adversely
affect some structures over time, thus the process of removing topsoil is necessary. After
removing the topsoil, a deep excavation into the ground will be carried out to create
additional floor space to meet increasing space requirements for parking podium. Besides, it
is essential to create an initial external opening with temporary weather-proofing and
supports to the basement area to prevent excavated soil falling on workers (collapse of soil).
During deep excavation, a backhoe or excavator will dig down and the excavated materials
will bring up to the surface and be stored away from the excavation. The excavation
process involves the

detailed method for ground protection treatment and dewatering, the survey of existing site
condition, and detail design or construction proposal regarding. Once the excavation to
reduced level is complete, excavations for the foundations can start. All the excavated
materials will be transported off the site.

7.0 Foundation
In this project, Contiguous Bored Piles (CBP) is used to construct foundations. Closely
spaced bored piles can be used to form a retaining wall for the construction of a deep
basement. The piles are to be constructed so that they virtually touch each other (contiguous).
The gaps between the piles can be grouted to form a watertight retaining wall. During the
excavation of the soil, the piles will generally require temporary supports before the
permanent floor is completed.
In this project, the raft foundation is used to support the structures where the soil has a
low bearing capacity and the basement is to be constructed. It is a thick concrete slab resting
on a large area of soil reinforced with steel, supporting columns or walls and transferring
loads from the structure to the soil.

8.0 Construction of Building and External Work


After excavation and foundation is completed, we will construct the structural elements of the
building such as slabs, beams, columns, staircases, ramps, walls and so forth. These are the
main elements that support the load of the building. After constructing the structural part, the
finishing work will be started to proceed on the surface of the wall, floor and ceiling, both
internally and externally. The internal floor finishes for the car park area will be using the
Non- Metallic Floor Hardener to cover all the floor areas because it is a stronger mixture used
to improve the surface hardness to the floor. Besides, the emulsion paint will be used as the
finishes for the internal ceiling and wall. On the other hand, the external wall and ceiling will
use the weather shield paint as the finishes to cover the external surface of the building and to
protect the building structure from the external environment. External works will be
constructed including road and pavement, primary stormwater drainage, external water
reticulation, primary soil drainage and covered walkway. If defects are found after
construction, we will carry out the repair as fast as we can.

9.0 Installation of Services

After the construction stage, all the sub-contractors were tasked with the installation of all the
services which are placed in this parking podium. For the lighting installation in our building,
we will use artificial light which includes the lighting devices with their light sources, as well
as various electrical equipment used for the distribution of electric power to the lighting
devices. These fluorescent lights will be installed at approximately every three parking lots,
corridor, lift lobby, staircases, security room, entry and exit lane. Besides, the installation of
LED outdoor stadium spotlight will be set up at the top level of the proposed building. These
lighting systems have the benefit of energy efficiency, so it could save on power costs and is
highly customizable.

The mechanical ventilation is installed to the whole building to avoid carbon


monoxide build-up. It is designed to allow for adequate airflow in the building. This
ventilation is frequently established as an integral part of the inventive design of this
proposed building. For example, the sheet metal ductwork will supply or exhaust air from a
room. Electrical and pump rooms will generate heat, thus must be ventilated. The ducts will
be distributed equally around the parking podium in order to remove the smoke or fume to
the external atmosphere. The way it works will depend on the type of duct and the design of
the proposed building.

Our lift installation refers to the client’s specific requirements to ensure that the lift is
designed based on the client’s needs. For all the floors of the parking podium, our
comprehensive design will ensure that the lift is designed to meet the needs of students and
staff, as well as meeting the target of energy efficiency. Each level of this parking podium
will have two lift lobbies consisting of three automatic lifts each.

For this parking podium, dome type CCTV cameras are selected for its 360-degree
view for security surveillance of the area surrounding. Dome type CCTV cameras are
installed in every lift lobby. Besides, bullet type CCTV cameras are often installed outside to
a wall or a ceiling and pointed in a certain direction like a barrel of guns. These CCTV
cameras will be installed at the entrance and exit of the podium. It is essential that outdoor
cameras can withstand various weather conditions, for example, to be waterproof and
withstand the impacts of a storm.

The typical fire-protection system installation is considered which could save lives in
the event of a fire. The components of installing this system include automatic fire sprinklers,

fire alarm systems, smoke detector and fire extinguisher and other necessary fire fighting
equipment. Furthermore, it is essential that the specification, design, installation and testing
of fire protection systems closely adhere to the fire protection standards in the industry.
Therefore, an experienced system designer is involved in designing our proposed building,
such as a fire protection engineer in the early stages of the planning and design process.

We will install a plumbing system in the proposed building. The plumbing system
installation consists of three main components which are the water supply system, drainage
system and appliance set. The main purpose of installing this system into the building is to
connect the inlet and outlet of sanitary appliances and to discharge sewage from this proposed
building.

After the completion of plumbing work, the sanitary appliances will be installed in the
public toilet on the rooftop. There are washrooms and changing rooms provided for the
students and staff. The sanitary appliances will include water basins, urinals, water closet,
sinks, shower set and so on. Ceramic tiles are used as floor tiles in bathrooms due to its
characteristics of being water-resistant, durable, easy to clean and maintain. All installation
and testing works shall be carried out in compliance with the contract specifications and
project safety manual.

Thermoplastic paint is the material that we use for road marking which is applied on
the road surface to mark parking spaces or designate areas for the users. Wayfinding and
signing on the column provide guidance and information for the drivers to remember the
location of their vehicles. Besides, the non-slip floor surface applied is to ensure the safety of
the movement of the man and automobile. We will install the sundries item in the parking
areas such as wheel stopper, rubber speed bump, column guard, signboard and so forth.

10.0 Automatic Barrier Gate System

Our proposed building design will be equipped with an automatic barrier gate system which
is located at both entrance and exit. The main purpose of installing this system into the
building is to provide higher-security features through an access control system. These gates
permit only authorised individuals to park inside the building by using an identity card
verification system to open for pre-approved personnel.

This system integrated with a long-range reader, access controller, barrier gate, loop
detector, CCTV camera, DVR video server and security software. The reader will verify the
identity card of the driver and the gates will be opened only if the driver is verified. Each
authorised individual (staff or students) is required to scan their identity card before entrance
or exit gateways. Besides, CCTV cameras are able to capture useful identity information such
as the vehicle type, license plate, vehicle’s entry and exit picture as well as the face of the
driver into the software for future visual evidence in the event of crime or accident.

our project team has vast experience of running similar projects with past successes such as
the parking structure of Milwaukee School of Engineering (MSOE), Pomona College,
University of Utah, Southern Alberta Institute of Technology (SAIT) and so on. With our

The project that we are planning to construct for your college will be in charge of our
Project Manager, Mr Lee Jun Jie who has more than 15 years of experience in the
construction industry with a vast amount of exposure in undertaking and managing high
profile projects. Our head of design team, Ar. Tan Wei Li, who is the Architect of the project
and he joined the company in the year 2009. The buildings which we have mentioned above
was designed by Ar. Tan and his team, which have won many awards for their design. He is
also one of the committees of the Pertubuhan Arkitek Malaysia (PAM). For the designer of
building structure, it will primarily be handled by our professional engineer, Ir. Sreejit Raghu
with his team. He always provides innovative and economical designs and to ensure safety
and ease of construction. He has worked with Ar. Tan for the past 11 years. Our Professional
Quantity Surveyor on the project will be Sr Lee Wen Teng. She has more than 12 years of
experience in costing, handling all contracts and tender matters being it's small or big. Her
knowledge and capability earned multiple new jobs for the company. Mr Idris Jala,
Construction Manager. He has ten years of experience in constructing the building,
infrastructure, and so on. He is knowledgeable in using the latest technology to construct the
project which always help us to achieve time and cost efficiency.

These four persons, as mentioned, are the key personnel of the team that are in charge
of the project. This team has been working together for more than six years. Furthermore,
most of our previous projects also met the client’s requirements and we have received a lot of
good feedback from them. With all the professional knowledge and experience, we believe

Assumptions:

1. 8-storeys podium carpark (4-storeys basement below ground level and 4-storeys above
ground level) with a rooftop football field.
2. Average storey height assumed to be 3m high for each storey.
3. Built-up area assumed to be 7830m² (67.50m x 116.00m).
4. The amount allocated for each element includes whatever cost incurred for the
completion of the element. For example, labour cost, machinery cost, material cost,
transportation cost and so on.

Notes:

1. The method that we use to estimate the total cost of this project is “Elemental Cost Plan”,
which obtains the total cost from previous similar projects and distributes it into group
and individual elements by allocating a reasonable percentage for each of the elements.
2. Our cost data was obtained from an ongoing project which is similar to our parking
podium design. The analysed building is 8-storeys with an average storey height of 3m.
The built- up area is of 1.2 acres (4,856.23m²). No any adjustment on price will be made.
Adjustment will only be made on quantity (built-up area) and quality (e.g. football field).

We are fully confident that our proposal has high potential to solve the problem of
insufficient parking lots in Tunku Abdul Rahman University College (TARUC) during these
years. We will also remain and incorporate the football field in our building design. Our
solutions will not only solve the existing insufficient parking issues, but also be able to cater
for the future parking demand. We believe that this superior facility can also help you to
attract more new students to join in. As we always prioritise our customer’s needs, we

One of our famous similar projects is the parking garage of Milwaukee School of Engineering
(MSOE) topped with an athletic field in downtown's Park East area as shown in diagram
below.

In 2011, we also successfully built the parking garage with athletic field for Pomona College
South Campus which located at Claremont, Calif as shown in diagram below. The design of
this project has been awarded with “IPI Award of Excellent” in year 2013 and also awarded
as the best parking structure by NPA in the year of 2015.

built in 2015 which located in the center of their campus as shown in diagram below.

Central Garage and Field at the University of Utah provides centrally-located parking with
convenient street access for faculty, visitors, and students as shown in diagram below.
