PART I – GENERAL INFORMATION

9. Purpose.

(a) The requirement of Surface Demand Diving Equipment (SDDE) is to enable a diver
to breath underwater using this set to a depth of 55 meters. The equipment is required
for undertaking a diving operation in water/ sea and to assist the diver to undertake the
task in a safe and hazard-free manner.

(b) The SDDE set provides adequate safety inbuilt safety of:-

(i) Reserve air cylinders (Bail out bottles)


(ii) Buoyancy Jacket with independent air supply for emergency assent.

10. Regulation/ Standards. The Diving Equipment should comply with the following
current International Standards: -

(a) Current MILSPEC/ HSE/ NATO equipment performance standards.

(b) Certification as per ISI/ ISO/ Lloyds/ EN250/ DNV or equivalent Standards for HP
cylinders, rubberised HP/ LP pipes, Buoyancy Jacket and other materials.

11. Functionality. The equipment should be capable of being used by any diver
underwater during a diving operation and free swimming. The role of each item should be as
per characteristics enumerated along with the description/ main features.

PART II

OPERATIONAL CHARACTERISTICS AND FEATURES OF


SURFACE DEMAND DIVING EQUIPMENT (SDDE)

12. Introduction. Surface Demand Diving Equipment (SDDE) is used for a diving
operation when a diver is required to dive for a prolonged time and to deeper depths. This
equipment is self-sufficient to support any diving operation for two divers. The equipment
comprise of the following sub-assemblies: -

(a) Divers Harness (Emergency Diving set complete) - 02

(b) Surface Control Panel - 01

(c) Diving Umbilical of 120 mtrs length with two joint attachment on a Reel for
stowage/ operation - 02

(d) Storage Cylinders of not less than 30 lts capacity with connecting hose - 06

(e) Direct supply from LP compressor - 01

(f) Test Equipment - 01

(g) Maintenance Tools - 01

13. General. The characteristics of each sub-assemblies of Surface Demand Diving


Equipment are as follow: -

(a) Divers Harness. The two Breathing apparatus consisting of the following: -

(i) Full Facemask. The facemask should be with breathing valve assembly
and have a positive pressure inside. The mask should have provision to integrate
with ‘Divers Underwater Communication System’ (DUCS as well as WUCS) and
should fit on the divers face without any ingress of water. The straps should hold
the mask in place even in strong current 2 – 3 knots.

(ii) Cylinder Pack assembly. Compressed air cylinder pack with neck
fitting of control valve should be provided.

(iii) Harness. The Harness basic structure should be comfortable to wear and
should have provision for mounting air cylinders and other accessories fitted.
Harness to have adjustable so as to make a snug fit and ensure hands free
movement.

(iv) Regulator Assembly. A pressure compensated regulator unit should


be with first stage reducer assembly to convert cylinder HP pressure to low
pressure.

(v) Buoyancy Compensating Devices (BCD). A BCD associated to the set


shall be fitted with inflation option through main cylinders, separate cylinder and
mouthpiece. Deflation should be through a corrugated hose fastened with a Velcro
in a direction that does not disturb the diver. Emergency whistle and pockets/
recess for detachable weight should be available. Additional demand valve with
ergonomic safe grip mouthpiece for use by diver / buddy in an emergency should
be inbuilt in the BCD.

(vi) Tool Kit. The diving set test and tool kit for the periodical maintenance
and testing of the Divers Harness.

(b) Surface Control Panel. The Control panel should support two divers with the
following: -

(i) Communication. It should be able to maintain continuous voice


communication between the supervisor on surface and the two divers underwater
up to a depth of 55 mts. The supervisor should have a hand free head phone and
a speaker for monitoring the communication between divers.

(ii) Diver Pneumo Indication. The Divers depth should be continuously


displayed on the panel for the Supervisor who regulates the surface supplied LP
air to the diver.

(iii) Inlet Pressure. Pressure gauge indicating pressure of air storage bank
and secondary pressure of air supplied to the diver.The minimum air pressure
on the surface should be marked in Red colour.

(iv) Air Inlet Connections. It should have required adaptors to connect two
HP pipes (connected to Cylinders/ Air Filters).

(v) Air Outlet Connections. It should have required adaptors to connect


three umbilical from two divers and one Standby Diver.

(c) Umbilical. The umbilical comprise of three hoses that connect the Divers Harness
to the Surface Control Panel should be properly rolled on a Reel. A Diver underwater is
provided following through these hoses: -

(i) Air hose to supply LP breathing air from the surface to the Divers.

(ii) Pneumo hose to indicate depth of the diver to the Supervisor.

(iii) Communication cable should maintain continuous voice Communication


between the Supervisor on surface and the Buddy divers underwater.

(d) Storage Cylinder with HP Pipe. The Storage cylinders are required for
surface use only to provide air storage bank for the SDDE equipment. Each cylinder
should have a minimum capacity of not less than 30 lts with a working pressure of 200
bars. The material of the cylinder can be Non-corrosive Stainless Steel/ Aluminium/ light
metal alloy. These cylinders should be connected with HP hose to supply air to the
Control Panel. These HP pipes should have a life of minimum 10 yrs with Test pressure of
300 bars.

(f) Stowage Container The breathing harness and panel should be supplied
with a weather proof transportable container that has towing wheels at the bottom for
easy shifting on surface.

14. Control Panel. The control panel should display/ meet following requirements: -

(a) It should be capable of supporting two divers to a depth of 55 mtrs.

(b) Independent pressure gauges and depth indication for each diver

(c) HP 300 bar Regulators capable of delivering air at maximum depth to the divers

(d) The apparatus should be rugged, lightweight suitable for carrying by a single
person.

(e) Air supply system flow diagram on the panel.

(f) Pressure indication for air bank.

(g) Should have inbuilt speaker phone with volume control.

(g) Should have an independent power source with commercially available batteries.

(h) Associated test kits and tool kit.

15. Umbilical. The umbilical should meet the following requirements: -

(a) Independent umbilical for each diver capable of supporting diving to depth of
55 metres.

(b) Should have connectors for the control panel and breathing apparatus of non-
corrosive material.

(c) Should not require temperature control stowage.

(d) Should have sufficient strength to enable emergency hoisting of diver using the
umbilical.

(e) Should incorporate an arrangement of attaching the umbilical to the diver’s belt /
diving set to release strain on the same at the diver’s end.

16. Requirements/ Dimensions of Breathing Harness.

17. Environmental Conditions. The entire equipment should be suited for tropical
conditions and not require any environment control for stowage.

18. Documentation. The offer should include following: -

(a) Complete documentation of handling, preparation, testing, and


repair/maintenance procedures to be provided.

(b) Should include a computer based training package for routine maintenance and
repair of the equipment.

(c) The life of all consumable subassemblies and spares to be stipulated in the
documentation

(d) Paper particular, company Part numbers with description and layout drawing of all
components of the equipment is to be provided.

(e) Exploitation document including test procedures and maintenance by user is to be


provided.

19. Maintenance and Product Support.

(a) On Board Maintenance. All the items should afford easy on-board maintenance,
by replacement of consumable spare parts or by way of replacement with new items.
The supplier/ OEM is required to recommend a list of onboard spares along with Part
numbers. The equipment should be supplied along with special tool kit and test
equipment as required for the same.

(b) Base and Depot Spares/ Stocking. Manufacturers Recommended List (MRL)
for Base and Depot (B & D) spares and On Board Spares (OBS) must be provided with
cost. Adequacy and continued availability of spares/ replacement of the item (depending
upon the life span) must be ensured prior to placement of orders for these diving
equipment.

(c) Performance Monitoring. The facility to determine a drop in the


equipment performance relative to the laid down standards at the time of supply should
be provided.

(d) Product Support. The OEM/ supplier should support each item of the equipment
supplied, for a period of its life span. Any obsolescence of the component/ spare/ item
needs to be intimated by the firm, well in time, to enable stocking of spares by the

Indian Navy. The firm should also recommend/ offer suitable substitutes/ replacement
for such components. In addition, up-gradation/ modification to the equipment, resulting
in enhancement in the performance should be intimated and offered to the Indian Navy.
The firm should also indicate their willingness to undertake AMC/ periodic maintenance
(which would be separate contract on expiry of the warranty period) either directly or
through their authorised Reps in India.

20. Testing Procedures. The equipment should adhere to the environmental test
conditions & proof there of as per International standards.
