1) Bids in single stage two bid system (Part-I: Techno-Commercial Bid and Part-II: Price Bid)
are invited for Detailed Design Activities of Naval Ship Design and Construction Project
(Yard Nos. 3029-3036) as per the enclosed technical specification SOR No.
RN/CDO/DD/RC/001 (Annexure-I) from resourceful and financially solvent Design Firms
having suitable experience.

(a) Part -I: Techno-Commercial bid (it must contain only technical & commercial points and
should not contain any price. If any price is indicated in Part-I, the offer will be treated as
CANCELLED). Design Firm/ bidder is to submit Techno-Commercial Bid through E-portal as
per the uploaded Technical & Commercial Templates.
(b) Part - II: Price bid (containing only price to be filled in html format)

2) Being an E-tender, you will have to submit your offer in E-PROCUREMENT mode through
GRSE E-portal https://eprocuregrse.co.in or www.grse.in where all data sheets with
respect to subject tender will be available for download. You need to fill up the required fields
and upload the file. Price bid will also need to be filled up in html format only. During filling up
of price, you are requested to insert unit price only against each item in the html format. No
other attachment regarding price will be allowed and if so happens then offer will be treated
as cancelled.

3) The job is to be carried out as per ‘Technical Specification for ‘DETAIL DESIGN OF NAVAL
SHIP DESIGN AND CONSTRUCTION PROJECT’ enclosed with NIT as Annexure –I.

4) a) Design Firms should attach (Submit hard copy in case of large document) the
following details with their Techno-Commercial bid:

i. Documentary evidence by the Firm in terms of execution of similar order(s)/Pre-

qualification criteria as specified in the SOW RN/CDO/DD/RC/001.
ii. Details of workman/ staff on roll of the company.
iii. Copy of PAN Card
iv. Copy of Labor license certificate.
v. Copy of registration of the company.
vi. Audited annual accounts for last three years along with annual report.
vii. Copy of GST registration certificate.

b) New / Unregistered Design Firms to positively submit the following qualification

criteria in addition to the above requirement with their Techno-Commercial bid failing
which offer will not be considered for tender evaluation: -

i. Submission of the constitution and status of the firm.

ii. Solvency Certificate from Banker and copy of audited Accounts for last three years.
iii. Name, address, telephone, fax nos., email of the bankers and the contact person of
the Firm.

c) The Design Firms will particularly specify in their bid documents whether they
have any arrangements for joint venture/consortium/partnership and the detailed
documentary proof of evidence of such joint venture/consortium/partnership shall
accompany the bid document for consideration thereof as a participant. Joint
venture/consortium/partnership of not more than two firms are allowed.

5) Eligibility Criteria.
a) Pre-qualification Criteria.

(i) Design Firm/ bidder must have experience of successful execution of Detailed Design
Activities and shall meet all pre-qualification criteria specified in cl. 20 of SOW No.
RN/CDO/DD/RC/001. Supporting documents meeting Eligibility Criteria to be submitted
along with the offer (in soft or hard copy).

(ii) The Design Firm/ bidder should neither been Blacklisted nor, have received any tender
holiday from any PSUs�/DPSUs�/Central & State Govt. Organizations during last 05
financial years ending on 31st Mar 2020. The Design firm/ bidder has to submit self-
certification for the same along with the techno commercial offer. GRSE reserves the right
to independently verify the same. In case of violation of declaration is detected at any stage
of tender process and during currency of contract, the order will be terminated.

b) Financial Criteria (वितनररिानदजर)् .

(i) Average annual financial turnover as specified in SOW No. RN/CDO/DD/RC/001
(ii) Solvency certificate and copy of audited accounts for the last three years are to be
submitted for GRSE non-registered Design Firm.

6) E-Mail Address for communication (र्सजपकड हेतु ईिे का पता). Design firm should have an
e-mail address to enable better communication with various offices of GRSE.

7) Micro & Small Enterprise (र्सूक्ष्ि और छोटे उद्रि).

(a) MSEs will also be entitled for following benefits: -
(i) Tender documents will be issued free of cost.
(ii) Payment of Earnest Money will be exempted.
(b) However the Design Firm/ bidder has to submit Entrepreneurs Memorandum (EM-Part
II) along with the offer for such purpose to claim the benefit. The service for which the
exemption is claimed should be in the listed items of EM-Part II.
8) Tender Fee(िनविदा िल्ु क).

(a) Tender Fee will be Rs. 500/- (Five Hundred) (non-refundable) from
Nationalized/Scheduled Bank other than Co-operative bank through DD/PO in favor of
“Garden Reach Shipbuilders & Engineers Ltd.” payable at Kolkata. Design Firm/ bidder
needs to submit tender fees as detailed in prescribed format in e-procurement commercial
data sheet and send the DD/PO to Mr. S.Sengupta SM(FD)(D), CDO, 61 park, GRSE before
due date of submission. Please scan the Draft copy and attach to General Documents part in
e-procurement. Non-submission of value of tender documents may lead to offer rejection.
SSI Units registered under single point registration with NSIC will be exempted from
Tender Fee Deposit on submission of valid NSIC single point registration certificate for
particular product under tender.

(b) To claim the exemption a copy of the NSIC/MSME certificate with annexure is to be
scanned and enclosed with the technical bid and that the list of activities contained in the
NSIC certificate/EM-Part II should cover the activity for which tender is issued and to be
confirmed in Techno-Commercial part of offer.

 9) EMD amount of Rs. 360000/- (Three Lakh Sixty Thousand only) (interest free) issued from
Nationalized/Scheduled Bankother than Co-operative bank payable at Kolkata through
DD/PO/Bank Guarantee (as per format) in favour of Garden Reach Shipbuilders &
Engineers Limited (Detailed in ANNEXURE-II). Design firm need to submit EMD as detailed
in prescribed format in e-procurement commercial datasheet and send the DD/PO to Mr. S.
Sengupta SM (FD)(D), CDO, 61 park, GRSE and BG directly to GM(F) before due date of
submission. Please scan the DD/PO/BG (As per format) and attach to General Documents
part in E-procurement. Non-submission of EMD will lead to offer rejection. SSI Units
registered under single point registration with NSIC will be exempted from Earnest Money
Deposit on submission of valid NSIC single point registration certificate for particular
product under tender. EMD will be returned to the unsuccessful Design Firms/ bidders on
submission of application with original money receipt. EMD of successful Design Firm/
bidder will be returned after receipt of security deposit and against the purchase order.

To claim the exemption a copy of the NSIC/MSME certificate with annexure is to be scanned
and enclosed with the technical bid and that the list of activities contained in the NSIC
certificate/EM-Part II should cover the activity for which tender is issued and to be
confirmed in Techno-Commercial part of offer.

10) Integrity Pact.

(a) All the participating Design Firms/ bidders in this tender are required to enter into
agreement by signing an Integrity Pact as per the format enclosed as ANNEXURE-IV to
NIT.
“The Pact essentially envisages as agreement between the prospective Design
Firms/bidders and the buyer, committing the persons/officials of both the parties, not to
exercise any corrupt influence on any aspect of the contract”.

(b) Signing of Integrity Pact will be preliminary qualification for participation of this
tender, only those Design Firms/ bidders who have entered into this Pact with GRSE will
qualify for the contract. This Integrity Pact will be effective from the stage of invitation of
bids till the date of complete execution of this contract.
(c) Design Firms/ bidders need to sign on each page of the Integrity Pact document and
provide the same on a Govt. issued bond paper of Rs.100/-. The scanned copy of the same
need to be uploaded along with the technical Bid documents and original copy of the same
to be submitted to CGM (Design), CDO, GRSE, 61 Park. GRSE before the due date on the
tender.

11) Last date of submission of Bid / Date of opening of bid is indicated in Tender Document.
Tender is liable to be rejected if the requisite documents are not enclosed with the
technical offer.

12) Date of opening of offer (Price Bid) will be notified in due course after conclusion of
TNC/CNC meetings and acceptance of Techno-Commercial offer. Price bids of the qualified
design firms could be viewed by the Design firms/bidders from their own portal.

13) GRSE reserves the right to accept / reject any Tender in full or in part without assigning
any reason.

14) Acceptance Format Matrix should be filled up and attached with techno-commercial bid as
marks of acceptance of NIT/SOTR/STAC. In case of non- receipt of filled in STACs
acceptance format matrix, it would be presumed that you have accepted all our terms &
conditions as per GRSE tender until & unless deviation is specially mentioned in offer.

17) Determination of successful bidder. Successful bidder will be decided based on

Combined Quality Cum Cost Based System described in Annexure I.

18) Pre-Bid Meeting. A pre-bid meeting will be held as indicated above to discuss the detailed
scope of work of the tender. Design firms interested in participating in Pre-bid meeting
should inform Mr. S.Sengupta SM(FD(D)through mail (e-mail ID-
Sengupta.Saumya@grse.co.in) 2 days in advance.
