MILITARY OCEAN TERMINAL SUNNY POINT, NORTH CAROLINA. BACKGROUND Military Ocean Terminal at Sunny Point (MOTSU) is an intermodal (rail, truck and ship) ‘transportation terminal operated by the US Army, and located in Brunswick County, North Carolina. The 16,000-acre facility is one of the largest military terminals in the world. The primary MOTSU mission is to serve as the key ammunition shipping point on the Atlantic coast for United States Department of Defense (DoD) forces worldwide. More specifically, MOTSU is tasked with storing and shipping DoD ammunition, dangerous cargo and explosives including but not limited to small arms ammunition, artillery shells, fuses, propellants, and ammunition for vehicle systems, and aircraft bombs and ammunition. MOTSU is the only facility in the Department of Defense network that is equipped for and authorized to handle containerized ammunition. MOTSU's activities are critical to national defense. MOTSU is not an open post; access is restricted to authorized personnel. MOTSU handles imports and exports. Imports are inspected by US Customs and Border Protection (CBP) Agricultural Specialists. As a result of these inspections, some containers are identified for quarantine and subsequent fumigation. CBP is an activity of the US Department of Homeland Security. When imports are identified by CBP Agricultural Specialists as requiring quarantine and fumigation, such services are often required on a y basis. For example, MOTSU currently has 221 containers in quarantine that must be fumigated ASAP. ma Fumigation activities must be performed in accordance with a host of applicable federal and state regulatory programs, including but not limited to: * The U.S. Environmental Protection Agency (US EPA) Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) program, including the updated FIFRA label requirements for methyl bromide, which incorporate a series of buffer zones; —==" * The United States Department of Agriculture's (USDA) pesticide control program to protect US agriculture and forestry resources, which is administered by USDA Animal and Plant Health Inspection Services (APHIS), Plant Protection and Quarantine (PPQ); https://www.aphis.usda.gov/import_export/plants/m: whloads/treat ment.pdf, and * The North Carolina Department of Agriculture and Consumer Services’ pesticide applicator licensing and certification program. November 21, 2019 Page A-1 The fumigant most commonly required for such fumigations is methyl bromide. With respect to applicable air emissions regulations, methyl bromide is classified as both a volatile organic compound (VOC) and a hazardous air pollutant (HAP). Therefore, in addition to the above programs, the emission of used methyl bromide at the completion of fumigation requires an air emissions permit. The air emissions permitting program is administered by the North Carolina Department of Environmental Quality (NC DEQ), Division of Air Quality (DAQ). As of late November 2019, MOTSU requires, as a condition of entry to the United States, priority fumigation of 221 shipping containers that have been quarantined by CPB. Ecolab is applying for an air emissions permit (synthetic minor classification) to provide fumigation of these containers, as well as future containers that require fumigation services on an intermittent, as-needed basis at MOTSU. DESCRIPTION OF FUMIGATION ACTIVITIES ‘The MOTSU facility includes scores of dedicated pads, each equipped with soil berms, that are designed and constructed for the temporary storage of ammunition and other imports and exports. Imports identified by CBP as requiring fumigation will be transported to one or more of the available, dedicated storage pads, where the fumigation services will be performed by Ecolab. The attached aerial photograph is marked up to identify the series of pads that may be used for fumigation, and the approximate property boundary. The pads that may be employed for fumigation are located in the central portion of the facility, and a minimum of about 4,000 feet from the property boundary. Fumigation is performed as a batch (as opposed to continuous) process. The attached table provides an estimate of the methyl bromide required for the initial batch of 224 containers that require priority fumigation at MOTSU. Should fumigation activities be required in the future, Ecolab will coordinate with the DAQ and any other applicable state and federal agencies to determine the appropriate parameters within which to perform those fumigation services. The required methyl bromide dose and minimum treatment times are specified by the USDA treatment schedules, which are provided in the USDA APHIS PPQ Treatment Manual. Containers (1,200 ft? each) requiring fumigation will be fumigated in batches of eight (8) or > fewer. As required by the Treatment Manual, each batch of containers will be placed in a row (with doors open) under a heavy tarp. The tarp will be sealed to the ground using sand snakes. The total volume under the tarp, combined with the applicable MB dose specified ) by the USDA Treatment Schedule, will be calculated and used to determine the total amount of methyl bromide required for each batch. Circulation fans may be employed to promote methyl bromide exposure within the containers. Methyl bromide is supplied in portable compressed gas cylinders, which will be mobilized to MOTSU by Ecolab. The required weight of methyl bromide is injected beneath the tarp using a volatilizer and injection lines. Scales are used to ensure that the proper amount of methyl bromide is injected. November 21, 2019 Page A-2 Fumigation events including more than eight shipping containers will require multiple batches. Multiple fumigation batches will be performed using a staggered schedule such that there is some overiap in the active treatment (aka exposure) period, which typically ranges from 3 to 16 hours. However, the batches will be staggered such that aerations are initiated at intervals of one hour (minimum), and the hourly MB emission limit (discussed below) is not exceeded. ‘After the commodity is exposed to methyl bromide for the treatment time specified by the USDA treatment schedule, active aeration will be employed to discharge the used MB. Active aeration will employ portable blowers (one per batch), flexible ductwork, and emission _Stacks. Blowers will be rated at 9,800 cubic feet per minute minimum (e.g., SuperVac P200S blower or similar). Flexible ductwork (typically 24-inches in diameter) will be placed under the edge of the tarp and connected to the blower input. A second line of flexible ductwork will be connected to the blower discharge. The discharge ductwork will be arranged such that the discharge is vertical, and a minimum of 10 feet above ground level. — ———— For permitting purposes, the following MB limits are included in the permit application: * Annual: 9.9 tons per year * Hourly: 90 pounds per hour. This is based upon batch fumigation of eight 4,200 ft3+ containers, an MB dose of 6 Ibs/1,000 ft?, and a 50% surplus to account for the total volume beneath the tarp (i.e. the volume outside the shipping containers). While the required aeration periods for the various USDA treatment schedule are generally several hours, it is assumed (for permitting purposes) that all of the methyl bromide is emitted during the first hour of active aeration. The 100% emission factor during th ig the first hour considers the use of high capacity blower that results in a very high air exchange rate beneath the tarped fumigation area. Further, it is assumed that 100 percent of the methyl bromide employed for fumigation will be emitted. Note that the fumigation services that will be performed by Ecolab do not require any construction or facility modifications. The fumigation activities that will be implemented by Ecolab at MOTUS will be performed within the fumigation zone designated by the U.S. Army (see site map included with Attachment A to the permit application). Fumigation will be implemented in close coordination with facility personnel, in direct response to requests issued by the U.S. Army, and in compliance with U.S. Army land use and zoning requirements.
