First Laguna Electric Cooperative, Inc.

Brief History

The First Laguna Electric Cooperative, Inc. (FLECO) was incorporated and registered with
the National Electrification Administration (NEA) on April 3, 1973 under Presidential Decree 269.
The operation of FLECO commenced on September 1, 1973 when it took-over the seven (7) private
electric franchises and municipal systems, namely: Siniloan Electric which covered the towns of
Siniloan, Pangil, Pakil, Mabitac and Sta. Maria; Pagsanjan Electric System; Paete Electric Service;
Lumban Electric System; Kalayaan Electric System; Cavinti Electric System and Calim &. Jamilano
Electric Co., which served the town of Famy. Initially, FLECO contracted a loan with NEA used
chiefly as payment for taken-over private systems, rehabilitation of old lines, and service expansion.

FLECO provides electricity to eleven (11) of the 16 municipalities in the 4th District of
Laguna and has attained the 100% energization of the 164 barangays in its coverage area. The
municipalities under the FLECO franchise area include Cavinti, Pagsanjan, Lumban, Kalayaan,
Paete, Pakil, Pangil, Siniloan, Mabitac, Famy, and Sta. Maria, all located on the northeastern part of
the Province of Laguna, covering about 571 square kilometers.

On the financial aspect of operations, for the period ended December 31, 2008, the
cooperative's MFSR shows that FLECO realized a total operating revenue of P 1.380 B at kwh
sales of 241 M and an average billing rate of P 5.72 per kwh, one of the lowest rate in the region
{Please refer to Schedule B). Year-end total assets amounted to P 1.447 B. Total workforce is 189
employees.

On the technical aspect of operations, the cooperative sources 100% of its power
requirements from GMCP & WESM. Our 60,529 active consumers as of October 15, 2015 are
served by our four (4) substations with a total capacity of 20 MVA with eight (8) feeders. Since the
implementation of the feeder metering system, areas of the cooperative with high system losses
were identified and pinpointed. The Technical Services Department are now in the process of
prioritizing projects to areas that produce the highest revenues. Average maximum demand is 13.5
KW and we consistently enjoy 99% power factor.

On the institutional aspect, based on an area coverage basis, energization of the franchise
area is 95.58% for the eleven (11) towns. The 164 barangays are 100% energized. The total
potential connection is 55,469.

For prompt response to required service and to boost the efficiency of FLECO operation, the
cooperative has established nine (9) collection centers at the following municipalities: Cavinti,
Pagsanjan, Paete, Pakil, Pangil, Siniloan, Famy, Mabitac, and Sta. Maria.
Current Business Procedures

FLECO is divided into six departments namely Institutional Services Department (ISD),
Technical Services Department (TSD), Audit Department (AD), Core Plan Department (CPD), Area
Management Department (AMD), and Finance Services Department (FSD). The ISD function is all
about administrative and general services (member-consumers). TSD function is all about
connecting the power current. AD function is all about auditing FLECO in terms of money aspects.
CPD function is all about the plan and how to meet those goals under this department is the
Information Technology where they have programmers and technicians. AMD is managing all the
area payment centers they usually get the payment from the consumers in their respective areas.
The main focus of this proposal will be the Finance Services Department.

FLECO is still using the traditional method of paying bills on which consumer will go to the
nearest branch of FLECO to pay. With their slogan “Power to Improve Lives” FLECO is now
affiliated with different payment centers like 7-Eleven, ECPay, Landbank, DBP, truemoney,
ExpressPay, Henry Lhuiller, etc. There is no financial benefit for the cooperative in the payment
centers that were mentioned. The management wanted to help little business persons in the town
that the cooperative is serving. They wanted to create their own payment center to improve their
services and also to fulfill their vision that the cooperative can improve lives.
Proposed Project

FLECO Wallet on which business establishments (sari-sari store, computer shops, etc.) and even
private individuals will have their account on which they can pay their monthly bill and also they can
pay other individuals’ bills. The process will be: the consumer will be reloading their account in the
nearest branch of the cooperative. The balance of their account will be the one that they can use in
paying the bills. They can earn five pesos (in can varies if the person wanted to increase it) in every
transaction compared to the others that ten pesos per bill.

The account table will be all about the consumer’s information including their login
credentials. It has other information that can be used to retrieve their account. Also, it has
information to track where they’ve logged in recently.

The transaction history table will be all about the records on where the user used their
available balance, how much was deducted, and the new balance of their account.

credited the amount the user is reloading. Also, how much is credited, the previous balance, the
new balance, and when they’ve reloaded their account.

It is expected that using the website or application that will be developed the user will be
able to pay their accounts or other’s account. The user can earn from other people if they will be
paying their accounts like using truemoney or 7-11. FLECO can give opportunities to such people
who will have FLECO Wallet to add up to their monthly or daily earnings.
