MINUTES OF FORTNIGHT MEETING

This was the First and Only Fortnight Meeting of this month and was Conducted on the 16th
of April 2020.It featured stakeholders from Dowa District AIDS committee (DAC) and the
Dowa Police Inspector from Victim Support Unit

The main aim of the meeting was for data collection and to address the challenges being
faced in the various hotspots of the FPAM FSW Program which are raised by Peer Educators
and Navigators so as to involve the stakeholders in reaching a common and more viable
solution.

At the beginning of the meeting, a few issues were raised as regards to the conduct of the
Peer Educators and Navigators with respect to portraying irresponsible behaviours in their
hotspots and being pompous of allowances they receive at FPAM meetings, the House
resorted to sanction such behaviours and also barred Mr Suzi from Dowa Police Victim
Support Unit from taking part in further Fortnight meetings after it was discovered he was o
fond of disclosing issues which were discussed in the meeting to the outside world.

The concerns raised were mainly from Madisi, Mponela, Chimwaza, Nambuma, Dowa Turn-
Off , Lumbadzi, Dowa Boma, Chezi, and B&M,

From Madisi, a case of 2 FSWs who were involved in a fight was reported, the two were
involved in a quarrel after one had insulted another due to some disagreements between them.
Nobody was seriously injured but the matter in now in the hands of the Police.

From Mponela, the main concern is the lack of syphilis treatment drugs at Mponela Rural
Hospital since as of now all the women who were diagnosed with syphilis are not receiving
any medical assistance since there are no drugs at the hospital and that is a cause of concern.

From Chimwaza, there was a case of an FSW who was beaten by a client, the case was
reported to Mtengowanthenga Police Unit who took necessary action to apprehend the
culprit. As of now the victim has now being assisted
From Nambuma, there was a plea by the Peer Educator and Peer Navigator to be assisted by
the FPAM management since there is some tension and disagreements between them in their
line of duty.

From Dowa Turn-Off, the case of 3 pregnant women who were residing at the bars has been
resolved. The three resisted calls to leave the place by the Peer Educator for Tsengela who
later sought assistance from the FPAM Service Provider but it was to no avail as they insulted
them and insisted they had no intentions to leave. The issue was reported to the Bar Owner
who later chased them away from the bar as it was not an ideal place to stay for women in
their condition.

From Lumbadzi, there is a problem of shortage of STI drugs at Lumbadzi Health Centre that
most FSWs have to seek medical services from very far areas like Dowa. There is also an
FSW at Jika Bar who is refusing to seek medical assistance despite calls from the Peer
Educators and the Bar owner, the woman is from Salima, it is believed she has now stopped
taking ARVs and unfortunately, she has started developing complications

From Dowa Boma, Syphilis diagnosed patients have not being assisted at both FPAM and the
DHO due to lack of drugs. It was later reported that the drugs are now available at FPAM but
this time they will not be free. And the thief by the name Make Tiwiri who has been reported
in last meetings as being on a rampage of stealing her client’s properties was also reported
this time, she is now believed to have stolen money worth MK4000 from a client.

From Chezi, there is a case of an FSW who was beaten by a client, it is believed she
deliberately provoked the client who later beat her up but she was not seriously injured, the
case was not reported to the police as it was regarded as not serious enough.

From B&M , there is one FSW who has recently exhausted her emergency ARVs but is not
doing anything to resolve the situation, she claims she has no money to go and collect a
Transfer letter from where she is coming from.
