Ph.D Programme Regulations

General Requirements
RGUKT provides facilities for research work leading to the award of the degree of Doctor of Philosophy
(Ph.D). The award of the Ph.D. degree is made on the basis of satisfactory performance of a registered
candidate in prescribed course work, registration seminar, the thesis submitted by the candidate and a
final viva voce. The thesis shall be a report of original research work characterized by creation of new
knowledge in the form of either discovery of new facts or a new interpretation of known facts and theory
or an independent design and development, or development of new instrument or technology.
Minimum Educational Qualifications
M. Tech / M. E (Master of Technology / Engineering) or M.S (Master's degree by Research in
Engineering / Technology) with a valid GATE score.
M. Sc (Master of Science) and with a valid GATE score or UGC/ CSIR-NET/ NBHM.
M.B.A. (after B. Tech./M.Sc./M.A./M.Com.) or 2 year M.B.M. or an equivalent of the aforesaid
degrees with a valid score from a national level test.
M.A (Master of Arts) and with UGC/ CSIR-NET/ NBHM or equivalent qualification.

All candidates seeking admission to the Ph. D. program shall have to possess requisite marks/grades in
qualifying examination as shown below:
1. 60% marks (or a CGPA of 6.5 in 10 point scale) in the qualifying examination in
Engineering/Science/Commerce/ Management.
2. 55% in Humanities or Social Sciences (or a CGPA of 6.0 in 10 point scale).

All those who possess a Master's degree and do not possess a valid high score from national level test
are required to pass an entrance test organized by the university to ensure the requisite domain
knowledge.
Selection of Candidates
Admission into the PhD programme is by a selection process which may include a written test followed
by interview for applicants. The basis for the examinations shall be to test the capability of a candidate to
carry on research work of a high quality.
Announcements will be made twice a year for Ph.D admissions in January and July. The following
categories will be admitted:
University scholarship
Self-supporting (no scholarship)
Sponsored (no scholarship)
Scholars admitted to Ph.D Programme under regular scheme (full-time) are eligible for the
following Half-time Teaching/Research Assistantship (HTRA) for which:
a. A Research Scholar may be assigned academic responsibilities up to 8 hours per week in
the departments for tutorial classes, laboratory demonstration work, running and
maintenance of equipment/computers as may be decided by the Head of the Department.
b. Renewal of assistantship for every semester will be contingent on enrolment, satisfactory
progress in research work and good performance during the preceding semester in the
discharge of responsibility as teaching/ research assistant.

Enrolment
A candidate has to enroll for the Ph.D. program within a month of joining by paying the prescribed
fees.
All research scholars are required to enroll in person each semester on the stipulated date till their
submission of thesis after payment of the requisite fees. Those not in residences may pre-enroll in

absentia during the stipulated period after payment of the requisite fees.

Doctoral Scrutiny Committee

As a part of the enrolment, RGUKT shall form a Doctoral Scrutiny Committee (DSC) including
one/two/three supervisors. At least one of the supervisors including the primary supervisor is
generally expected to be from within RGUKT. The assignment of a supervisor is done on the
recommendation of the HoD after taking the interest of the student and the expertise of the
Departmental faculty into consideration. Constitution of the DSC including the supervisor
assignment will be made with the help of the HoD and approval of the Dean (Academics). During
the beginning stages and also when closely related expertise is not available from amongst the
full-time faculty, RGUKT may still encourage research by very selectively permitting its adjunct
faculty to take sole or joint supervision. Eligibility criteria for serving as a PhD supervisor are given
in Appendix-IV. DSC prescribes the course work with the help of the supervisors. The DSC may
recommend a maximum of 12-16 credits of course work of which a maximum of 4 credits is on
Technical English. Candidates assigned course work must obtain, a grade not lower than 'C'
(minimum CGPA of 7.0) in each of the subjects.
If the grade obtained by a candidate in any subject is below 'C;, the candidate is required to
repeat that subject and clear it with a grade not lower than 'C'. If the candidate fails to clear the
course work within 1 year of enrolment, the DSC may review the performance of the student and
recommend a change of course work.

Registration
A candidate is required to give a detailed seminar talk including details on the problem or study taken up
on the topic of his research within one year of enrolment or within one year of completion of the course
work as the case may be. The registration seminar should normally be held within 2 calendar years for a
student on the basis of possessing qualification.
Progress Report
A registered research scholar shall submit a written report in the required format, annually for the
first three years, and every six months thereafter. The progress made by a research scholar shall
be reviewed by the DSC.
The report should be routed through the guide to the Head of the Department for consideration by
the DSC.
The progress made by a research scholar shall be reviewed by the DSC once a year for the first 3
years and every six months thereafter.

Comprehensive Examination
The Comprehensive Examination will usually consist of a written test and oral examination or an oral
examination. The Ph.D research scholars are normally expected to complete the Comprehensive
Examination within a year after his/her enrolment in the Ph.D programme and in any case not later than
three semesters after his enrolment
Research proposal
The enrolled scholar has to write a research proposal in his relevant area of research and submit it to
DSC as a mandatory part of registration.
Seminar
Prior to submission of the synopsis, the scholar is required to give at least two seminar talks on the topic
of his/her research. The scholar should have at least one paper either published or accepted for
publication in a refereed journal.
Synopsis of Research Work
Prior to submission of the thesis the candidate will submit the synopsis of the thesis and present a

seminar to an open audience in which besides others, the DSC members will be present. The scholar
shall submit the requisite copies of the synopsis of his/her research work in the required format through
the guide(s) and Head of the Department to the Academic Section (Dean, Academics) for consideration
of the DSC.
Submission of Thesis and its Examination
The candidate is required to submit five copies of the thesis neatly typed or printed and bound under soft
cover. A soft version in CDROM along with copyright and IPR undertaking be submitted. The thesis will
be sent to two examiners selected by the Dean (Academics) from the panel approved by the DSC. The
DSC shall recommend for the award of the degree upon positive recommendation for the award by both
the examiners.
Time limit for submission of thesis
(Maximum Duration of Programme)
The thesis for the Ph.D degree must, however be submitted within 8 years from the date of registration /
enrolment.
Viva Voce Examination
All the research scholars shall submit one copy of the final form of thesis in A5 size and an electronic
version in PDF format after the viva voce board recommends the award of the Ph.D degree.
Award of Ph.D. Degree
If the performance of the research scholar in the viva voce is satisfactory, he/she will be awarded Ph.D.
degree on the recommendation of the Academic Council and with the approval of the Governing Council
of the University. A student who has completed satisfactorily all prescribed requirements and has cleared
all fees and dues payable to the Institute shall be eligible for the award of Ph. D. degree of the University
by the Governing Council on the recommendation of the Academic Council. The degree shall be
awarded at the Annual Convocation for the academic session in which the student completes the
requirements satisfactorily.
Fees Structure
Every Research Scholar shall be required to pay at the time of joining the following items of fees, at rates
as in force for the time being:
a. Non-refundable
i. Admission
ii. Tuition
iii. Seat Rent & Water Charges
iv. Gymkhana, Medical etc.
v. Thesis Fee (payable at the time of submission of thesis)
b. Refundable
i. Institution Caution Deposit
ii. Mess Deposit
iii. Mess Advance

Tenure of Fellowship
a. The assistantship shall be payable from the date the scholar joins the Institute. At the initial stage
the order for payment of assistantship shall, however, be issued when the scholar is enrolled
formally.
b. The tenure of a research assistantship shall be four years counted from the date of joining; the
initial award shall however, be released for two years and then renewed for the third year, subject
to satisfactory progress. On the recommendation of the DSC the tenure may be extended for a
further period of one year, granting the extension for not more than six months at a time subject to
the Scholar's satisfactory performance at seminar delivered to an open audience embodying the
progress of the work during the last six months.

House Rent Allowance/Dearness Allowance


i. Institute Research Scholars:
There will be no House Rent Allowance, Dearness Allowance.

ii. Other categories (scheme research fellows/CSIR etc.):


Same principle will be applicable.

Leave
i. Institute Research Scholars
Research Scholars can avail of the following types of leave in a year counted from the
date of joining:

Casual Leave: 15 days


Medical Leave: 15 days

In case of serious illness, the research scholar may avail a part of casual leave as
medical leave, in addition to 15 days, at the discretion of the H.O.D. They are not
entitled to vacation leave (summer & winter). Any leave not availed of shall not
accumulate.
Married research scholars would be eligible for the maternity/paternity leave as per
Govt. of India norms. Such leave will be granted only once during the period of tenure
of the award.
ii. Other categories (scheme research fellows / UGC / CSIR / self- supporting etc.):
Same as Institute Research Scholars.

Discipline
Every scholar is required to observe disciplined and decorous behaviour both inside and outside
the campus and should not indulge in any activity, which will tend to bring down the prestige of the
University/Institute.
A Research Scholar shall maintain, besides satisfactory academic progress, good conduct,
behaviour and discipline in the Institute. In the event of a scholar being found to be involved in
any act of misconduct, misbehaviour, indiscipline or use of unfair means at an examination, the
Scholarship is liable to be suspended with immediate effect.
In all other cases, not covered by the above Regulations the matter will be referred to the DSC for
consideration.

Appendix

APPENDIX-I
ADMISSION OF SPONSORED AND SELF-FINANCING CANDIDATES TO Ph.D. PROGRAM

The University/Institute may admit Self-supporting candidates and persons who are in gainful
employment as 'Sponsored Scholars' to the research program subject to the following conditions:

a. Persons who possess the minimum prescribed qualifications and are in service in any of the
following establishments shall be eligible for admission to the Ph.D. program as sponsored
scholars:
i. established industrial research and development organizations;
ii. autonomous bodies and public undertakings;

iii. universities/colleges;
iv. such industries as may be recognized by the Institute for the purpose from time to time.
b. Besides the sponsored candidates from the above organizations, qualified teachers from
recognized Engineering Colleges selected under the Quality Improvement Program (QIP) of the
Govt. of India and of Science Colleges who are awarded Teacher Fellowship of the University
Grants Commission shall be eligible for admission to the program.
c. An intending sponsored candidate must submit his application in prescribed form for admission
through his employer, who will forward the same to the university with suitable endorsement so as
to reach the Institute by the date stipulated in the notification for the semester.
d. A sponsored scholar selected for admission shall be required, at the time of joining the university:
i. to submit evidence of having passed the qualifying examination and such other documents
as the university may require,
ii. to produce certificate from the employers to the effect
iii. that he has been officially released from his duties for purpose of joining the program and
has been granted the leave for the required period,
iv. that his services shall be retained with the employers.
e. A self-supporting candidate in service shall produce a release certificate from his/her employer at
the time of admission.
f. Subsequent to his joining the university as a sponsored research scholar and during his tenure
here, if the sponsoring authority puts him on leave without pay or half pay, he/she will be treated as
self-supporting candidate and he/she will not be eligible for any scholarship.
g. No Research Scholar shall be permitted to receive any emoluments, salary, stipend or any other
scholarship/assistantship during the tenure of award. In the event of a scholar being awarded
another Scholarship/assistantship of the Institute or of any external organization/Institution, he/she
will have the option to retain any of the awards according to his/her choice, which he/she will
communicate immediately in writing to the Dean, Academics.

APPENDIX-II Constitution of Doctoral Scrutiny


Committee
The following is the composition of the Doctoral Scrutiny Committee:

1. Head of the Department (HoD/nominee of HoD) - Chairman


2. Research Guide or Guides - Member
3. A minimum of one faculty member of the Department nominated by the Dean (Academics) from
the suggested panel of names by HoD - Member
4. A minimum of one faculty member of allied Departments or allied Institutions nominated by the
Dean (Academics) from the suggested panel of names by HoD - Member
5. The Chairman must be present for comprehensive Exam / Synopsis / Thesis report / Viva voce
meetings of the Scholar.

Note: During the initial stages of RGUKT, in the absence of the Head, Director may serve as Chairman of
the DSC and also serve the role of the HoD in the DSC formation. If the Director happens to be the
Guide of a scholar, a senior Professor will be nominated by Dean (Academics). In the absence of the
Dean (Academics) Chairman, Senate or Academic council will serve as the officiating authority.

APPENDIX-III Composition of the Board for Conducting


the Viva-Voce

The following is the composition of the Viva voce Board:

1. Head of the Department - Chairman


2. The examiner of the thesis from within - Member the country,
3. Rest of the members of the DSC including the supervisors

Under any extra-ordinary conditions a specialist in the subject nominated by the Chairman, Academic
council/Senate from the panel of examiners originally recommended by the Doctoral Committee.

Note: During the initial stages of RGUKT, in the absence of the Head, Director may serve as Chairman of
the board of examiners. If the Director happens to be the Guide of a scholar, a senior Professor will be
nominated by Dean (Academics). In the absence of the Dean (Academics) Chairman, Senate or
Academic council will serve as the officiating authority.

APPENDIX-IV Eligibility Criteria for PhD Supervision


The following eligibility criteria are applicable for acting as research supervisors or co-supervisors of
students who pursue research leading to Ph.D. degree at RGUKT:

1. The main supervisor is a faculty member of RGUKT. The faculty shall posses Ph.D. degree in the
subject concerned or in a related subject and shall have published research papers in refereed
journals. The co-supervisor may be a faculty member of any institution or industry possessing a
Ph.D. degree in the subject concerned or in a related subject and shall have published research
papers in refereed journals.
2. In case there is an area where there is no closely related expertise available from amongst its full-
time faculty, RGUKT may still encourage research by very selectively permitting its adjunct faculty
after ensuring commitment to take up the responsibility of supervision solely or jointly. However,
efforts shall be made to make multidisciplinary expertise available in all relevant and potential
areas at RGUKT.
3. The proposed maximum number of Ph.D. candidates that can be registered to a faculty member
(including as joint supervisor) at any given time.
a. Assistant Professor: 4
b. Associate Professor or Professor: 8
