CSI Overview
~1900: The building process -- relatively simple and involving
only a few participants by today’s standards -- began to require
extensive written descriptions to supplement the construction
drawings
– beginning of spec writing profession

1930’s (Depression): Use of detailed written specs increased


when there were many bidders for the few (many gov’t)
construction jobs
– Trend continued during wartime industrial expansion in early ‘40s

1948: Some spec writers organized the Construction


Specifications Institute for the purpose of “improving
specification practices in the construction and allied industries”
– Soon developed a standard method for organizing project specs
Manual Overview
• CSI published first Manual of Practice (MOP) in 1967

• MOP became recognized by the North America


construction industry as the basis on which
construction specs and project manuals should be
prepared and administered -- and how products
should be represented to the construction industry

• Major updates in 1985, 1992, 1996


What is a Project Manual?
• In the 1960’s, the AIA adopted the term
“Project Manual” instead of the commonly
used “Specs”
– Emphasizes that the “specs book” also contains
procurement and contracting requirements
• and distinguish the written documents from the drawings
– Use of the term “Project Manual” and its definition
have since gained acceptance in the construction
industry as standard terminology and as a guiding
concept

2005: MOP revised and renamed the Project Resource
Manual in order to:

• Reflect it’s a resource for all project participants

• Better address alternative construction delivery


methods (e.g., Design-Build, etc.)

• Integration of risk management, cost, regulatory, and


product representative issues throughout
PRM Overview
• Encompasses entire life cycle of a facility
– From conception through design, documentation,
procurement, construction, occupancy, use, and
maintenance

• Considers the need for interdependent processes of


planning, design, construction, and facility use

• Meet the requirements of all participants involved in a


construction project, in a stage-by-stage progression
– Including owners, A/Es, design-builders, contractors,
construction managers, product representatives, financial
institutions, regulatory authorities, attorneys, and facility
managers
