Dear Mr. Evans
‘You have a long history with the Village; unfortunately, beginning about two years ag0,
you repeatedly ignored the directives of your supervisors and created a situation tat is no

First, on July 20, 2018, you received a written reprimand for disregarding your

Program. On November 18, 2018, you were suspended until futher notice because you
failed to obey a reasonable directive given by a supervisor and refused to comply with the
instructions! directions of the supervisor. You were reminded that future rule violations
‘could result in immediate dismissal
‘You were reinstated from suspension on January 8, 2019 and reminded not to
‘communicate positions which ae outside of your range of authority and that you may not
‘promote personal positions on tennis business that conflict with the Village of Western
Springs
Since you have been reinstated, the following events have occurred.
In May 2019, you had to be reminded to copy your supervisor on any correspondence to
the Patk District, due to your communicating directly with Park District personnel
‘without copying your supervisor.
‘In June 2019, you sent an e-mail to th Park Distict’s Executive Director and copied
approximately fity people tothe e-mail about the planned installation of lights a the new
tennis courts. You requested that tennis player attend the next Park Board meeting
support your position. You did not copy your supervisor, and, in ay event, he had
already had a discussion with you abou the lights. The Executive Director requested a
‘meeting with your supervisor about your tates. Your supervisor had to direct you

worked on internally
In July 2019, you continued to voice your frustration about the lights and your supervisor
scheduled a meeting with you to discuss it, Before the meeting occurred, contrary to his
direction, you once again sent out emails to members ofthe public about the matter.
Your supervisor directed you that if you have a problem to talk to him directly and not
involve multiple people on a group email advancing your own agenda using your position
withthe Village
In August 2019, you wrote an e-rsl directly to the Park Distict’s Executive Director
complaining about the blended lines that were planned on the tennis courts. You knew
that this was a requirement to receive the UST grant for which the Park District applied.
‘Your supervisor reminded you that you ae not allowed to express views in your official
capacity that ate inconsistent with the intrest of the Village and Park District.
‘Aditionally, your supervisor was contacted by the Park Distict’s Executive Director
stating that your actions jeopardized the Park District receiving the USTA grant
In December 2019, your supervisor had to tell you to cease your planning of a fundraiser
for a backboard atthe new tennis courts, Several people around the Village complained
‘to your supervisor about all the fundraisers you were planning, Again, you were
reminded that you represent the Village and that your supervisor should be consulted
before you begin working on Western Spring's initiatives, activities, or facilites,
In February 2020, your supervisor was informed thet you ordered and had two new trash
cans delivered to the Park District without receiving approval from the Park District
Board or the Executive Director. Your supervisor admonished you again that this did not
follow procedures and is outside your role.
In April 2020, your supervisor was informed by the Park District's Executive Director
that you bad met with and were directing contractors ofthe Park Distret working on the
new tennis facility. As you denied that you were directing them, your supervisor
reminded you that suggestions about the Park District's failtes should go through your
supervisor and he would forward them tothe Park District following proper protocol
In May 2020, the Village stated planning for offering summer tennis programs, once the
State moved into Phase 3 ofits reopening plan. Multiple times, your supervisor stated
the importance of adhering to DCEOVIDPH guidelines and the need for a consistent
‘message being sent out to the public from the Recreation Department. You were directed
not to send out any information about tennis programs without first reviewing it with
your supervisor, You debated the guidelines with your supervisor over e-mail and during
the exchanges, you repeatedly added additonal people tothe email thread. Your
supervisor reminded you that this was not appropriate. You also sent out an email toaparticipant stating that the Recreation Department would be able to use all seven courts at
‘Spring Rock Park for lessons inspite ofthe fact your supervisor had slready discussed
with you that only four courts would be available, Your supervisor had to reply tothe
participant to correct your eror.
Finally, in June 2020, you sent an email to al tennis staff about hosting a tournameat on
June 274. Your supervisor had already advised you several times atthe start of May that
all June tournaments would be cancelled.
‘And finaly, after the summer schedule had already been completely updated, you
‘emailed your supervisor requesting to add an additional clas. Your supervisor infrmed
you that he would have to review it frst. Before he approved it, you sent an email to the
front desk staff asking them to enter the class into our repistration software as final, Your
continuous disregard for procedures, policies, and authority within the department,
conducting business with the Park District, and in your communications to our patrons is
not acceptable
Section 7.1.1 C ofthe Village's Personnel Policy Manual provides:
1.1.1. Examples for Disciplinary Action
C. Violation of any regulation, order or rule, or failure to obey any lawful and reasonable
direction given by a superior, including when failure to obey amounts to insubordination,
‘or does or is reasonably expected to result in lower morale or to result in los,
inconvenience, or injury to the pubic or the Village.
Due to the pattem of insubordinate behavior and the fact that I do not believe you would
address these same situations any differently in the future, Ihave decided to terminate
your employment effective immediatly
