(On 6/23/2020 at 2219 hours, officers were dispatched to the Elmhurst Rock Quarry, located at 401 W First Street, reference a suspicious person
that was seen walking inside the gate and then through the inner gate near the quarry.
Upon arrival, | met with SIE, at the southeast gate, atthe intersection of Ridgeland and First Street. QM related that
approsimately 30 minutes ago, he was notified by his fuel tanker employee, QE, that an older male subject wearing all black clothing
was seen entering the quarry from the opened Southeast gate. @lmfues all the trucks located inside the business during the night and had the
gate open so his truck could get in. While@ll&was fueling one of the trucks, he observed the older male white subject with a beard, dressed in
black clothing, walking like he “belonged” in the business. thought about what employees would be in the business this late but concluded
that it was suspicious. lien later saw the male walking inside the fenced off area north of the south gate. He then called his boss who
contacted RINRIhis area north ofthe fence has only a small ledge, if any, before a straight drop off into a partially water filled quarry
Elm cs Us to where the subject was last reported being seen. @MMBopened up the middle gate that is located approximately in the
‘middle of First Street between West and Ridgeland. @INMEllled us to an area north of the Stone building where the subject was believed to be
seen walking in the fenced off quarry area, Officers were unable to enter the fenced off area inside the gate, but before another fence blocking
the quarry itself.
Early on, Commander Rivkin had requested DuComm contact Chicago Police Helicopter 1. At 2229 hours, DuComm advised they were en route.
‘At 2243 hours, the helicopter was overhead searching the quarry forthe subject. Pilot Rahiere #15322, Tactical Fight Officer Gosling #712 and
TFO-tear Hespe #15218, were in the helicopter searching the area. Approximately 13 circles of the quarry were conducted,
[contacted the witness, IINNNNNEB who responded to the scene. @_illelated that he had seen the subject walking near the southeast gate
but he looked like he worked at the quarry. @™iliithen thought about the incident and began looking for the subject. After about 20 minutes of
looking,@liwas north of the main Stone building when he saw the subject inside the fence of the quarry. iB was approximately 50 yards from
the subject but cid not say anything to the subject. The subject continued west inside the quarry. len contacted his dispatch who then

Officers searched the accessible areas of the facility with negative results. Due to darkness and not knowing how much area was available to walk
fn the inside of the quarry fencing, Commander Rivkin determined it too dangerous to search on the quarry side of the fencing. Officers were
posted on all corners of the quarry while the helicopter was searching the area with forward looking infra-red. (FLIR)
Ducomm then received a cal at 2254 hours from a concerned resident that someone was seen going through a fence at Second and West,
‘Commander Rivkin contacted the helicopter and notified them of the sighting. At 2303 hours, the helicopter observed movement in the area of
Second and West; however, had to leave to refuel Officers focused attention to the northwest corner of the quarry. Ducomm had contacted the
DuPage Water Commission who related they were unable to open the nearest gate and were not going to respond to the scene, DuPage Water
‘Commission gave officers permission to cut the lock on the northwest gate and the fencing if necessary.
Many advisements via PA were placed requesting the subject to show himself or call out his location. None were answered. Officers on scene
heard movement inthe area and eventually located the subject across the street rom EE At 2319 hours, officers successfully
‘ut the fence and released the subject from the quarry. The subject provided his name and date of bith 25, STA. He vas
immediately provided a mask, gloves and a bottle of water. Medies were summoned to assess QB who clearly needed medical attention.
(Qs related he was from Maine but came from Chicago tonight QJ appeared confused on where he was and was exhausted from
walking the ledge of the quarry. He was visibly of poor health and stature. He had unhealed wounds on both hands and on both lower legs and.
2 deformed left ankle due being struck by a train asa child qua stated several times he had no intentions on harming himself or committing
suicide.
Upon the arval of Ekmhurst Medics/imibwalked to the ambulance without incident followed the ambulance down to the hospital to speak
With SEEMED related he took 3 bus from Chicago or Maywood and was following the moon and the stars so he could go home.
related he did not have any thoughts of suicide and didnot want to hurt himself. NN did't realize he was walking into a quarry, then got
lost QB related he does not have any family and is homeless. His sted address is Hines Hospital in Maywood,
Evidence Technician Hawkins responded tothe scene to take pictures ORIEN a critical reach.

[At the time, no charges would be sought based on @{99 situation and mental state
(SRR Iin0is, no valid license number, returns to Madden Mental Health center located at 1200 S Ist Ave, Hines IL 60141. | phoned the
‘center and spoke to the security department who related that they have no runaways and probably was evaluated by the health center at
sometime
DuPage Water Commission related they will respond to repair the gate and fence tomorrow, 6/24/20. On 6/25/20, Commander Rivkin verified
the fence and gate were repaired.
