Greetings of Peace!
As Counsel for Atlantis Yohan Express Corporation, may this
representation be permitted to quote prevailing MARINA’s Policy, “the
continued operation of wooden-hulled ships shall be allowed until the
services of operators of ships with technologically-improved hull material
sufficiently meet the demand for passenger shipping service therein.”
Thus, existing operation and services of wooden-hulled ships like motorbancas in
areas where there are available and sufficient numbers of Steel-Hulled Ships
with innovated technology capable to meet and cater the needs for continued
shipping services, should be discontinued to give way to the Steel-Hulled and
Technologically-Equipped Ships in order to promote public safety and to enhance
public services.
Therefore, it is quite imperative that existing CPC or License/Permit issued to
all Wooden-Hulled Ships or Motorbancas operating in those areas as mentioned
earlier should be withdrawn or cancelled.
Since Atlantis Yohan is presently operating with Steel-Hulled and
Technology-Compliant Ships, we respectfully reiterate our previous request with
this Honorable Office to allow Atlantis Yohan Corp. to “FULLY SERVED” the
present route it serves under its Authority, taking into account the availability and
worthiness of its five (5) operational ships in the area, such as:

Not only Public Convenience and Public Safety are compromised by the
continued operation of the wooden-hulled small ships but it would also contribute
adverse effect on the smooth operation of the Steel-Hulled Ships. In other words,
Atlantis Yohan would certainly not survive if the present conditions are not
remedied.

May we therefore, respectfully request to declare the route, Iloilo City-Jordan,


Guimaras and vice versa; Jordan, Guimaras-Iloilo City and vice versa; Iloilo City-
Buenavista, Guimaras and vice versa; Buenavista, Guimaras-Iloilo City and vice
versa be “FULLY SERVED” and to recall, withdraw or cancel the existing
Certificate of Public Convenience (CPC) or any Authority to operate presently
issued to wooden hulled ships for the above mentioned routes.
We hope for your utmost consideration and most favorable action.
