SECTION 16784

VEHICLE-PEDESTRIAN WARNING SYSTEM

PART 1 - GENERAL

1.01 SCOPE

This section covers the requirements for VEHICLE-PEDESTRIAN WARNING


SYSTEM.

1.02 GENERAL REQUIREMENTS

A. Materials and installation shall conform to Section 16000, "GENERAL


REQUIREMENTS, ELECTRICAL" and 16300, "INTERIOR WIRING
SYSTEMS", with the additions and modifications specified herein.

B. Materials and equipment to be furnished under this contract shall be


essentially the current design products on one manufacturer regularly
engaged in production of such equipment and shall be listed by the
Underwriter's Laboratories, Inc. (UL), JIS Standard or as approved by
Associated Factory Mutual Laboratories (FM).

C. The work includes furnishing of labor, material, tools and equipment


necessary for and incidental to the installation of a complete and usable
standard system conforming to the applicable requirements of local and
international standards, except as modified herein.

D. Any equipment not specifically mentioned in the Specifications or not


shown on the Contract Drawings, but deemed necessary for satisfactory
operation of the system shall be provided.

E. The Contractor must obtain clarification of all matters in where doubt


exists. This information must be obtained prior to the closing and lodging
of bids.

F. The Contractor will install fully functional and fully integrated Vehicle-
Pedestrian Warning System and responsible for the provision of all
associated equipment.

G. All major equipment and material used for the installation of Vehicle-
Pedestrian Warning System must be of the same make and
manufacturer.

1.03 FUNCTIONAL OVERVIEW:

A. All components to be of the same make and type with high levels of
durability and minimum maintenance requirements

1.04 QUALITY ASSURANCE:

A. The entire system installation shall be carried out in accordance with


PEC, The Fire Code of the Philippines & Regulations, NFPA, latest
National Building Code and applicable local ordinances.

B. The Contractor shall have 10 years minimum experience and with 24-
hour service department.

1.05 SUBMITTAL:

Submittals shall be a complete set; partial submittals are not acceptable. Items
for which the submittal requirements of Section 16000, "Electrical General
Requirements" apply are as follows:

A. Manufacturer's Data: Each item supplied shall be clearly identified on


each sheet.

1. Controllers and accessories


2. Advance Warning Signal and accessories
3. Loop Detectors and accessories

B. Shop Drawings:

1. Controller interior wiring diagrams.

2. Point-to-Point wiring diagrams showing the points of connection


and terminals used for all electrical field connections in the
system.

3. Installation drawings showing location and layout of all security


equipment, electrical power supply panels, wiring counts and
conduit runs from the controller to all associated equipment.

C. Operations and Maintenance Manuals: All system components.


Operating instructions shall include thorough training procedures and
recommended testing frequency for each item. Maintenance instructions
shall include complete trouble-shooting manuals. Three complete sets of
operating and maintenance instructions shall be submitted to the Project
Manager.

D. As-Built Drawings: As built drawings shall show installed conduit and


exact locations of all installed equipment complete with conductor color
code and systems component modifications. One original and three
copies of the complete sets of as-built drawings with one e-file in CADD
format in CD shall be submitted to the Project Manager.

PART 2 - PRODUCTS

2.01 CONTROLLER:

The Vehicle-Pedestrian Warning controller provides all the control functionalities


associated with the operation of the traffic signals heads and advanced warning
signs. The controller also provides the termination points of all inductive
loop monitoring the performance of the highway.

The Vehicle-Pedestrian Warning controller is supplied with a standard signals


controller cabinet.

A. General

The Vehicle-Pedestrian Warning controller shall be supplied complete


with the following:

1) The logic unit complete with input, output, power, control,


communications and processor modules;
2) A site identification card;
3) A 3-position external facility switch (off - normal – maintenance
(flashing yellow));
4) Lamp dimming/voltage regulation;
5) All wiring, looms, terminals, rails, gear tray etc necessary to
complete the installation of the signal;
6) Hand Held Terminals to interrogate and setup the controller.

B. Logic Unit

The logic unit shall be:

1) Be capable of operating at least 16 signal groups however, unless


specified only the required number of signal groups needed for the
site shall be provided.
2) Incorporate solid-state load switching of signal groups.
3) Be provided with the specified number of detectors and inputs.
HOWEVER the logic rack MUST:
- be capable of being expanded to accept at least 24 vehicle
detectors plus 8 external outputs (i.e. AWS Signs)
- be able to monitor lamp loads for all signal groups and when
used with LED lanterns, to be able to measure lamp loads
down to 5 watts
- regulate the voltage supplied to the lamps to within ± 2%

C. Controller Cabinet

The controller cabinet shall have the following features:

1) Dimensions: Minimum internal dimensions of 1205 mm high by


410 mm deep by 565 mm wide.
2) Materials: for approval.

3) A front door with three internal hinges on the left-hand side.
4) Rust resistant recessed handles complete with top and bottom
rods and side tongue for locking and using a key.
5) The door is to be constructed so the levering of the door open
with a screw driver or crow bar is not possible and be earth
bonded.
6) Have welded construction with no rivets or nuts or bolts visible
from the outside.
7) Be stiffened to prevent the cabinet from flexing once installed.
8) Be ventilated at the bottom and top to facilitate circulating airflow.
9) Be weather proof with a minimum IP55 rating and vermin proof
(including the ventilation grills).
10) Include a document holder, capable of holding 4 A4 laminated
sheets, securely fixed to the inside of the door. The holder must
be at least 2/3 the height of an A4 sheet and be free draining.
11) A shelf installed across the full width of the cabinet but with 50
mm clearance from the front face. The clearance between the top
of the cabinet and the shelf shall be 450 mm or sufficient to hold
the controller logic module.
12) Have sufficient mounting rails to secure all field wiring
terminations and internal hardware.
13) A switchboard mounted on the gear plate facing forward or on the
right-hand side cabinet wall, pre-wired for the Local Electrical
Supply Authority’s requirements.
14) The transformer and contactors are to be easily accessible.
15) Provision for mounting the 3 pole facility switch on the top front
right hand side of the cabinet.
16) Be designed to prevent direct access to 230V potential wiring
when the front door is open. This may be achieved by the use of a
3 mm clear plastic cover.
17) All internal and external surfaces shall be powder coated to a
minimum dry film thickness of 50 microns. Unless specified, the
coating colour shall be Gray.

D. Signal Lamp Control

Provision shall be made to switch the signal lanterns “on” or “off” or


“flashing yellow” external to the controller housing by the standard type
triangular facility key incorporating a brass shaft. This switch shall control
the signal lamp circuit only and in its “off” or “flashing yellow” position
shall leave the control equipment fully operative.
The switch positions shall be:
1) left – off
2) centre - flashing yellow (maintenance)
3) right - normal operating mode (on).

E. Service Switchboard

Each vehicle-pedestrian controller cabinet shall be provided with a


proprietary service switchboard that shall include:
1) One single pole mains power isolation switch (30A).

2) One controller circuit breaker (10A).
3) One signal lamp circuit breaker 16A) to suit the cable size. (REV
2)
4) One flashing yellow circuit breaker (10A).
5) One general purpose outlet circuit breaker (10A).
6) One neutral bar with a minimum of 4 ways. (REV 2).
7) One earth bar with a minimum of 4 ways. (REV 2).
8) One double switched 3 pin socket
The switchboard shall be positioned to provide unobstructed access to
the main field wiring terminals. The recommended location for the
switchboard is mounted on the right-hand wall of the cabinet.

2.02 ADVANCE WARNING SIGNAL

A. General

Within each RMS Installation electronic advanced warning signs shall be


used to inform the travelling public of the current status of the vehicle-
pedestrian warning.

AWS signs are installed on the approach to a motorway and a pedestrian


lane.

1) AWS Specification

a) Design life of 10 – 15 years


b) All signs shall employ LED technology
c) Minimum Size of each sign 1675mm(W) x 990mm(H) x
205mm(D)
d) Display colour in accordance with standards.
e) Communication Protocol NTCIP
f) The ability to be gantry mounted, post mounted or cantilevered
g) Operating temperatures of -10 to + 60
h) Option for colour display
i) The ability to operate amber flashing lanterns
j) Visual performance in accordance with the standards.

2) Communications

Options for communications to the AWS signs are:

a) Fibre optic cable


b) RS232/485
c) Wireless Connectivity.

The preferred option is multimode fibre optic cable supplied and installed
in accordance with the standards.

3) Power

Power will be taken to the AWS from the Vehicle Warning Controller and
shall have the capability to be isolated at the signs and controller.

a) AC Mains Powered by 2.5mm2 power cable


b) Means of local power isolation.

4) Text Display

Minimum character height of 175mm for urban environment.

Minimum character height of 350mm for motorway environment.

Three possible lines of text.

Capability of alpha, numeric and graphic message.

5) Status Information

Each AWS shall be directly connected to the Vehicle-Pedestrian Warning


Controller I/O board and be capable of relaying the following status
information:

a) Power failure
b) Communications failure
c) Display failure
d) General equipment fault (dim/ bright failure);

B. AWS Signs

AWS signs are installed on the approach to a motorway and a pedestrian


lane.

The AWS sign shall display two messages only. When the
motorway/pedestrian are on free way, the sign shall display “(Blank)”; during
the passage of vehicle/pedestrian, the sign shall display “STOP”.

C. AWS Pole and Bracket

1) Pole Types

The type of pole and bracket required to support the AWS signs will vary
dependant on site conditions and installation restraints. Typically there
are two types of pole and two types of bracket that are used, these being:
a) 4.9m Special. For use in areas where viewing height is restricted or
ground conditions dictate the need for a taller pole (Design
Dependant)
b) 3.5m Standard. For use in standard installation environments.

c) F Type Bracket. For use over walkways or where the installation is in
close proximity to the road
d) C Type Bracket. For use in standard installation environments.

Dependant on the design criteria and local conditions these poles shall
either be ground planted or shear base (attached to a ground mounted
stub).

Typically for a standard ground plant installation the pole will be installed
to a depth of 1.4m leaving 2.5m above ground, where a frangible pole is
used typically the height for the above ground pole shall be 2.5m with a
1.4m stub.

2) Protective Coating

AWS support poles and brackets shall be hot dip galvanized steel in
accordance with the standards.

The protective coatings shall be either:


a) zinc with a dry film build-up of 0.350mm, or
b) hot dip Galvanised the minimum thickness of zinc coating shall be
in accordance with standards

2.03 LOOP DETECTORS

Each Loop detectors shall monitor on motor and pedestrian lanes at its installed
location, with the exception of emergency lanes. To ensure that there is no traffic
missed the area covered by the detector must cover as much of the lane as
possible without detecting traffic in adjacent lanes. Loop Detectors shall be able
to accurately detect vehicles and pedestrian that use the freeway, including
motorcycles.

Any loop detectors that is used for freeway performance, including all loop
detectors that are installed along the main freeway carriage way and off ramps
and Enhanced Performance Evaluation sites, must be capable of accurately
determining the speed, volume and occupancy of traffic.

Three measurements - speed, volume and occupancy – at any one loop


detectors are used to determine when to switch the AWS signals on and off. If
one of these three are not available from a loop detector then that loop detector
output cannot be used to determine when to activate or deactivate the AWS
signals.

Any loop detectors used for ramp management, including all loop detectors
installed along freeway on ramps, must be capable of accurately determining the
volume and occupancy of traffic.

Speed measurements are not required for any of the detection locations on the
ramp, except for Enhanced Performance Evaluation sites.

PART 3 - EXECUTION

3.01 INSTALLATION

A. All wiring shall be in a complete conduit system separate from other


building wiring. Wiring color code shall be maintained throughput the
scope of the work.

B. Installer equipment and services that pertain to other work in the Contract
shall be closely coordinated with the appropriate contractors.

C. Coordinate with Builder to ensure that:

1. All required building penetrations are provided, otherwise provide


details (eg: drawings).

2. Trimming shall be provided for all ceilings and walls where security
detection devices and cables are required provide details.

D. Coordinate with the Electronics Contractor to be ensured that:

1. No conflict occurs between cable conduit or cable tray routes for the
two services.

2. Sufficient essential supply is supplied and installed to meet the


requirements of the Vehicle-Pedestrian Warning System.

3. The Cabling is terminated in an agreed fashion and documented to a


level satisfactory for both contractors.

4. All cabling are done in an orderly neat and fashion and which allows
clear identification and segregation of the cabling looms.

5. The systems are tested and commissioned successfully.

6. All interfaces are fully documented to the satisfaction of the Ramp


Signaling System and Electronics Contractors.

D. The manufacturer’s authorized representative shall provide all on-site


software modification and supervision of installation of the complete
Vehicle-Pedestrian Warning System, perform a complete functional test
of the system, and submit a written report to Project Manager attesting to
the proper operation of the complete system.

E. Unless specified otherwise, the manufacturer’s recommendations shall be


followed with regard to workmanship and associated materials,
equipment components and devices, whether or not the particular
manufacturer has specified.

F. The layout, dimension and positions of equipment shown on the Drawings


are diagrammatic and indicative only exact position

G. Variations of positions shall be affected without cost variation if the
change is advised before the equipment is cabled and it is not more than
(10) meters distant.

H. All equipment and/or appliances provided under these Specifications shall


be designed so that no interference shall cause to any radio or other
electronic transmitting or receiving equipment in the same locality. In the
event of the inherent characteristics of the electrical installation being
such that interference is possible efficient devices capable of eliminating
such inference shall be provided by the Vehicle-Pedestrian Warning
System Contractor.

I. Equipment supplied and installed shall be such that interference from
outside sources (magnetic, electrical, or EMI noise distortion, etc.) shall
not be accepted as reason for non-operational equipment or systems.

3.02 TESTING AND COMMISSIONING

A. Provide the service of the competent factory-trained engineer or technical


authorized by the manufacturer of the Vehicle-Pedestrian Warning
System equipment to technically supervise and participate during all the
adjustments and tests for the system. Make all adjustments and tests in
the presence of the Project manager.

B. When the system has been completed and prior to the final inspection,
furnishes testing equipment and performs the following tests in the
presence of the Engineer and the local authority having jurisdiction.

1. Before energizing the cables and wires, check for correct


connections and test for short circuits, ground faults, continuity
and insulation.
2. Test the insulation on all installed cable and wiring by standard
methods as recommended by the equipment manufacturer.
3. Test the Vehicle-Pedestrian Warning System circuits for open and
ground and verify response of trouble signals.
4. Check installation, supervision and operation to ascertain that they
will function as specified
5. When any defects are detected, make repairs or install
replacement component and repeat the test.

C. .At the final inspection, a factory-trained representative of the


manufacturer of the major equipment shall perform the required test. In
addition, the representative shall demonstrate that the systems function
properly in every respect. The demonstration shall be made in the
presence of the Owner’s Representative, Project Manager, Consultant
and the local authority having jurisdiction.
