Through ADP 2016-17 Scheme titled “Scooty for Working

Women (Pilot Project) (CM’s Initiatives)” (GS No. 4681)
Physical and mental harassment is the most prominent issue
faced by women using public transport. Although, many
public and private organizations and female educational
institutes have their own transport arrangements for their
staff and students, but it is not sufficient. A large number of
females access their respective destinations (work place,
educational institutes, commercial centers, etc.) through
public transport, where they feel unsafe and are

Punjab, Transport Department, initiated a scheme titled
“Scooty for Working Women (Pilot Project) under the
directions of Chief Minister Punjab. However the pilot
project for provision of Scooties to educated women in
Punjab was re-examined by the committee constituted by
Chief Minister, Punjab vide Annex-A. The committee re-
examined the matter and unanimously proposed to replace
the Scooty with Motorcycles due to absence of indigenous

production of Scooty in Pakistan, issues with the after sale
services and dealership certification of the potential
concessionaire.
The Committee held several meetings with Honda / Special
Monitoring Unit (SMU) Chief Minister's Office and
thoroughly deliberated and agreed that Honda CD-70
“Dream” Motorcycle shall be provided to women domiciled
in Punjab and certified under Women on Wheels (WoW)
initiative, the financial model and eligibility criteria was
finalized in the committee meeting held under the
chairmanship of Mr. Khawaja Ahmad Hassan (Minutes of
Meeting attached at Annex-B).
Women on Wheels (WoW) project will be launched
initially as a pilot project in five districts and on successful
completion of the pilot project it will be replicated in the
rest of the Punjab. The five districts selected for the pilot
project are:

• Lahore
• Faisalabad
• Sargodha
• Rawalpindi
• Multan

Project Objectives:
The desired objectives of the project include;
• To improve female’s mobility
• To enhance female’s access to social and
economic opportunities
• Women empowerment, equity and social
inclusion
This project will facilitate females in following aspects;

• Self-reliance
• Respectable mode of travelling
• Easy mobility
• Access to services

Eligibility Criteria:
The eligibility criteria finalized in the implementation
committee meeting held under the chairmanship of Mr.
Khawaja Ahmad Hassan (Minutes of Meeting attached at
Annex-B) is as follows:

• Beneficiaries should be certified under the Women-on-


Wheels initiative and should be domiciled in Punjab and
aged between 18-40 years.

• Beneficiaries should produce the following


documentation: Parent/Guardian consent, valid CNIC,
driving license, education qualification (minimum
Matriculation) and salary/income statement of
applicant/guardian (minimum Rs. 20,000).

• All relevant documentation is to be attested by a


gazetted officer.

Revised Eligibility Criteria:

• Selection will be made through open competition of


eligible female having valid driving license, instead
of WOW certified women in order to ensure
transparency. The successful candidates will be
trained under WOW scheme if not already trained.

• Candidates should be domiciled in Punjab and


employed/ studying/permanent resident of any of
the five major cities (Lahore, Faisalabad, Sargodha,
Rawalpindi and Multan) where pilot project is to be
launched.

• There will be no minimum income requirement


however the maximum income of the
applicant/guardian/household should not be more
than PKR 30,000/- per month. The applicant will
certify their monthly income through an affidavit.

Description, justification and


6 technical parameters • The project has been conceptualized to increase

accessibility and mobility of women by providing
motorcycles at subsidized rate. This is pilot project
for 5 districts, however depending on the success of
the pilot project the project may be extended to
other districts.
• Government of Punjab will provide capital subsidy
and the successful applicants will pay the remaining
cost of the motorcycle in installments with Zero
Mark-up on the amount being financed by the Bank
of Punjab.
• Helmets, leg guards, canvas carrier bag shall also be
provided for safety and convenience of the
motorcycle riders.
• Special Monitoring Unit (SMU)/ Strategic Reforms
Unit (SRU) Chief Minister's Office will provide
comprehensive training and certification to the
candidates. The selection of successful candidates
for provision of motorcycles shall be made through
computerized Balloting under Media scrutiny.
• The motor cycles provided under this scheme will
be painted pink to ensure that they are not misused
by the male members of the beneficiary family.
• The five districts for the pilot project are selected
where women are already trained under WoW
scheme. A list of the districts and number of trained
females in each district is attached at Annex-C.
• Honda CD-70 “Dream” bike will be provided under
this scheme which have smaller fuel tank and are
slimmer then the regular bike. Also the seat height
of CD-70 Dream M/Cycle (31 inches) is not too
high as compared to seat height of scooty (Honda
Activa) which is 765mm (30.11 inches), thus will be
easy for female to use.
• A need assessment study was conducted, where
2000 questionnaires were distributed among

females. The results of the study are attached at
Annex-D.
• This initiative aims at bringing social change hence
a large scale media campaign is proposed.
• Data regarding empowerment index like income
level, education, present mode of mobility will be
collected during pilot project and shall be utilized
upon expanding the scheme province wide for
achieving greater benefits.

Provision of safe, secure and efficient travel mode in terms
of motorcycles forms the cornerstone of government’s
priorities to empower women in the Province. The existing
public transport does not cater for the travel needs of female
travelers. Women of all classes are facing challenges with
respect to accessing their desired locations.

9 Demand and supply analysis To address these transportation issues for females in
Punjab, Transport Department, initiated a scheme titled
Women on Wheels (WoW) wherein Honda CD-70
“Dream” Motorcycle shall be provided to women domiciled
in Punjab and certified under Women on Wheels (WoW)
initiative. So far 2,000 women have been certified under
Women on Wheels (WoW) initiative.

• BoP will procure and pay the total cost of motorcycles
to Atlas Honda Limited.
• GoPb shall pay the upfront subsidy (37% of Motorcycle
price) to BoP and markup subsidy will be paid to BoP

11 Project benefits and analysis
This project is a step towards women's financial and
professional empowerment. The applicant will receive 37%
of the total cost of the motorcycle as an upfront subsidy by

The project will also create a large number of direct and

indirect jobs opportunities that will stimulate the financial
growth.
While utilizing public transport as mode of communication,
physical and mental harassment is the most prominent
issue. A large number of females access their respective

centers, etc.) through public transport, where they feel
unsafe and are uncomfortable. The Women on Wheels

accessibility to work place thus increasing their chances of
employment. Moreover, this project might stimulate the
market and attract the interest of foreign investors to
establish manufacturing plants and service/sale centres of
