Project Proposal

I. TITLE: PROJECT SERIÑO (SCHOOL ESTABLISHMENT FOR THE


REALIZATION OF DREAMS AND INTERVENTION OF OSY
(OUT-OF-SCHOOL YOUTH) PROBLEMS

II. LOCATION: Leyte Division

III. DURATION: November, 2019- May, 2019

IV. PROBLEMS/ISSUES TO BE ADDRESSED:

Many among students coming from Gimarco, Manlawaan, and La Fortuna I and II are enrolled in Brgy. Poblacion
Tabango High Schools and Senior High Schools however, most of the graduates of the elementary schools in Brgy.
Gimarco and Manlawaan could not enroll to secondary high schools due to financial incapacity even with the 4P’s
program. Some of the students who are enrolled in Junior High Schools of Brgy. Poblacion in Tabango would drop-
out in the middle part of the school year and would drop-out. Survival rate is very poor.

According to the ALS District Coordinator, Maria Cleofe B. Mata, who conducted a student mapping, it was found
out that as of May, 2019, there are 213 number of out of school youth (OSY) in Brgy. Catmon where Sitio La Fortuna
I and II belong, 175 OSY in Brgy. Manlawaan, and 187 OSY in Brgy. Gimarco in which is the result is really very
alarming.

Moreover, Brgy. Manlawaan is 9.5km away from Brgy. Poblacion and 6.4km away from Brgy. Gibacungan. Sitio La
Fortuna I and II is just 2kms away from Brgy. Manlawaan which the proponent believes is very accessible for the
students from Sitio La Fortuna I and II.

Being the heirs of the late Vicente Seriño/Sereño who is the donor of Manlawaan Elementary School lot and hectares
of land in Brgy. Manlawaan, the proponent believes that this has been a very big problem for decades among the
residents of the aforementioned places.

V. RATIONALE

The Department of Education (DepEd) on July 18, 2019 presented the development and implementation of its Last
Mile Schools Program which aims to address the gaps in resources and facilities of schools that are located in
geographically isolated and disadvantaged and conflict-affected areas (GIDCA).

DepEd enjoined all offices across governance levels—through DepEd Memorandum No. 59, s. 2019—to jointly plan
and implement programs, projects, and activities to expedite the delivery of the needed services in the last mile
schools. These include, but are not limited to, capacity building; provision of additional teachers and personnel,
laboratories, equipment, furniture, teaching and learning materials, and internet connectivity; funding their feeding,
health, and greening programs; installation of solar panels in unenergized schools; distribution of DepEd
Computerization Program (DCP) packages; and processing of land ownership papers/documents.

The proponents have proposed this problem among the heirs of Vicente V. Seriño and discussed about donating one
hectare of land to DepEd Leyte Division which they agreed with the condition that Manlawaan Elem. School will be
renamed as Vicente V. Seriño Elementary School and the National High School shall be named as Irene D. Seriño
National High School. This establishment of a National High School and a senior high school in Barangay Manlawaan
is a solution to this longtime problem in education among the residents in the aforementioned places in Tabango,
Leyte.

VI. SPECIFIC OBJECTIVES

OBJECTIVES
 To be able to make education more accessible to high school students among the residents
in Brgy. Gimarco, Brgy. Manlawaan, and Sitio La Fortuna I and II.
 To decrease the number of out of school youth among the residents of Brgy. Gimarco,
Brgy. Manlawaan, and Sitio La Fortuna I and II.
