ABSTRACT

The Influence of the Ability to Use Computer-Based information System and


Discipline on the Government Employee? Work Performance at the
Educational Service of Nias

Performance is an outcome of a certain job which has been achieved by


someone in carrying out his job, based on his skill, experience, capacity, and time so
that it has to be improved. However, it is not seen clearly in the Educational
Service of Nias District; for examples, the employees are not careful, not
punctual, and lack of initiative in accomplishing their tasks. It is probably because of
some factors such as lack of discipline and disability in using computer-based
information system which is one's capacity and skill in using computer which
consists of hardware and software. Software is useful for a decision making. Other
factors which influence the employees' work performance at the Educational
Service of Nias District are discipline which is realized in the behavior of respect,
obedient to the rules and regulations, either in written form or orally, and
readiness to accept punishment or sanction when they violate their duty. The
objective of the research was to find out the influence of the ability to use
computer-based information system and discipline on government employees'
work performance. The research used descriptive quantitative method. The
population was 60 government employees, and all of them were used as the
samples. The data consisted of primary and secondary data and were analyzed
descriptively by using multiple regression analysis. The result of regression
analysis at the significance level of 5% showed that the ability to use computer-
based information system had positive and significant influence on the
government employees' work performance at the Educational Service of Nias
District. The variable which had the most dominant influence on the government
employees' work performance was discipline. The result of coefficient
determinant (R square) was 0.576 which indicated that 57.6% of the variable of
employees' work performance could be explained by the variable of the ability to use
computer-based information system and the variable of discipline, while the
remaining 42.4% was explained by other variables excluded frum this research.
