Welcome to the Government Safety Inspector


(GSI) – Airworthiness course for Approved
Maintenance Organisation (AMO) and Air Operator
Certification (AOC).

As a Government Safety Inspector, your job is


essential to ensuring aviation safety. You must be
systematic and thorough when evaluating
whether safety standards have been met or
exceeded. As such, it’s important that you have a
thorough understanding of the important job that
Government Safety Inspectors perform.

As mentioned earlier, the MCARs have 11 parts.


• Each part has subdivisions called subparts.
• Each subpart is further subdivided into
sections.
• Finally, a subsection, which can be a
subdivision of a subpart or a section, refers
to the title of the regulation and may refer to
an Implementing Standard.

The Model Civil Aviation Safety Act was developed


for States to use as a model in developing their
own aviation laws.

The Model Act can be used for guidance in:

• Providing a legal basis for the establishment of


a Civil Aviation Authority

• Establishing the authority under the Director of


Civil Aviation (DCA)

• Defining both the duties and the authority


granted to the Director under the law of the
State

The Model Law consists of 11 subchapters.


Subchapter I contain definitions that are not
specifically defined by the MCARs.

As with the MCARs and the Model Civil Aviation


Safety Act, the advisory material and directive
material used during this course can, in some
cases, serve as a model that States can follow in
developing their own directive and advisory
material appropriate for aviation in their State.

States need to develop technical guidance


material to provide technical experts with
guidance to accomplish their specific functions.

Technical guidance is important information,


because regulations describe what must be done,
but the technical guidance explains how to do it.

1. MCAR Language

Throughout the MCARs, the following word usage


applies:

• Shall – indicates a mandatory requirement.

• No person may or no person may NOT –


means that no person is required, authorised,
or permitted to do an act described in the
regulation.

• May – indicates that discretion can be used


when performing an act described in the
regulation.

• Will – indicates an act incumbent upon the


Authority.

• Includes – means includes but not limited to.

• Approved – means the Authority has reviewed


the method, procedure, or policy in question
and has issued formal written approval.

• Acceptable – means the Authority has


reviewed the method, procedure, or policy and
has neither objected to nor approved its
proposed use or implementation.

• Prescribed – means the Authority has issued


written policy or methodology, which imposes
either a mandatory requirement, if the word
shall is used, or a discretionary requirement, if
the word may is used.

Implementing Standards:

• Provide detailed requirements that support the


intent of a regulation that is presented in a
part.

• Gain the force and effect of a governing


regulation only if specifically referred to in the
governing regulation.

• Are used in the MCARs to allow an Authority


the flexibility to incorporate new practices or
procedures as they become available without
the procedures required for promulgation of
legally binding regulations.

Parts 2 through 9 have associated Implementing


Standards (IS). This course will touch on Part 5,
Airworthiness; Part 7, Instruments and
Equipment; and Part 8, Operations.

We will primarily cover Part 6, Approved


Maintenance Organisation, and its IS, and Part 9,
Air Operator Certification and Administration, and
its IS.

B. OBJECTIVES FOR THE COURSE

After completing this course:

• You will have acquired a thorough foundation


of knowledge in each of the five phases of
AMO and AOC. Although the course is quite
comprehensive, it represents only the first level
of complexity in certification.

• You will have materials you can take with you


that you and your State can use in developing
your own aviation laws, regulations, and
certification programs.

• You will have gained experience, although


limited, in most of the tasks performed by
airworthiness inspectors during the air operator
or AMO certification process through the
completion of the lesson mastery tests.

• Although you will be quite knowledgeable


about the certification process after completing
this course, it represents only limited practice
in certification. You will need further training
through an on-the-job training or a mentoring
program, and your State will need to have a
developed certification process before you can
acquire all the skills and tools necessary to
properly certify an operator or AMO in your
State.
