Director’s Message
It is with great pride that I present to you the 2006 Annual Report of the Industrial
Technology Development Institute highlighting its significant contributions to the DOST
8-point agenda, which supports the national goal of accelerating the country’s economic
growth.

In 2006, we provided technology support and helped build capacities of 80 enterprises

nationwide. I believe that our expanded efforts in upgrading capacities and improving the
productivity of the micro-, small and medium enterprises in the regions as well as in
stimulating the development of new enterprises made a significant difference and
remarkable impact in the regions’ economic landscape as we rally around what we
consider the anchor program of the Department – the Small Enterprises Technology
Upgrading Program (SET-UP). The DOST Regional Offices have truly complemented our
energies by providing vigorous support to all our endeavors. With more financial support
coming from the DOST, we hope to see 25 projects implemented in 2007 targeting around
100 enterprises to benefit from technological support and manpower training.

We have made ourselves very visible in the implementation of several laws and programs
of the government such as the Clean Air Act, Clean Water Act, National Metrology Act, and
the National Solid Waste Management Program, to mention a few, by making available
our developed technologies and our experts in the various fields of science. With the
imminent signing into law of the Biofuels Act, we made public some of our research
outputs on alternative fuels where the most recent one is using Jatropha curcas as
biodiesel. With another alternative fuel in the offing, we hope to duplicate our technology
commercialization success on coco-methyl ester (CME) as biodiesel.

Our search for new knowledge to develop new and innovative technologies is always
driven by our passion for finding the applications of science and technology in the market
that would translate to useful products and services at the same time safeguard the
health and safety of the people and of the environment.

I would like to believe that industry and other entities in the playing field have now
recognized the significant presence of ITDI in the field of science and technology.
Partnerships forged with local organizations continue to prove this as we generate more
contract researches in 2006 summing up to almost 1000 contract projects and services.
International linkages likewise proved the relatively growing recognition of our strength in
the S&T arena, which on the other hand have helped us also generate additional
resources for our research endeavors by leveraging the modest facilities and expertise we
have.

As in the past years, I always emphasize the need to sustain our efforts, to continue on
honing our skills and to embrace changes as we reengineer our work processes to improve
our efficiency and effectiveness. Let us continue to exude enthusiasm and professionalism
in our work and inspire others to help in our country’s bid for progress.

NUNA E. ALMANZOR, Ph.D.
