(c) If we fail to deliver treated sewage quality according to the conditions/stipulations of


the Contract, the Employer will have rights to impose any penalties/liquidated

termination of Contract.

2 We undertake, if our Bid is accepted, to complete and deliver the Works in


accordance with the Contract as per tender conditions.
3 We agree to abide by this bid for a period of 180 days from the last date of
submission of bid and it shall remain binding upon us and may be accepted at any

time before the expiry of that period. In the event of our Bid being accepted, we
agree to enter into a formal Contract Agreement with you incorporating the
conditions of Contract thereto annexed but until such agreement is prepared, this
Bid together with your written acceptance thereof shall constitute a binding Contract
between us.

4 We agree, if our Bid is accepted, to furnish Performance Bond/Security in the forms


and of value specified as per Volume-II (A), General Conditions of Contract, Clause
No. 1 "Security Deposit".

5 We have independently considered the amounts of liquidated damages stipulated


by you in this bid document and agree that they represent a fair estimate of the
damages likely to be suffered by you in the event of the Work not being completed
by us in time.

6 We understand that you are not bound to accept the lowest or any bid you may
receive.

2.0 PREAMBLE TO PRICE SCHEDULES

1. This bid is for "Design, supply, construction, installation, testing and commissioning of
Sewage Treatment Plant (2.60 MLD) based on Open Technology with Biological
Nutrient Removal (BNR) with MCC panel room, DG set and all civil, electrical,
mechanical, piping and instrumentation works with three months trial run and post
completion operation & maintenance of entire system for 4 years including three years
defect liability period at Gandevi, District: Navsari, Gujarat.”

2. The bidder shall quote his firm and fixed price under this Contract, defined in more
details in various sections of this bid document.

3. It will be entirely at the discretion of the Employer to accept or reject the bidder’s
proposal, without giving any reason whatsoever.

4. The bidder should quote his bid premium or rebate at the end of schedule B. If he do not
wish to quote premium or rebate, he should indicate "at par" in the blank space
preceding "% above / below" in schedule B. Thereafter he should work out and indicate
the offered bid amount both in words and figures in schedule B.

5. For the purpose of information, bidders shall furnish the details as per Part D in Volume
IV ‘Manpower during operation and maintenance of STP’. The rates shall be quoted
in INR in the given Proforma.

6. For the purpose of information, bidders shall furnish the details as per Part E in Volume
IV ‘functional guarantees of the plant”. To be completed by the Bidder in the given
Performa and shall be uploaded along with their technical bid .The same shall be
considered for evaluation and should be lines with rates quoted for Operation and
Maintenance in Part C.

7. The % above/ below or at par rates and prices shall be submitted in the electronic
formats given by n-procure. % above/ below or at par Rates and prices received in any
other formats will be rejected and the Bids will be disqualified.

8. Each item rate shall be worked out by applying the same % above/below or at par
quoted at the end of schedule B (Part-B and Part-C).The calculated rate of each item
after applying the quoted % above/ below will be treated as quoted rate of each item
individually in Part- B and Part-C.

9. In case the any item is not mentioned in Schedule B, the bidder shall be deemed to have
covered the cost of such items in the prices quoted and no extra payment on this
account will be made.

10. Items not specifically listed in Part B and Part C, but required to be executed for
satisfactory working of the system as specified, will not be separately paid for by the
Employer when executed and shall be deemed to be already covered by other items and
rates listed in the price sheets and total price quoted in ‘Summary of Price’. No extra
payment shall be given for any item which is required for successful completion and
commissioning of the project.

11. Bidder shall give year wise break up of cost for O & M in Part C/1 to Part C/4.Total price
for O & M for 1st year in part C/1 shall be lines with rates quoted for 1st year in Part C.
Similarly total price for O & M for 2nd year in part C/2 shall be lines with rates quoted for
2nd year in Part C. Similarly total price for O & M for 3rd year in part C/3 shall be lines
with rates quoted for 3rd year in Part C. Similarly total price for O & M for 4th year in part
C/4 shall be lines with rates quoted for 4th year in Part C. However, arithmetical error, if
any, will be verified & corrected as per the prices quoted in Part -B and Part-C in
“Summary of Price Bid”. O & M Breakup as provided in Part C/1 to Part C/4 shall be
substantiated with backup calculation.

12. Clause 4.1 in this Volume mentions the basis of interim payment for Pipeline, Civil,
Mechanical, Electrical & Instrumentation and O&M works.

13. The quoted price by the bidder shall be evaluated as per Clause 5.1 'Evaluation of
Price Bid' under Volume-IV. While Part B, shall form the basis to work out schedule of
Interim payments during construction period & Part C shall form the basis to work out
schedule of Interim payments during Operation & maintenance period with the
successful bidder.

14. The bidder shall be deemed to have allowed in his bid proposal for all miscellaneous
provisions, maintenance cost of equipments and establishments with final removal of all
temporary works of whatsoever nature required for construction including temporary
bunds, diverting water, pumping, de-watering etc for the proper execution of works. The
rates shall also be deemed to have included any works and setting out that may be
required to be carried out for laying of pipeline and construction of structures of all the
works involved.

15. The Price Schedules are to be read in conjunction with the Conditions of Contract, the
Specifications and other sections of these bid documents and these documents are to be
taken as mutually explanatory of one another.

16. Prices quoted by the bidder shall be firm for the entire period of Contract including O&M
period without any escalation in accordance with the Conditions of Contract.

17. The bidder shall obtain data on survey work, soil investigation work and any other data
required for his proposal at his own cost.

18. The prices quoted shall also include the cost of materials utilized for testing.

19. The bidder should acquaint himself with all the site conditions including but not limited to
the access to Work site, HFL, High/low Tide Level as etc. The successful bidder shall
have to make suitable access to work sites at his own cost. These accesses may be
permitted for the use of the other contractors working for Employer as per instruction of
Engineer-in-charge.

20. The item descriptions in price schedule are for subject matter guidance only. The prices
shall include all the equipments / materials / accessories and services required as per
the specifications.

21. 1% of the value of work will be deducted from the Running bill amount against labor cess
and it shall be non refundable.

22. Third Party Inspection / third party agency will be deployed by Employer and charges of
the same will be borne by Employer. If contractor gives misleading information about
their readiness for inspection, cost of such futile inspection / visit of third party agency
due to misinformation shall be recovered from the Contractor.

23. The rates should be quoted inclusive of all taxes as per Volume-II (A), General
Conditions of Contract, Clause No. 47.

24. Liquidated Damages under Clause No. 2 of Volume-II (A) and penalty for non function of
STP Units shall be as per Clause No 7 of Volume IV and shall be read together in
conjunction to Mode of Payment (Clause No. 4.0 of Volume IV).

25. Agency shall have to take Insurance policy and intimate to Employer along with the
evidence within time limit. In case of non compliance entire responsibility shall be rest
with the agency and required amount shall be recovered from any due amount of the
agency.

26. Employer can recover penalty amount from the agency for not taking the insurance.
Though the penalty amount is recovered, responsibility of the agency for taking
insurance shall be continued and will not be escaped from the responsibility.

Note : Notwithstanding any limits that may be implied by the wording of the individual
items and /or explanation provided in the Scope of Work & Specifications, it is to be
clearly understood by the contractor that the rates and sums that are worked out as per
the Bills of Quantities shall be for the work completed in every respect viz Designing and
Construction of STP, Connecting the existing rising main with all fittings up to the STP
inlet, including all miscellaneous/allied works, within STP compound. The bidder should
quote the rates inclusive of land clearance, dewatering, sludge removal, excavation,
earth filling, etc. including all allied works required for construction STP.

The bidder shall be deemed to have taken full account of all requirements and
obligations whether expressed or implied, covered by all parts of this Contract and to
have priced the items herein accordingly. The rates and sum shall therefore be included
for all incidental and contingent expenses and risks of every kind necessary to
construct, complete and maintain the whole of works in accordance with the Contract.
No additional claim whatsoever shall be entertained by GWSSB.

PART- B

Item No. 1 - STP Based On Open Technology

Design, supply, construction, installation, testing and commissioning of Sewage Treatment


Plant based on Open Technology with Biological Nutrient Removal (BNR) with MCC panel
room, DG set and all civil, electrical, mechanical, piping and instrumentation works with
three months trial run and post completion operation & maintenance of entire system for 4
years including three year defect liability period.

NOTE:

1. Boundary wall, gate, internal plant roads, storm water drains, site clearance, landscaping
is considered in scope. Plant road shall be 4.5m wide. Landscaping area shall be min.
33% of plant area.
2. All liquid retaining reinforced concrete structures, concrete shall be of a minimum M30
grade with a maximum 40 mm aggregate size for footings and base slabs and with a
maximum 20 mm aggregate size for all other structural member. All other structures,
reinforced concrete shall be of a minimum M25 grade with a maximum 40 mm aggregate
size for footings and base slabs and with a maximum 20 mm aggregate size for all other
structural member.)
3. Lead for excavation is considered as 500m.
4. All civil works in contact with sewage shall be constructed with Sulphate
resistance cement only and for reinforcement use Fusion Bonded Epoxy coated
having thickness not less than 175 to 300 micron only.
5. Peak factor considered for design for plants (Greater than 2.16 & Up to 5.40 MLD) is 2.5,
(Greater than 5.40 & Up to 81.00 MLD)is 2.25 as per specifications.
6. The rates mentioned above STP are considering sites falling in Seismic Zone III. For sites
falling in seismic zone IV and V shall be increased by 5% and 8% respectively.
7. Structural design criteria approved by technical committee shall be applicable for design.
8. Hydraulic design of the plant shall be considered with free fall discharge of treated sewage
to local water body (above HFL). Hydraulic loss shall be worked out for peak flow
condition and shall not exceed 4.5m in any circumstances unless otherwise site specific
condition and approved by technical committee.
9. The approved Vendor list for the Civil/ Mechanical/ Electrical/ Instrumentation and other
equipments is available on GWSSB’s official website at http://www.gwssb.gujarat.gov.in.
The Vendor list as available on the date of submission of the BID and in future at the time
of approval of QAP, the latest or amended vendor list shall be applicable & considered for
executing the job.
10. The rates include excavation, refilling and throwing away extra stuff as directed by the
Engineer in Charge.
11. All other details shall be as per design criteria and detail specifications.

Item No. 2 - Rising Main with DI Pipe (If Applicable)

Providing and supplying D. I. K-9 grade pipes for following nominal bore diameter with internal
cement mortar lining including all taxes, insurance, transportation, freight charges, octroi,
inspection charges, loading, unloading, conveyance to departmental stores, stacking etc.
complete. (IS 8329-2000).

Manufacture, Supply & Delivery of Ductile Iron Flange socket spigot bends, tees, reducers or any
other specials as per BS-EN-545/1995 Class-A series K12 suitable for use with D.I.Pipes
manufactured as per IS:8329/1994. delivery of specials is to be made to GWSSB store or site of
works anywhere in Gujarat including all taxes, loading, unloading, carting, stacking, insurance,
inspection charges, octroi etc. complete.

Providing and supplying ISI mark CI D/F Sluice Valves , Butterfly Valves & Reflux Valves of
following class and diameter including all taxes, insurance, transportation, freight charges, octroi,
inspection charges, loading, unloading, conveyance to departmental stores, stacking etc.
complete. Sluice Valve - PN-1.6 With hand wheel /cap operated (PD type short body).

Providing and supplying C. I. Air valves of approved make & quality of following class and
diameter including all taxes, insurance, transportation, freight charges, octroi, inspection charges,
loading, unloading, conveyance to departmental stores, stacking etc. complete. Double acting
(DS2). Air valve to be provided as per Technical Specification, L-section and instruction of
Engineer-in-charge.

Excavation for Sewer Collecting System and sewer manholes including all safety provision using
site rails and removing and spreading the excavated stuffs directed with lead upto 90 M. In all lifts
and all type of strata.

Lowering, laying and jointing C. I. S & S Spun pipes suitable for Tyton joints / Mortar lined D. I.
Pipes of various classes with CI / MS specials of following diameters in proper position, grade and
alignment as directed by Engineer-in-charge including hydraulic testing etc. complete.

Lowering, laying and jointing in position following C. I. / D/F Reflux valves, Butterfly valves, Sluice
valves and Air valves including cost of all labour, jointing material, including nut bolts and giving
satisfactory hydraulic testing, etc. complete

Construction of valves chambers in brick or bela stone masonry, locally available in C. M.


1:6.Foundation concrete 150 mm thick in C. C. 1:4:8of trap metal size 25 mm to 40 mm thick,
inside cement plaster in C. M. 1:3 and cement pointing outside in C. M. 1:3 and top cover of
precast RCC slab 100 mm thick (with key hole in two parts, each with handles or MS Bar etc.
complete as given size) Upto 1 Mt. depth from G. L. to pipe invert level incl. complete civil works
but excl. cost of excavation and refilling. With cast in situ RCC slab in one single piece with 23

Providing and cast in situ C.C. in grade M-25 proportions of ingredients as per mix design by

up to 6 meter height or depth below G.L. for all diameters. CRS steel all diameter. Fe 500grade
confirming to relevant I.S.

Providing bedding incl. ramming, watering, consolidating etc. from excavated earth or in situ mass
cement concrete in 1:4:8 proportion using granite quartzite trap metal of size 25 mm to 40 mm
including consolidation curing etc. complete. as required and instruction of Engineer-in -charge.

Refilling the pipe line trenches incl. ramming , watering, consolidating disposal of surplus stuff as
directed within a radius of 3.0 km.

Providing & Supplying of ISI Marked High Density Poly Ethylene (HDPE - PE-100) Pipes in
standard length suitable for Sewage & Industrial Effluents as per IS Specification no. 14333-1996

loading, unloading & conveyance to departmental stores etc. complete

Item No. 3 - Effluent Disposal Pipe(If Applicable)

Providing and supplying ISI Standard R.C.C. pipes (of Sulphate Resisting Cement) in standard
lengths of following class and diameter suitable for either collar joints or rubber ring joints
including all taxes, insurance, transportation, freight charges, octroi, inspection charges, loading,
unloading, conveyance to departmental stores, stacking etc. complete. (IS - 458/ 1989) Note :
One collar should be supplied with each full length plain ended RCC pipe. One rubber ring should
be supplied with each full length socketed pipe. Class NP2 Test Pressure, 0.7 Kg / Sq.m..

Excavation for Sewer Collecting System and sewer manholes including all safety provision using
site rails and removing and spreading the excavated stuffs directed with lead upto 90 M. In all lifts
and all type of strata.

4.0 PREAMBLE TO MODE OF PAYMENT

1. The contractor after approval of his detailed designs and drawings shall furnish to the
Employer's Representative an initial bill of quantities of all items as mentioned in Part B (to
be reviewed and updated periodically). This bill of quantities will be used for assessment of
percentage progress of any component at any stage.
2. Measurements jointly taken (for Turnkey works) by the Employer's Representative and the
Contractor will be entered in the measurement books and signed jointly by both the parties
which shall form the basis for such interim payments.
3. As mentioned in the preamble to price schedule, the provision of measurement will be
applicable only for the assessment of value of work done and certified by Engineer-in-
Charge for Part B and Part C
4. Payment for items as mentioned in Part B and Part C will be released as per provision for
interim payment as given in schedule mentioned below.
5. Percentages are indicated against each component of some of the items of Part B specified
in Clause 4.1, based on the Employer's best appreciation of the value of the component as
related to the total costs of the concerned item as a whole. However payment for those items
which are not covered under clause 4.1 will be made as per quantity verified by Engineer-in-
Charge for such items as mentioned in Part B. The extent of amount to be released against
each such item will be as per decision of Engineer-in-charge.
6. Payment shall be released within 30 days after the fulfillment of condition mentioned in Para
2 above. The decision of the Engineer In-charge in this regard shall be final and binding
upon bidder.
7. The percentage breakup as indicated in the clause 4.1, may differ from that corresponding to
the Bidder’s scheme and bidder’s design and he should take this into account while quoting
his prices for the items specified
8. During O & M, the Contractor shall be paid at the quoted rates per month. The amount
withheld against the O & M from the running bill of the contract shall be released as per
direction of engineer in charge.
9. The rates quoted for O&M works shall be in line to Volume-II(A), General Conditions of
Contract, Clause No. 1 "Security Deposit"
10. Release of Security deposit shall be as per Volume II (A) Clause 1 of General Conditions of
Contract and Volume II (B) Schedule 3, O&M Price.
11. Payment for items as mentioned in Clause 4.1 will be released on verification of these items
to the satisfaction of engineer in charge, as per quoted rates per unit of such item.
12. The total inflow mentioned in the tender documents is indicative and only for calculation
purpose. Any change in the flow as per actual design shall not lead to extra financial
implication to GWSSB.
13. It is clarified by way of abundant caution that contractor shall not claim any additional
remuneration in the head of O & M.

5.0 METHODOLOGY FOR FINANCIAL BID EVALUATION

Employer will first open the technical bid of all the bidders as per schedule given in the
instruction to the Bidders in the presence of the bidders or their authorized representatives who
choose to attend on the prescribed place, date and time in the bid for bid opening. After opening
of the technical bid, Employer will first evaluate bids for qualification requirement stipulated in
the bid document.

Prior to the detailed technical evaluation, the Employer will carry out a preliminary examination
to determine whether they are complete, whether the required EMD have been furnished,
whether the documents have been properly signed, and whether the Tenders are generally in
order and whether Qualification criteria to the requirement of the bidding document are met.

The detailed technical bid evaluation of those bids, who are meeting the qualification
requirement, will be carried out. The Price bid of the bidders who are not qualified for the bid,
will not be opened and returned to the bidder on award of the contract.

Price-Bid will not be opened by Employer until evaluation of Technical-bids submitted by the
bidders is completed and any conclusion is made. In the evaluation of Technical-bid, all the
drawings, details etc., submitted by the bidders will be scrutinized before opening of price bid.

In the process of evaluation of Technical-bid, if there are queries regarding the details, data,
drawings etc., submitted by the bidders with their Technical-bid then the same will be raised to
the bidders and the bidders will have to give the answers / submit more details etc. accordingly.
Employer may appoint a consultant or expert in the field for the evaluation of details, data &
drawings etc. submitted by the bidders with their Technical-bids.

After complete evaluation of Technical-bids submitted by all the bidders and after any
conclusion is made by Employer to its' own discretion, the price bid of technically responsive
bidders will be opened. During the financial bid evaluation the bids shall be evaluated as per
below formula to decide the lowest evaluated bid.

Bidder shall have to quote the rates of flow dependent charges for 100% design capacity
and rates shall be paid in proportionate to actual flow which bidder shall take into
consideration.

7.0 DEDUCTIONS

7.1 Deductions due to Non conformation of effluent parameters:

Failure to achieve the specified effluent quality requirement at the outlet of the Chlorine contact
tank during Commissioning, Trial run and entire Operation and Maintenance (O&M) period
For each STP that fails to pass the Tests (as described in Table-1) during Commissioning, Trial
run and entire Operation and Maintenance (O&M) period then penalty clause (as mentioned in
Table 2) shall be applied.

Non confirmation of Hourly avg. parameters with the treated sewage standards as per Volume
IIIA, Pg 19-20, General Technical & Process Requirement shall attract penalty as below:

7.2 Deduction due to Plant/ Process breakdown/ Bypass

Plant/ process breakdown is considered when STP is non functional. No shutdown will be
allowed. Even if shutdown is taken, it shall be considered as Plant/ Process breakdown and
applicable deductions will be made.

7.2.1 Following Deduction due to Plant/ Process breakdown shall be applicable:

a) In case of STP is non functional for <2 hours, no penalty shall be applicable as
mentioned in below Table 3. Occurrence of such individual event shall not be allowed for
more than 4 times in a given month.

b) If non functional period is more than 2 hours and up to 6 hours, the penalty applicable
would be 50% of the O & M charges (hourly) as per the Quoted price for the stoppage
time of plant in hours rounded off to the next integer.

c) If non functional period is more than 06 hours and up to 12 hours, the penalty applicable
would be 100% of the O & M charges (hourly) as per the Quoted price for the stoppage
time of plant in hours rounded off to the next integer.

d) If non functional period is more than 12 hours and up to 24 hours, the penalty applicable
would be 150% of the O & M (hourly) charges as per the Quoted price for the stoppage
time of plant in hours rounded off to the next integer.

e) If non functional period is more than 24 hours, the penalty applicable would be 200% of
the O & M (hourly) charges as per the Quoted price for the stoppage time of plant in
hours rounded off to the next integer.

7.2.2 Following Deduction due to bypass shall be applicable:

Discharge of Raw Sewage from any units in sewage treatment plants without complete
treatment to nearby water body shall be considered as “Bypass”. “Bypass” in any case shall not
be allowed. It is strictly prohibited.

Sewage Treatment Plants shall be designed and constructed with hydraulic capacity to prevent
overflows and sufficient modules and standby arrangement and adequate capacity for
equipment and no incidence of sewage bypass in service area.

7.5 Damages towards Excess Power Consumption & Incentive

1. If there is design average influent sewage flow and BOD


conditions, then

a) If the plant is achieving desired effluent parameter with power


consumption less than the guaranteed power requirement under
designed average influent sewage flow and BOD conditions,
Excess then payment shall be made as per actual power consumed. In
consumption of addition, 50% cost of energy saved (without affecting quality of
electrical energy output / shutdown or closure of Plant) over the power cap shall
