In order to ensure greater participation of various stakeholders in the
planning, implementation and monitoring of technical vocational education
and training (TVET) programs at the local levels, the membership of the
technical education and skills development committees (TESDCs) must be
subjected to review and amendment as necessary. This is to ensure that the
contributions of concerned agencies are taken into consideration aside from
eliciting policy and program coherence on technical vocational education and
training (TVET).

In this regard, this Circular intends to amend the membership of the Regional
Technical Education and Skills Development Committees (RTESDCs) as
provided for in Item III. 1-RTESDC Composition of TESDA Circular No. 25,
series of 2011 "Reiteration of Technical Education and Skills Development
Committee (TESDC) Rules and Regulations".

I. Background

Section 19 of RA 7796 or the TESDA Act of 1994 provides for the


establishment of Technical Education and Skills Development Committees
(TESDCs) at the regional and local levels to coordinate and monitor the
delivery of all skills development activities by the public and private sectors.

Further, the law vested the Director General with the power to
determine the composition of the TESDCs.

II. Amended Composition of the Regional Technical Education and Skills


Development Committees (RTESDCs)

Per TESDA Circular No. 25, series of 2011, the present RTESDC
membership is composed of the following government and private sector
representatives:

Government Sector (6) - Regional Directors of the following government


agencies:

-I- Department of Labor and Employment (DOLE);


4- Department of Education (DepEd);
Department of Trade and Industry (DTI);
4- Department of the Interior and Local Government (DILG);
4- Commission on Higher Education (CHED);
4- Technical Education and Skills Development Authority (TESDA)

Private Sector (6) — Two representatives each from the following sectors:

4- Labor sector
-I- Employer groups or industry associations
TVET sector

The government representation to the Regional TESDC (RTESDC) is


hereby expanded to include the Department of Agriculture (DA). The
inclusion of the Department of the Agriculture (DA) to the membership of the
RTESDC will facilitate the articulation of policies and programs for TVET
implementation towards increasing agricultural productivity and profitability in a
sustainable manner. The membership of DepEd and CHED will help provide
the link and enhance harmonization of policies across education levels. With
DepEd, CHED and TESDA sitting together in the RTESDC, cross cutting
concerns on education and training can be discussed extensively. The DOLE;
DepEd, CHED, TESDA; and the Department of Trade and Industry (DTI) reflect
the importance of collaboration among labor, education and industry, to ensure
meeting the human resource requirements of firms. The Department of the
Interior and Local Government (DILG) represents the local government units
who are to assume increasing role in the efficient delivery of TVET programs
and services. TESDA also provides Secretariat support to the Committees.

Private sector representation to the RTESDC shall articulate the concerns of


the employers, labor and the TVET institutions who are beneficiaries of skilled
workforce.

Ill. Repealing Clause

All prior issuances inconsistent with any of the above mentioned provisions are
hereby rescinded or amended accordingly.

IV. Separability Clause

If any provision of this Circular shall be declared unconstitutional and invalid,


the other sections or provisions not affected shall remain in full force and
effective.

These guidelines shall take effect immediately.
