On October 20, 2019, at approximately 1751 hours, I received a call in reference to passengers
arguing and fighting on board an aircraft, at Gate 19.
When I arrived, Mr. Tuten, identified by his California O.L., told me that he was upset
because people from another flight cut in front of him to board his flight. He stated that he
approached the passenger, Mrs. Rochester, to advise her of her action, when he was
pushed by an unknown subject. There were no injuries.
I then spoke to Mr. Rochester, identified by his Michigan O.L. He told me that after
boarding his flight, he saw and heard Mr. Tuten yelling and screaming at his wife, Mrs.
Rochester, in an aggressive and threatening manner. He asked Mr. Tuten to stop but he would
not, so he pushed Mr. Tuten.
I then talked to Mrs. Rochester. She told me that Mr. Tuten accosted her verbally because he
felt that she cut in front of him while boarding their flight. She said he was yelling and shouting to
the point that spit was striking her face. She said she then apologized to him for cutting in front of
him so that the flight could leave without a misunderstanding. Delta removed all passengers from
the Delta flight #1144 to Detroit from DCA scheduled to depart at 1719 hours and rebooked all
parties.
A NCIC/VCIN check of all parties yielded negative results and no parties wanted to obtain
warrants.
