SUB: Exploitation of daily wage workers and violation of norms of out
sourcing in Regional Rural Banks in the country

Respectful Sir,
We would like to submit our grievances as under :
1- That the Regional Rural Bank (RRBs) were established by the Government of
India under the provisions of Regional Rural Bank Act 1976.The Central Govt
share holding is 50%, State government holding 15% and rest 35% share
holding is owned by respective Sponsor banks. These Rural banks carry on the
banking business among rural poors, farmers in remote rural areas of this
country.
2- -That at present there is a network of 56 Regional Rural banks with more than
22 thousand branches and more than 1 lac officers and workmen employees and
more than 25 thousand temporary and dailywage workers are working since
more than 10 years in this network of RRBs. The services of these workers
should be regularized on vacant post as per law of the land.
3- The recruitment and promotion rules and man power norms comes into effect in
RRBs through a notification issued by GOI from time to time.
4- The Government of India has replaced the Recruitment and Promotion Rule
2010 with a new set of rules notified on 29th March 2017. The para7 of said
notification empowers the RRBs to make recruitment on group C posts through
employment exchange or any other agency recognized by GOI or state Govt.

5- That there are more than 20 thousand temporary daily wage workers are doing
the duties of sub staff in the branches and administrative offices of RRBs,
because there is no recruitment on the posts of substaff since the year 2011,with
out any ban on recruitment or any denial order from GOI.
6- That the GOI vide its letter dated 28 May 1981 allowed RRBs to engage part
time sweepers on weekly working hours basis for the purpose of sweeping and
cleaning of premises as per corporate area of premises, in same line with their
sponsor bank. Copy of letter enclosed as Annex-2
7- That except Pragati Krishana Gramina Bank in Karnatka other RRBs are doing
unfair labour practices in matter of these temporary part time daily wage
workers working on vacant sub staff posts. The following serious irregularities
have been point outed-:
A- Banks are not paying minimum prescribed by Central Govt or initial
salary of sub staff in RRBs,for which they are eligible as per law.
B- The Provident facility has not been extended to these workers.
C- In some cases they are receiving bonus also.
D- The banks are not taking any signature or thumb impression on payment
voucher of salary.
E- The head of the department or branch managers putting their signature on
salary vouchers of this worker.
F- RRBs are not maintaining any detail of record of these workers, these
banks do not include them as even as their daily wage staff.
8- That the following Regional Rural Banks have entered in Out Sourcing such
type of work which is performed by regular section of employees in same bank.
Such out sourcing is with a illegal and unlawful manner, without making any
registration with labour authorities and without fulfilling norms of out sourcing
as laid down in Contract Labour(A&R)Act 1970.The name and Address of

Therefore Sir, you are humbly requested to issue suitable instructions to concerned
Dy CLCs (C) to inquire the matter at their end through LEOs and initiate
prosecutional steps against the responsible authorities in these RRBs. So that these
poor and exploited workers may get justice.
