This may seem, at first sight, too much for a relatively simple question
which, in addition, refers to a type of structural member which is practically
never met in actual constructional systems.
The ECCS Committee on Stability, having recognized that it was high time
to update this field of structural engineering science, has succeeded to
demonstrate the appropriateness of introducing into the study of stability
problems modern probabilistic concepts of safety and thus to ensure an
effective link between theoretical and experimental approaches in this field,
in order to obtain a fair agreement between the theoretical models and the
experimentally observed behavior of actual members and systems, as well as
to ensure a consistent degre~ of safety for members subjected to various
types of s~ress.
The results of this work have been the background of the 1st International
Colloquium on Stability held in Paris in November 1972. Credit must be given
to the ECCS for having substantially contributed to the progress of a new
philosophy in matters of stability which is now largely adupt~d.
The second phase of this Committee's work was started just three years
ago on a much broader basis, embracing all types of stability problems normally
met in constructional practice.
In view of this new objective 9 Task Groups were farmed for the s~udy of
the various types of problems to be dealt with. This Manual represents a major
part of the results of their work.
Inversely to the first phase, one may wonder about the relatively short
time used for this achievement. This quick action was possible partly due to
the fact that the basic concepts were already established. However it must
be stated that this is a first version still needing some reviewing and co-
ordination between the single chapters.
It has be~n decided to have it published now for the following reasons :

The "ECCS Manual on the Stability of. Steel Stru'ctures" was pre-
pared by Conunittee 8 "Stability" in order to give the theoreti-
cal and experimental bases for the relevant clauses in the
"ECCS Recommendations for the Design and Construction of Steel
Structures".
