The particulars upon which this Motion is made are set out as follows: -
A. Gross violation of the provisions of the Constitution of Kenya and other laws: -
(i) THAT, the Deputy President has abdicated duty under Article 240(3) of the
Constitution and section 4(1) of the National Security Council Act, No. 23 of 2012
by constantly absenting himself from the sittings of the National Security Council.

(i) THAT, the Deputy President has undermined the authority of the President under
Article 131(1)(e) of the Constitution by disparaging Rt. Hon. Raila Amollo Odinga
through public utterances deemed to sabotage the President’s unity efforts through
Building Bridges Initiative (BBI); and
(ii) THAT, the Deputy President has undermined the authority of the President and
exceeded his functions under Article 147 of the Constitution by engaging in early 2022
presidential election campaigns disguised as Harambee Tours in Mt. Kenya Region.
B. Gross Misconduct
(i) THAT, the Deputy President has undermined the Government by distributing food in
Nachu ward in Kikuyu Constituency on 20 th May, 2020 contrary to Government directive
any donations during the pendency of the Covid-19 pandemic be channeled through the
Covid-19 Fund;
(ii) THAT, the Deputy President has undermined the Government by distributing food
to leaders of the Muslim Community on 23rd May, 2020 contrary to Government
directive that any donations during the pendency of the Covid-19 pandemic be
channeled through the Covid-19 Fund;

THAT, pursuant to the provisions of Standing Order 97(1) and notwithstanding the
resolution of the House of February 18, 2020, each speech in any debate during the Sittings
of the House on Wednesday, April 22, Wednesday, April 29 and Wednesday, May 6, 2020,
shall be limited as follows:- a maximum of one hour and thirty minutes with not more than
fifteen (15) minutes for the Mover in moving and five (5) minutes in replying and a maximum
of five (5) minutes for any other Member speaking, except the Leader of the Majority Party,
the Leader of the Minority Party and Chairperson of the relevant Committee who shall be
limited to a maximum of ten (10) minutes each, and that priority in speaking be accorded to
the Leader of the Majority Party, the Leader of the Minority Party and Chairperson of the
relevant Committee, in that order.
ADJOURNMENT
Pursuant to the provisions of Standing Order 28(3) relating to Calendar of the Assembly, and the
resolution of the House of Tuesday, April 14, 2020, the Speaker notifies that upon rise of the
House today at the appointed time, regular sittings will resume on Thursday, July 02, 2020 at
2:30 p.m.
It is notified that the House Business Committee, at their last meeting, approved the following
