A Technical Narrative Report

Philippine National Oil Company – Energy Supply Base

I. Introduction

OJT (On-Job-Training) is an important topic of human resource


management. It helps to develop the career of the individual and the prosperous
growth of the organization. On-the-job training is a form of training provided at
the work place. During the training, trainees are familiarized with the working
environment they will become part of. They also gets hands-on experience using
machinery, equipment, tools, materials, etc. Part of the on-the-job training is to
face challenges that occur during the performance of the job. An experienced
employee or manager are executing the role of the mentor who written, or verbal
instructions and demonstrations are passing on his/her knowledge and company-
specific skills to the new employee.
Leading this training properly prepares the future professionalism of the
students for their future careers. Students will not only learn academically but
socially as well. Since they work with different professionals on the field, the way
they work and communicate with other people will not be a problem for them
anymore. This will help the trainee to know and learn how to adjust to other
people’s attitudes and personalities. This will also give the trainee a chance to
immerse himself in his chosen field and experience and develop the skills
necessary to the industry he chooses. This program also gives the student
trainee a chance to learn more about the proper application of work ethics and be
more responsible individual. Moreover, this also help the trainee to adjust from
being a student-minded to a more responsible and credible person.
This technical narrative report is consisting of learning and experiences
acquired by a student trainee who took up this program in Philippine National Oil
Company – Energy Supply Base. He was assigned weekly in different
departments in Research, HSSE, Operations, Maintenance and Administrative.

II. Company Background

Philippine National Oil Company – Energy


Supply Base
The Energy Supply Base (ESB) is a private commercial port located in
Mabini, Batangas offering pier services, warehousing facilities, cargo handling,
equipment rental, manpower services, bunkering and water services. Previously,
it is owned and managed by the PNOC Exploration Corporation (PNOC-EC),
PNOC’s upstream oil and gas subsidiary. Although the ESB was initially set up to
cater to the logistical needs of PNOC-EC and the domestic energy industry, it
has since opened its services to other commercial clients.
The ESB is located along the coast of Batangas Bay in Barangay Mainaga
and Barangay San Francisco, Mabini, Batangas with three (3) piers: the
triangular pier with a draft of 11 meters and Length Over All (LOA) of 60 meters;
the Marginal Wharf with a draft of 7.5 meters and LOA of 72 meters; and Roll-
Roll-Off with a draft of 4 meters.
The PNOC-ESB property has a total area of 19.2 hectares.

• 10.55 hectares serve as the site of the energy supply base operation
• 4.27 hectares are leased by Petron for its bulk plant/ depot operation •
4.40 hectares is located at the hilly /eroded area
Other services are the accommodation rental of the four (4) warehouses
with a total floor area of 23,600 square meters, Pipe Racks of 7,400 square
meters, open yard (not cemented) of 17,800 square meters, open yard
(cemented) of 10,600 square meters, and explosives bunker. The ESB also
caters to truck scale and manpower services.
The PNOC Board was informed of the transition and turn over plan in
December 2016 while its formal approval was taken up during the PNOC Board
meeting held on February 3, 2017. In its meeting held on February 3, 2017, the
PNOC Board of Directors approved and accepted the transfer/turnover to PNOC
of the administration and operation of the ESB in Mabini, Batangas as well as the
oil and coal trading operations of PNOC-EC.
During the Special Meeting of the Board of Directors of the PNOC-EC on
February 23, 2017, the PNOC-EC Board APPROVED the transition and turnover
of the PNOC-EC ESB Operations to PNOC, including the oil and coal trading
operations under PNOC-EC Board Resolution No. 2-1 S’2017.
Vision

energy infrastructure, conducive to a clean environment and balanced and
sustainable economic growth.

Through the efforts and initiative of world class professionals, PNOC is

1. Develop and implement projects and programs in a financially prudent and
responsible manner aimed at increasing the country’s self-sufficiency level in
oil, gas and other energy sources;
2. Foster sustainable and environment-friendly sources of energy and promote
energy efficiency and conservation; and
3. Maintain the highest standards of service and corporate governance.

III. Training Details

A. Personal

Being an intern at Philippine National Oil Company for over 3 months


helped me developed my skills and personality. Some of which are:

• Having the initiative to do task


• Accepting tasks with enthusiasm, attention and interest
• Taking criticisms well
• Work dedication
• Having good communication/relationship towards co-trainees and
supervisor
• Priority setting
This OJT program made me experience things that can’t be experience
inside the class. The real world scenario of a workplace.
a. Time Management
This help me how to organize and balance my time properly. Since
there are a lot of activities and task in every department I have to manage
my time wisely. I have to make sure that there was no time for delays and
just do my work according on what my supervisor instructed.

b. Do Work Under Pressure


During my OJT, I learned how to work well under pressure. Since
every department were busy with their agenda, I made sure to manage
every task surely and complete.

c. Develop Professionalism
I met a lot of professionals during the time of my OJT. This
experience helped me to develop my professionalism. I was able to
communicate and interact with them in the workplace and I was able to
ask them for career counselling and tips on how to become a better
individual.

d. Enhance Critical Thinking Ability and Discipline


This program helps to enhance the critical thinking abilities and
discipline of the student trainee. I learned how to make good decisions.
I also developed self-discipline and focused for the tasks I was
assigned.

B. Interpersonal

Working in an office with different person and different personality enables


me to develop my interpersonal skills. I was able to socialize with my colleagues
and learned about their different perspectives. I have learned to respect their
personal beliefs and opinions, which enables me to work with them effectively as
a team.
C. Technical

In the Operations Department, they mainly focused on offering pier


services, warehousing facilities, cargo handling, equipment rental, manpower
services, bunkering and water services. When I was assigned to this
department, we were able to know how the operations worked all throughout
the Energy Supply Base. We were asked to help the On-Duty Shift Engineer
for their pre-operational meetings with clients and other.
In the Maintenance Department, we were able to measure open yard
areas which is to be rented by the clients for their products. I am able to use
my knowledge in AutoCAD by plotting every measured areas. We conducted
quotation of materials and equipment needed. We were also asked to do an
estimation of the maximum capacity of a certain warehouse. We witnessed
material testing of concrete bars and steel rods along with the Maintenance
Engineer.
In the HSSE Department, we were able to conduct ISPS
Code/Declaration of Security for different marine vessels that berthed at the
two operational piers of the Energy Supply Base. We made different signage
for security safety purposes which are mounted throughout the ESB facilities.
We are required to put a hard hat and visibility vest wherever we go on the
Base outside of the Admin Building. There were HSSE activities such as Fire
and Earthquake Drill, Site Management by Walking Around and Coastal
Clean-Up in which we participate.
In the Administrative Department, We were asked to do filing and
sorting of documents so that it will be properly arrange and be easily search
and find the documents.

D. Program Specific

Philippine National Oil Company Energy Supply Base might not be in


the Oil and Gas industry as it used to be, but it thought me how to behave
professionally and all the work ethics I needed to succeed.
IV. Training Assessment in Relation to:

A. Student Outcomes

Student Outcomes are known to be the skills, knowledge, and behavior


that are expected to be acquired by the trainee through the accomplishment of
this program.

a. Ability to function on multidisciplinary teams

Through this program, I am able to experience working with different


people with different attitudes and different characters and it was
outstanding. Working with different people, of different areas and of
different department was interesting since it will be helpful not only to
develop my skill in certain program but also with others. I got to
experience to work in every department present in the company. Because
of this, my ability to interact with multiple groups of people was developed.

b. An understanding of professional and ethical responsibility

The purpose of taking up this program is to give the students an


involvement to real-life work and let me acquire professionalism and work
ethics that will be very useful in my future career outside the academe.

The student trainee knows how to work professionally same as other


employees are doing and handled every task as a responsibility like what
her superior is doing. The trainee was able to recognize the superiority of
each employee and still eagerly work with them.

c. An ability to communicate effectively

As mentioned earlier, the trainee was able to communicate and


interact with the other workers considering their needs. He plays as an
assistance for visitors regarding site surveys and instrument
replacements. Through this task her communication skills were developed
and improved. Meetings and collaboration with other departments are also
one of the factors why his communication skill was improved. Facing and
interacting with different people is the best way to build his connections
with other professionals.
