ANALYTICAL SUMMARY
The text presented is intended to inform on emerging tools for the practice of environmental impact
assessment, being used to establish environmental standards based on human health issues. Where
the risk assessment encompasses the identification of risks, considering the dose-response
relationship, taking into account the conduct of an exposure assessment and the associated risk
assessment. This mechanism is used for the risk to human health and for the ecological risk. In
addition to being a preventive measure, looking for ways to avoid or minimize the environmental
effects of any human activity, on the natural environment and on people.
Considering that the interaction between man and nature today has originated what is called the
environmental problem. Faced with this situation, an alternative position is proposed, the
sustainable one. "Sustainable development is development that meets the needs of the present
generation without compromising the ability of future generations to meet their own needs."
The environmental impact assessment is, therefore, one of the environmental protection tools that,
when supported by an institutional framework appropriate to the needs of different countries,
contributes to strengthening the decision-making process at the level of policies, plans, programs
and projects, incorporating new factors and variables to consider in the global analysis. Currently,
the environmental impact assessment is considered an analysis process that anticipates both the
negative and positive impacts of certain activities, allowing the selection of alternatives, in order
to devise control mechanisms to prevent / mitigate their adverse or unwanted effects and enhance
those that would be beneficial. The experience developed in different countries allows its
application not only for large investment projects, but also for development activities that involve
land use plans and programs, policies and action alternatives, and others.
An environmental impact assessment process for investment projects is designed in such a way
that it can reconcile environmental protection and the execution of human activities with the
purpose of not deteriorating the population's quality of life, allowing a sustainable use of natural
resources. and, at the same time, not to constitute an obstacle for other developments of a country.
Taking into account the numerous types of methods have been developed and used in the project
EIA process, knowing that no type of method can be used to satisfy the variety and type of activities
involved in an impact study alone. Therefore, the key issue is to properly select the most
appropriate methods for the specific needs of each impact study such as analogies, checklists,
expert opinions (professional opinions), balance calculations and matrices, etc.
