INSTRUCTION FOR FINANCIAL BID
1.0 PREAMBLE

1. Financial bid Contains price schedule, the contractor has to quote his prices.

2. The schedule of activities does not give full description of the Construction Details, Plant and Materials
to be supplied and the services to be performed under each item. The entered rates and prices shall be
deemed to include for the full compliance with all provisions of the Contract.

3. The units / facilities to be provided are only broadly described in the schedules. Any missing units /
facilities not specifically mentioned in the schedules but which are necessary for successful completion
and commissioning of the DBOT surface water scheme to fulfill the intended purpose are deemed to be
included in Tenderer proposal. Tender price shall be for all the units / facilities necessary to meet the
requirements.

4. The Contractor shall own the designs and is wholly responsible for guarantying the treated water
quality, supply quantity to each village / habitation, pressure at OHTs etc. failing which penalty will be
levied as specified elsewhere in the document.

5. Rates for all the items in Price Schedules shall be filled up. Items left blank or missed are deemed to
have been included in other items quoted.

6. The Tenderer must quote his price in specified column in the “Price Schedules” in figures and ascertain
the corrections of value generated in words.

7. The Contractor shall make his own arrangements and include in the costs towards disposing off of
surplus excavated earth, debris etc., without causing any infringements. and shall follow all the
environmental norms.
8. Incase of Discrepancy observed during financial evaluation of prices i.e., between amount written in
words and amount written in figures, the value in figures will be considered.

9. Spares, tools and test equipments. The spares, tools and test equipments listed are mandatory and
shall be supplied at the end of fifth year of O & M while handing over the plant to RWS&SD. This
schedule is for the purpose of making payment to the Contractor on supply of listed spares, tools and
test equipments at the end of five (5) years O & M period. The spares, tools and test equipments
required during testing and commissioning and five (5) years operation and maintenance period is
deemed to be included in the total amount quoted by the Tenderer no additional claim whatsoever from
the Contractor will be entertained by RWS&SD for any plant, equipments, machinery, spares, parts,
tools, test equipments etc. procured by the Contractor during testing and commissioning and five (5)
years operation and maintenance period.

10. The taxes and duties referred in the “Price Schedules” shall cover all the taxes and duties including
Labour Cess, turnover tax, GST etc., as applicable at the time of submission of bid. RWS&SD will
recover all statutory payments from the bill amount. Any rebates obtained for government projects shall
be repaid to the department.

11. Tenders that contain prices which appear to be so unbalanced as likely to adversely affect the interests
of RWS&SD will be summarily rejected.

12. The "Financial Bid" of only those bidders shall be opened, whose "Technical Proposal" has been
accepted by the "Technical Committee".

13. The tenderer shall enter guaranteed maximum power consumption per day for various units / facilities
and for entire scheme. EE, RWS&SD, will meet the power charges directly as per the agreed
consumption. However, if the consumption is more than 5% of the agreed quantum, the Contractor will
be required to meet the additional charges on his / her own.

14. Payments during O & M period of five (5) years will be made on an equitable quarterly basis.

15. To the bid cost quoted as per the schedules, power loading will be done for the guaranteed power for
operation as indicated by the bidder which will be multiplied by the power charges as indicated to arrive
at the least cost of the bid.

16. The price quoted in the price bid shall be inclusive of all expenses towards mandatory quality control
test factory inspection and testing of equipments/machinery. Any units / facility, statutory clearances,
deposits, statutory payments. And cost towards inspections of department and third party and any other
related payments.
